Voluntary Transfer and Reassignment. When a vacancy exists, as determined by the Superintendent, the following procedures shall be followed: 11.2.1 The District shall provide the opportunity for qualified permanent bargaining unit members to be transferred or reassigned and may consider applications of probationary bargaining unit members when it is in the best interest of the District as determined by the Superintendent or designee. Refer to 11.2.4 for transfer process. 11.2.2 If two or more applicants apply and are equally qualified, the bargaining unit member with the greatest seniority shall receive said transfer or reassignment. 11.2.3 A transfer or reassignment decision shall not be made arbitrarily, capriciously, or without basis of fact. 11.2.4 The voluntary transfer process shall be conducted using the following steps: 1. The Human Resources Department shall communicate to all teachers identified known vacancies for the upcoming school year at the following minimum intervals: a. March 1st b. April 1st c. April 15th - On the April 15th posting, teachers shall have an opportunity to request consideration for voluntary transfer to a specific position that may become vacant after the April 15th posting and before June 30th. 2. The voluntary transfer form will be attached to each monthly email for all teachers to complete and electronically submit to Human Resources within five, (5) work days. 3. The Human Resources Department will review all forms for credential qualifications being met. 4. The Human Resources Department will email a spread sheet to all Principals no later than the 10th of each month during the voluntary transfer process to conduct the transfer interview process. 5. Site Principals will notify the Human Resources Department the outcome of the voluntary interviews held including any recommendations for transfer. The Human Resources Department will notify all interviewed transfer applicants the outcome of the interview process. 6. The Human Resources Department will email an “offer of voluntary transfer” to selected teachers. 7. Teachers will have three, (3) work days to electronically respond to the voluntary transfer offer accepting or declining. 8. Acceptance of a transfer eliminates the option for further consideration of transfer for the upcoming school year. 9. Vacancies not filled through the monthly transfer process will move to the next applicable process to fill the assignment. This may include involuntary transfer, reassignment and/or an outside hiring process. ...

Voluntary Transfer and Reassignment. 6-1-1 Educators desiring a transfer or reassignment for the subsequent school year shall make their specific request known by letter to Human Resources. Such a letter shall be handled confidentially and such a request considered at the time that openings occur in the desired positions. Any request for transfer to another school or certification area requires the Educator to participate in an interviewing process. 6-1-2 Where feasible, assignments of new Educators in the school system shall not be made until such requests for reassignment or transfer have been considered. 6-1-3 In determination of requests for voluntary transfer and/or reassignment, the convenience and wishes of the individual Educator shall be honored to the extent that they do not conflict with the instructional requirements and best interest of the school system. If more than one Educator has applied for the same position, the Educator best qualified for that position shall be appointed and, qualifications being equal, experience in the District shall have preference.

B. Such requests shall be renewed by the employee every six (6) months if the employee still desires to be transferred or reassigned. C. Whenever management intends to fill a vacant position, management shall check the above-described request file and let the employee and the local hiring manager know of the vacancy. This provision is not subject to the arbitration provisions of Article 10.

Such notice shall state the date by which applications are to be made. b) Teachers desiring a reassignment or transfer should discuss the matter with his/her principal and formally make application for such transfer in writing to the Superintendent within the designated application cutoff date. If the desired reassignment or transfer related to the following school year, the foregoing procedure shall apply except that the formal written application shall be given to the Superintendent by no later than February 1. c) Notice of a voluntary transfer or voluntary reassignment shall be made to the individual employee and sent to the Association as soon as practicable after the decision is made. d) The notice provisions as stated in sub-sections a, b and c above shall not apply to those days between the 30th day of June of the school year and the 1st day of school for the subsequent school year.

A Faculty Member may be voluntarily reassigned to another Faculty position or discipline within the college without announcement of a position vacancy.
