Summative Conference a. An annual evaluation conference shall be completed at least two weeks prior to the end of each school year. Each required criterion shall be rated based on the components in that criterion and discussed collaboratively. This analysis will be based on a holistic assessment of the teacher’s performance. If there is a dispute between the evaluator and the employee regarding the rating, the parties shall have an opportunity to submit additional evidence. The final decision is the responsibility of the evaluator.
b. Two copies of the final evaluation shall be signed by both the evaluator and teacher to document receipt and completion only and shall be submitted to the Human Resources office no later than the last day of the school year. The signature of the teacher does not imply that the employee agrees with its contents.
Summative Conference. A copy of each summative evaluation report shall be given to the teacher no less than one (1) work day prior to a scheduled conference, and a conference shall be held between the teacher and the administrator within ten (10) work days following the receipt of the summative evaluation. A copy signed by both parties shall be given to the teacher at the end of the conference, with the teacher's signature indicating receipt of the evaluation.
Summative Conference. At the end of the evaluation cycle, the evaluator will schedule a Summative Conference with the bargaining unit member to discuss the overall rating of each domain and Summative Evaluation Performance Rating based upon evidence of professional practice using Form A as consistent with the instructional framework.
Summative Conference. This conference must be held by May 5. It includes a discussion of the summary of supporting evidence, including teacher input and evidence on all components, the evaluator’s preliminary rating on all components and criteria, and any additional evidence the teacher would like the evaluator to consider prior to making the summative rating on the State 8 Criteria. By five (5) work days prior to the summative conference all relevant components must have an initial rating and all evaluator evidence must be presented. After the summative rating is reached (see Section 8.4.
Summative Conference. Prior to the Administrator preparing the three-year written summative report, a summative conference between the Administrator and the bargaining unit member will take place. The summative conference is a review of previously collected/shared information. Data from formal classroom observations, walk-throughs, the professional portfolio, and the 3- Year professional development goal process will serve as the basis for this review. During the conference, the bargaining unit member will have an opportunity to explain how the information and/or material reflect on his/her performance and respond to any questions the administrator may have. If needed, each bargaining unit member will have the opportunity to provide additional information that s/he wishes to be considered after the conference concludes. Prior to the last scheduled day of the school year, the Administrator completes the process by writing the Summative Evaluation (using the format for a three-year evaluation provided in this appendix) and submitting it to the bargaining unit member. The narrative should be based on the evidence collected by both the bargaining unit member and the Administrator and the discussion(s) about these artifacts. The bargaining unit member will be given an opportunity to submit a written response to the Summative Report. The Summative Report, and any response, becomes part of the bargaining unit member’s personnel file. If the bargaining unit member is dissatisfied with this summative report, s/he may request an additional conference. Thereafter, the bargaining unit member shall sign the report. Such signature shall indicate only that the report has been read and understood by the bargaining unit member and does not necessarily indicate agreement with the contents thereof. An administrator may move an experienced bargaining unit member from Level Two to Level One of this plan. Prior to this action being taken, the administrator must communicate in writing at least 10 calendar days prior to the conference that there are concerns that could result in a change in levels. At the conference where the level will be changed, the administrator will identify and communicate, in writing, areas of concern to help the bargaining unit member in setting annual goals to start the Level One process. Summative Conference. Evaluations will be completed by April 15th of each year. The evaluator and the bargaining unit member shall have a summative conference within five (5) school days after an evaluation is completed to discuss the written evaluation.
Summative Conference a. The principal shall complete the Performance Review and arrange a mutually agreed upon date with the teacher to discuss the review. The principal shall provide the teacher with a copy of the completed Performance Review.
b. A teacher and principal may begin discussion of future career goals that might be included in the next career development plan. This conference can be included as part of the post-observation conference in situations when the principal has no major concerns regarding the teacher’s performance. Both the principal and the teacher shall sign and date the review.
c. If a principal indicates that the teacher is not meeting the expectations of the Iowa Teaching Standards, then those standards not being met must be identified, in writing and be provided to the teacher. Both the principal and the teacher shall sign and date the review. The teacher’s signature does not necessarily indicate agreement. The teacher shall have the right to provide a written response to this review including a designation as to where the evaluation is unfair, unjust or inaccurate. A Support Plan shall then be created that focuses on the Iowa Teaching Standards not being met and a new performance review shall be held at a mutually agreed upon time within the next six (6) to twelve (12) months, following the Teacher Support procedures.
Summative Conference. The Professional Growth Plan shall focus on the most recent evaluation and observations. Less frequent observations must include one observation and one conference. A counselor receiving a rating of accomplished will be evaluated every three (3) years as long as the metric of student outcomes for the most recent school year for which data is available is skilled or higher on the evaluation rubric.
Summative Conference. During this required conference, the evaluator and teacher will discuss the Final Holistic Rating.

The teacher shall review the preliminary evaluation, gather any additional evidence relevant to the criteria and meet with the evaluator prior to the end of the school year to attempt to reach consensus on the ratings for each criterion. If there is any disagreement on the rating, the evaluator’s rating shall be recorded and the teacher may submit individual comments.
