EXTRA PAID DETAILS. The following provisions, in addition to the departmental rules and regulations, shall govern the assignment of extra paid details to police officers where the said detail is to be paid for by an outside individual, group, organization, or business entity. A. Assignments shall be made by the Chief or his representative on a voluntary basis and they shall be distributed among officers in the following order: 1. Any and all details within the boundaries of Medfield shall be first offered to members of the League in the usual manner. 2. All paid details shall be time and one-half times the top step for sergeant’s rate of pay. All paid details shall be in four (4) hour blocks except Town details which will be a minimum of three (3) hours. Details under and up to four (4) hours are considered a four (4) hour detail. Details four (4) hours and up to but not exceeding eight (8) hours are considered an eight (8) hour detail. Details over eight (8) hours, but not exceeding twelve (12) hours are considered twelve (12) hour details, and so on, continuing up in four (4) hour blocks in the same fashion. Town details shall not include details provided to contractors constructing public works for the Town unless such detail costs are billed as specific items to the Town and the Town is reimbursed less than 50% of that cost. Details for Town sponsored or Town funded projects or events shall be paid a minimum of three (3) hours and for actual hours worked thereafter. Town Details rate of pay shall be time and one-half the individuals’ rate of pay. 3. The Chief or his representative shall maintain a record of all such assignments which may be examined at any time by a representative of the League. 4. No officer shall accept any assignment unless it is made by the Chief or his representative. 5. The rate of pay for these private details for the period of the contract shall be as follows: One and one-half the top step for sergeant’s rate of pay. An additional $2.00 per hour shall be paid for special details at events at which liquor is served. 6. For private details Dispatchers rate of pay shall be paid the private detail rate of one and one half times the top step for patrol officers. Town details rate of pay shall be time and one half the individuals’ rate of pay. 7. All vacant dispatcher shifts shall be filled based on the manner set out in Section 4. Work Schedule.

EXTRA PAID DETAILS. There shall be a requirement for a police officer in all instances where there is a street opening or any work to be done on a public way or at any public function at the discretion of the Chief of Police. It is agreed that those officers who are working such paid details do so on their off-duty time or on any time when they are not specifically scheduled to work in the Police Department. (A) All extra paid details shall be assigned by the Chief of Police or his designee, regardless of who the employer might be. The Chief or his designee shall maintain a record of all such assignments, including the amounts of money received therefrom by the employees. All such paid details shall be so far as possible distributed evenly among permanent full-time officers, if physically fit, according to the procedures contained in this article. (B) Barring a demonstrable personal incapacity or a family emergency, any officer who cannot fulfill his work assignment shall notify the Chief or his designee at least twenty-four (24) hours prior to the starting time of the detail so that another officer can be assigned. Failure of an officer to provide timely notice of his/her inability to work the detail will result in the scheduled hours for that detail being charged to the officer as “hours worked” for purposes of Section D, below. In any event, no person shall accept an assignment unless the same is made by the Chief or his designee. (C) The Chief or his designee shall compile and maintain an active list of all permanent full-time and reserve officers who desire to work extra paid details. All permanent full-time officers shall receive preference over reserve officers in filling extra paid details and only upon exhausting the list of available full-time officers will reserve officers be utilized for such details. All officers requesting to be placed on the paid detail list shall provide the department with a primary contact number which shall be the only contact number utilized to fill available paid details. (D) Extra paid details shall be filled using an hours-worked basis, regardless of rank or seniority. The detail officer shall maintain a list of full-time officers, ranked by hours of paid details worked, to be utilized in filling all available paid details. In the case of officers with equal hours worked, seniority shall be the next determining factor. EXTRA PAID DETAILS. The following provisions shall govern the assignment of open shifts and extra paid details: SECTION 1. When the Chief or the Chief’s designee, in that person’s exclusive judgment, determines it is necessary to fill an open shift caused by the absence of a patrol officer, and that assignment is offered to patrol officers, the Chief or the senior patrol officer on shift shall fill the shift in the following manner: a. Full-time patrol officers shall be offered open shifts based on the “low- man” principle. b. The “low man” list shall be established based on departmental seniority, as defined in Article XV, with the most senior full-time patrol officer at the top followed by the remaining full-time patrol officers, in descending order of seniority. c. Each vacant shift shall be filled by being offered to the full-time patrol officer with the lowest number of hours who is available to work said shift. Where full-time patrol officers have the same number of hours, seniority shall govern. Full-time patrol officers shall be offered such vacant shifts in accordance with the “low man” principle until the shift is filled. d. All overtime hours worked shall be posted in the ledger by the full-time patrol officers at the completion of their assignments. e. Effective July 1 and January 1 of each year, the list shall be “zeroed” out and all full-time patrol officers shall return to having zero hours. f. All shifts shall be called within one (1) hour of notification of the shifts being open. g. The Association reserves the right to improve or change this procedure as necessary with no adverse effect to the Town. SECTION 2. When the Chief or the Chief’s designee, in that person’s exclusive judgment, determines it is necessary to fill an open shift caused by the absence of a patrol officer of the Halifax Police Department, and that assignment has been offered to all full-time patrol officers and none of them volunteer to work, the assignment shall be made as follows: SECTION 3. EXTRA PAID DETAILS. Section 1. In all instances where the detail is to be paid by a Town Department, a governmental body, or by an outside individual, group, corporation or organization, there may be a police officer or officers required, subject to the discretion of the Chief of Police. Section 2. Effective upon signing said contract, officers attending such details shall be compensated at the rate of fifty-eight ($58.00) dollars per hour, with a minimum of eight (8) hours compensation after four (4) hours worked per assignment, with a minimum of four (4) hours compensation per assignment. Section 3. Any detail requiring three (3) or more officers as determined by the Chief of Police, the Chief of Police shall designate one officer to be the officer in charge. If the detail is not staffed by a sergeant, the senior officer will be the officer in charge. In such case, the Sergeant or the senior officer shall be paid an additional ten percent (10%) per hour or any fraction thereof, with a minimum of four (4) hours compensation. Section 4. All extra paid details shall be assigned by the Chief of Police on an equitable basis. The refusal of a paid detail shall count as a detail worked. Section 5. Bargaining unit employees shall have the right of first refusal on all paid details. Section 6. All extra paid details shall be paid to employees within four (4) weeks of their having been worked. Section 7. Details requested because of a labor strike situation, and subject to the discretion of the Chief of Police, will require the assignment of a minimum of two (2) officers, and shall be paid at a rate of time and one-half times the applicable detail rate. Section 8. Details required as a result of an emergency situation, as determined by the Chief of Police, shall be paid at a rate of time and one-half times the applicable detail rate if said detail occurs on a Sunday, a Holiday, or between 12:00AM and 7:00AM, exclusive of all town departments. Section 9. Details in excess of eight (8) hours in duration (exclusive of the Topsfield Fair) shall be paid at the rate of one and one-half times the applicable detail rate set forth in Section 2, above.
EXTRA PAID DETAILS. The following provisions shall govern the assignment of extra paid details to police officers in the bargaining unit and in the bargaining unit described in Case No. MCR-1383 where the detail is to be paid for by another city department, by a government body or by an outside individual, group, corporation or organization: a. Such assignments shall be made by the Chief or the Chief’s designated representative who shall be of the rank of sergeant or above and shall be distributed among the employees in the bargaining unit and in the bargaining unit described in Case No. MCR- 1383, as equitably as is possible. Acceptance of such assignments-shall be on a voluntary basis. The assigning officer may not delegate this responsibility to a third party. The department shall maintain a record of all such assignments which may be examined at any reasonable time by a representative of the Association. b. No such assignment shall be made until the person or organization requesting service has agreed to pay the rates established and agreed upon by the Chief and the Association. c. No such assignment shall be made to regular reserve police officers unless all employees are unavailable or decline the assignment. No such assignment shall be made to provisional reserve police officers, auxiliary policemen, special policemen or other persons unless all employees in the bargaining unit and the bargaining unit described in Case No. MCR1383 are unavailable or decline the assignment. d. The City agrees to prohibit the use of civilian flagmen for any paid detail work assignment within the limits of the City of Melrose.
EXTRA PAID DETAILS. The parties agree to amend the article to provide for the following: Raising the detail rate to $55.00 per hour; Raising the strike rate to 1.5 times the regular rate; and Raising the emergency Detail and Alcohol Details to $65.00 per hour.

A Strike Detail shall include any Labor or job action that occurs on any property in the Town of Hanover. These details shall be paid at double time, except for Town and School employee labor disputes. There shall be a four (4) hour minimum, and time and one-half after eight (8) hours. Effective July 1, 2008, if a detail exceeds four (4) hours, the Detail Officer shall be paid for eight (8) hours. The Holiday rate shall be $2.00 more per the hourly detail rate effective July 1, 2013. The Detail Officer shall be paid for half an hour at the detail rate for any portion of half an hour worked over the minimum. C. No Officer shall be entitled to work a Special Detail within 24 hours of a Sick Day taken. D. When an Officer is assigned a Detail that is longer in duration than four (4) hours, he/she shall be entitled to meal break without loss of pay or benefits. E. Any detail not cancelled a minimum of one (1) hour prior to the start of said detail, will require a four (4) hour minimum payment to the Officer assigned to the detail.

EXTRA PAID DETAILS. A roster of all details to include industrial and business traffic and other permanent extra details shall be set up to include all Certified Permanent Officers, including detectives on an hours offered basis; the officer with the least amount of hours offered will head the list for that week. As details become available they will be offered to the man on the list with the least amount of hours offered. The weekly roster will be posted in a mutually agreed upon, conspicuous place by the Chief of Police or his designee. A member of the Union appointed by the Chief will maintain the detail roster.
