Specimen Collection a. The testing facility area should be private and secure and procedures shall allow individual privacy . b. Testing personnel must positively identify the employee providing the sample. c. Testing personnel should search the area in which the sample is to be produced and verify it is free of potential contaminants. d. Testing personnel shall require the employee being tested to remove any unnecessary outer garments (i.e., coats, jackets, etc.) and shall visually check for signs of concealed items that might be used to adulterate or substitute a sample. Personal belongings such as briefcases, and purses, etc., must remain with the employee's outer garments. e. Any urinal or toilet should be filled with blue-colored water. f. The employee being tested will wash his hands with soap and water. g. The employee will urinate into one container which will then be split according to DOT regulations. The containers will be sealed in the presence of the employee and the employee's identifying mark will be placed on the containers. h. Immediately after obtaining the sample, it shall be tested for appropriate temperature and the actual temperature recorded. i. The sample containers must be immediately sealed, appropriately labeled, and the number rechecked to ensure it is referenced to the employee providing the sample. j. The sample should be stored in a secure area in accordance with laboratory procedures until delivery to the contracting laboratory if necessary. k. Personnel utilized for testing will be certified as qualified to collect urine samples or adequately trained in collection procedures as required by DOT Regulations.
Specimen Collection. When a case arises under Section 6 of this Agreement, the Company may require the employee to go to a medical facility and provide a blood/breath and/or urine specimen for laboratory analysis. The employee will be escorted to the medical facility and will be paid for the remainder of that day. For alcohol testing, except in cases where the employee is unconscious and unable to make an election, the employee shall retain the right to elect which type of sample –blood or breath—shall be provided. When an employee is tested for a controlled substance, s/he shall be required to provide a urine specimen (blood or breath samples are not required). Pursuant to the provisions of Section 6, the Company reserves the right to request testing for the presence of both drugs and/or alcohol in cases where use of both substances is at issue. As noted in more detail below, where a sample cannot be collected, relevant medical reports or other documents may be used in lieu of a sample in order to establish a "positive" test result. The employee will be placed on leave of absence until results of the test are available. If test results are negative, the employee will be immediately reinstated and receive full reimbursement for any lost wages or benefits. For employees who are injured but not hospitalized, regular collection procedures shall apply. However, if an employee is conscious, but hospitalized, the Company shall request the hospital or medical facility to obtain the appropriate sample (as identified in this MOU). The Company shall provide the facility with a copy of the collection procedures and relevant required forms as set forth in this MOU. In an exceptional event where the employee to be tested is unconscious and hospitalized, the health care provider will make a medical evaluation to determine if a sample can be collected. Only urine or breath samples may be collected from an unconscious employee. Where the health care provider determines that a sample cannot be collected, the hospital or medical facility shall be authorized by the employee or the employee’s designee to release all relevant reports and other documents that would enable the MRO to determine if any controlled substances or alcohol were in the employee’s system at the time of the incident. When an employee is asked to submit to drug and/or alcohol testing, he or she shall be informed of the reasons that he or she is being asked to submit to the test. Specimen Collection. 18.3.1 Medical Contractor's personnel will be responsible for obtaining the urine specimen from the unit member being tested. 18.3.2 Medical Contractor's personnel will be available for test processing between 0800 and 0200 hours, five (5) days a week, to allow unit members to be tested during normal work hours. (Hours vary at some Medical Contractor locations.) 18.3.3 Medical Contractor's personnel will not observe as the specimen is being given. 18.3.4 Unit members to be tested will be notified at the start of their shift. They will present themselves for testing at the earliest possible time during the shift and no later than four (4) hours after being notified that they are to be tested, except for “reasonable suspicion" testing, which will be administered as soon as possible. Refusals or failures to complete the test as required will be referred by the Vice Chancellor Human Resources/Designee to the Contract Training Manager/Designee for investigation and appropriate discipline up to and including termination. Unit members who fail to appear for testing will be scheduled to test their next working day. 18.3.5 At the Medical Contractor's site, the unit member being tested will: 18.3.5.1 Identify himself/herself by presenting his/her California driver's license or picture identification issued by a California or federal governmental agency. 18.3.5.2 Complete requested paperwork using her/his District authorized identification number. 18.3.5.3 Remove jackets, bags or other bulky items of clothing prior to entering the testing area. 18.3.5.4 Provide a urine specimen. a) Unit members will be required to stay within the Medical Contractor's facility until the required specimen is given. b) Specimen must be at least 45 ml. the minimum amount required for testing purposes.
Specimen Collection. 1. Physical barriers should be utilized to dedicate pathways to guide patients to the designated testing spaces. Designate separate spaces for each specimen collection station to reduce spread of COVID-19 from possible sneezing/coughing during specimen collection. 2. These test stations can be separate rooms (with stand- alone HEPA filtration if central ventilation system is inadequate). 3. Specimen collection can be performed in a normal examination room with the door closed. 4. Alternatively, stations can be located in the same room with either an open-style setup where stations are separated by a minimum of 6-ft distance and physical barrier (i.e., curtain, plexiglass, etc.) or closed-style station consisting of fully enclosed negative pressure testing pods. If the concern is cough or sneeze, would recommend three times the distance between stations in an “open floor” type setting (e.g. gymnasium or similar).

Specimen Collection. Urine specimen collection will comply with applicable specimen collection regulations: a) The designated collection site(s) shall have all necessary, personnel, materials, equipment and facilities. b) Adequate security will be maintained to restrict access to collection materials and specimens. c) Chain of custody shall be maintained to assure that specimens are transferred only to authorized persons. d) Only authorized persons may have access to the specimen, and access to the collection site(s) must be limited to the extent possible. e) The privacy of the employee providing the specimen will be preserved, unless one of the following circumstances gives reason to believe an employee may alter/substitute the specimen: I) A urine specimen given by the employee falls outside the normal temperature range; II) The last urine specimen provided by the employee had a specific gravity and creatinine concentration less than prescribed amount; III) Collection site person observes conduct which clearly indicates an attempt to alter/substitute the specimen; or IV) The employee has previously tested positive for controlled substances, and the test is a required follow-up test upon or after return to duty (see Section G(5) and G(6)). f) Specimen integrity and identity shall be maintained by placing bluing in toilets and eliminating other water sources, requiring positive identification of the employee, having the employee remove unnecessary outer garments and wash his/her hands, and obtaining at least 45 ml. urine in a split sample. All required inspections and measurements will be performed to prevent alteration or substitution. (The employee will be able to observe these initial checks, and will be asked to sign a form to certify that the specimen was collected from him or her). g) If the initial test on a split sample is positive, the employee may ask the MRO to have the split sample tested (at the employee’s expense) by a different certified laboratory. If the test of the split sample is negative, the test result shall be reported as negative. However, the employee must be removed from duty (administrative leave without pay) pending receipt of results of a split sample test requested by the employee. h) The initial test will be an FDA approved immunoassay test for metabolites of the specified drugs, at the following cut-off levels: Marijuana 50 ng/ml Cocaine 300 ng/ml Opiate 300 ng/ml Opiate (immunoassay specific for free morphine) 25 ng/ml Phencyclidine 25 ng/ml Am...
