Job Openings and Promotions. A. Career Ladders Classification structures providing for non-competitive promotion from one title to others within the professional bargaining unit shall be maintained. Procedures for such promotions may be revised or developed by the University during the period of this Agreement. The University will provide affected unit members and the Association with an opportunity to comment regarding revised or developed procedures. The University will notify the Association of such changes. Upon receipt of such notification the Association will have a period of ten (10) working days in which to review the revised or developed procedures and approve or disapprove. If the Association fails to respond within ten (10) working days, the Association shall be deemed to have approved such revisions or developments.
B. Job Openings
1. Whenever a job opening occurs for a position or title included or leading to inclusion within the professional bargaining unit that is anticipated to last more than one hundred eighty (180) days, professional position announcements shall be placed on designated bulletin boards at each location throughout the University System, campus newsletters, and campus websites. At each campus at least one bulletin board shall be in a location that is not in the immediate vicinity of the human resources / personnel office. Any posting shall include the type of appointment, its length if applicable, summary of the duties to be performed, qualifications, job status, and work year and salary range for the position. A copy of such notices shall be promptly furnished to the Association at that time. In the event of positions filled by (a) persons specifically identified for positions in funded grants, (b) post-doctorate research associates, (c) recruitment in accordance with an applicable Affirmative Action Plan, (d) internal candidates within a department when all unit members within the department have been given timely notice of the opening, or

All such eligible persons shall be notified of the existence of the opening and provided with an opportunity to apply there for. When a selection to fill the job opening is made through the procedure described in this section, the most qualified applicant shall be selected. In the event that qualifications are substantially equal, the selection shall be based on seniority. All internal applicants who submit a completed application and meet the minimum posted position qualifications will receive an interview. Length of service is important for any position and will be given appropriate consideration by the Academy along with qualifications for the position.
1. After completion of the procedures described in Section A of this Article, any notice of any resulting job opening for a position included or leading to inclusion in the SSP Unit shall be communicated. Such communication shall contain position title, job description in brief, the location/department or general work area of the position, and the pay range which is assigned to it and shall be accomplished by one of the following means:
a. placing notice(s) on bulletin board(s) designated by the Academy,
b. advertisement on the campus webpage, or
c. by written notice to each unit member no less than seven (7) days prior to consideration of applicants.
2. The most qualified applicant shall be selected to fill such vacancies. In the event that qualifications are substantially equal, the selection shall be based on seniority. Employees will not gain status while performing duties in an acting capacity position.
3. Disputes regarding decisions made under paragraphs B.2 of this Article shall be reviewed in accordance with the following provisions:

The ultimate determination on any job bid, promotion or transfer shall rest with the Township. Promotions, which may occur from time to time within this bargaining unit, will be posted for bargaining unit members to submit their qualifications for the position for consideration. Promotions will be based on qualifications for the position desired and seniority within the bargaining unit. There shall be no loss in Grade for transfers, unless the position is newly created and budgeted at a certain grade.

C. Applicants selected for appointment to a position in the Supervisory unit will generally be placed at “step A” of the applicable wage grade however, in documented exceptional circumstances, an appointing authority may recommend initial placement at up to step “D”. Decisions regarding such recommendations will be the purview of the Vice President of Administration (or designee). The Unit Xxxxxxx will be notified when any applicant is initially placed above “step A”.

Job Openings and Promotions. When a regular position becomes available, any employee desiring to move into such position shall notify the company in writing of such intent. Promotions will be made on the basis of seniority, the ability to do the work available, and the employee’s disciplinary record. There will be a twenty (20) day working appearance evaluation period after which time there will be a review. Should the employee choose not to take the position or is unqualified to do the work, he/she will be returned to the prior position with no loss.
