Promotional Testing. 1. The Town and Unit recognize that the method of promotional testing is crucial to the development of a good and competent officer corps. In view of this, the Town will continue to issue promotions based on a fair and equitable testing process, which measures ability and competency in accordance with the following: The promotional candidate shall have all of the minimum qualifications prior to the date of the first step (i.e., the Letter of Intent deadline as set forth below) of the testing process. The candidate shall have thirty days to submit a Letter of Intent after the posting of a promotional testing process. The Department will post; the reading list for the exam, eligibility, date of the exam, parts, and weights of each phase of the exam, a minimum of three months in advance of the exam. Ranking of candidates for promotion shall be based on the following: i. The top six candidates from the first phase of the exam will go to next phase of the exam (phases of the exam shall be no more than one month apart.) ii. The top three (3) scoring candidates shall go on to an interview with the Fire Chief (within one month), who will determine final ranking for the promotional list. a. In the event the promotional list is exhausted, the next three candidates will go on to an interview with the Fire Chief, who will determine final ranking. b. A letter detailing the candidate’s scores on all phases of the testing and the final ranking for the top three candidates, as determined by the Fire Chief, shall be provided to each candidate within ten (10) working days following the Chief’s interview. 2. The ranking shall be valid for two (2) years after the promotional list is published. 3. When a vacancy occurs for a position, the candidate ranked highest by the Fire Chief shall be offered the position. 4. When a vacancy occurs for a position the candidate ranking highest on the list shall be promoted within fourteen (14) days from the time the vacancy occurs or within fourteen (14) days of the list being published. 5. The Department Administrative Regulation specifying job requirements may not be altered within 365 days of the test announcement.
Promotional Testing. 38.01 All promotions in rank which result in an increase in pay, or assignment to a higher pay range, shall be based upon merit and fitness as determined by a uniform examinational process. It shall be the sole right and responsibility of the Employer to administer and evaluate all promotional examinations, assessments, and testing procedures. If the procedure known as an “assessment center” is used for any part of the score, the examiners administering the test shall come from outside the department. One (1) month prior to the administration of any examination, the Employer shall post on department bulletin boards, with a copy to the FOP, the structure of the examination with the weight to be granted for each factor of part of the examinations. Upon request from the FOP, the Employer agrees to meet and discuss the structure and weight factors of an examination prior to the examination being administered. Failure to request a meeting to discuss the structure and weight factors of the examination within two weeks of posting this information shall constitute a waiver of any objections to this issue. In order to be eligible for a promotional examination, an applicant must have or will have completed one year of prior service as of the date of the examination in the immediately preceding rank. The test given shall be based upon factors, references and authorities posted.
Promotional Testing. The terms of this Agreement shall control the promotion of officers within the classified civil service as long as the decision in DeVinnish v. Columbus (1991), 57 Ohio St.3d 163 remains valid. If DeVinnish is ever overruled or abrogated, all classified positions above the rank of police officer in the Police Division shall be filled in accordance with the Ohio Revised Code, Section 124.44, and the applicable rules of the Civil Service Commission of the City of Newark, Ohio.
Promotional TestingAn individual must pass a drug and alcohol test before he or she can be promoted to a safety sensitive position.
Promotional Testing. A. A promotional testing shall commence during the third week in January every other year. The promotion list developed from the examination process shall be valid from March 1 to March 1 of the next promotional testing year. Promotional testing may be rescheduled whenever necessary in the event of an unforeseen circumstance. B. In the event that the promotion list should have fewer than one (1) name or otherwise becomes exhausted within the- valid period, a new promotional examination will be conducted to create a current eligibility list. C. The promotion examination shall be posted at least sixty (60) days prior to the test date. Interested qualified candidates shall have the required resumes, memos, applications, and other supporting materials submitted to the Fire Chief/Administrator no later than thirty (30) days prior to the test day. D. The top three (3) candidates on the list shall be considered for the final interview for any one position available.
Promotional Testing. 15.5.1 Promotional testing for Bargaining Unit Positions is subject to the following provisions: Testing shall be held Monday through Saturday, 8 a.m. to 6 p.m., excluding holidays.
Promotional Testing. 41.01 All promotions to the rank of Sergeant or Captain (should the position of Captain be reinstated) shall be made utilizing a promotional candidate list established by the City of Huron in 41.02 The eligibility requirements established in the job description for Sergeant and Captain shall be followed when determining qualification for participation in the promotion testing process. 41.03 The posting and study periods for promotional examinations shall be established by the City of Huron. 41.04 The probationary period for newly appointed officers shall be twelve (12) months from the time of appointment.

Promotional Testing. 21.1 The UNION shall have a qualified representative of their choosing to observe all phases of promotional exams. If the representative chosen is a member of the GFFR, he must be of a rank equal to or above the rank being examined. The representative selected by the UNION shall not be compensated by the CITY. 21.2 The CITY will establish and maintain the GFFR promotional policy in cooperation with a six person Promotion Policy Committee consisting of six members, three (3) members appointed by the UNION, and three (3) members appointed by the Fire Chief. The Promotion Policy Committee will be consulted in establishing and revising all policies relating to promotional procedures. This Committee will deliberate and make decisions by consensus. This Committee shall meet at least on a quarterly basis each year. 21.3 The Promotion Policy Committee will be responsible for developing the methodologies and determining the type of promotional exam(s) and study materials for promotional testing. Management will develop the actual test content, based on the study material and type of exam(s).
