Catastrophic Leave Donation Program. 14.14 Any bargaining unit employee who accrues vacation or sick leave credits may voluntarily donate either of those credits to or receive them from any other CSU employee on the same campus, if the recipient employee has exhausted all accrued leave credits, i.e., sick leave, vacation, and CTO, due to a catastrophic illness or injury. Catastrophic illness or injury is an illness or injury that has totally incapacitated the employee from work. The following provisions shall apply:

Chronic conditions may also be considered catastrophic, even if the condition results in only intermittent absences. Conditions which are short term in nature, such as colds, flu, or minor injuries, are generally not deemed catastrophic. The campus must make a case-by-case determination. Illness shall mean incapacitation of an immediate family member because of disease, injury, impairment, physical or mental condition, or other cause of incapacitation requiring in-patient care in a hospital, hospice or residential health care facility, or continuing treatment or supervision by a health care provider. Immediate family member shall mean a parent, spouse, registered domestic partner, child (natural, adopted, or stepchild), or other person under the legal custody or care of the employee.

Catastrophic Leave Donation Program. 14.13.1 An employee must have completed probation in order to participate in or donate to the catastrophic leave program. An employee may donate earned vacation in one day increments to the catastrophic leave program and may donate up to five earned vacation days per fiscal year.
