Vacant or Newly Created Positions. (a) All vacant or newly created positions shall be posted for a period of five (5) working days, during which time employees may make application in writing to fill the position. The employees shall have five (5) working days in which to inform the Employer of their application in writing.

Vacant or Newly Created Positions. 12.01 In filling a vacant or newly created position coming within the scope of this Collective Agreement, knowledge, qualifications, skills and employee evaluations shall be the primary considerations. Where two or more applicants are determined relatively equal under this criteria, seniority shall be the determining factor.
