EXCHANGE OF DUTY. Section 39.1 Duty exchange is defined as the voluntary trading of scheduled working time, and/or stand-by time, between two Employees within the same workweek due to the Employee’s need to attend to personal matters. Duty exchange shall be between Employees of like job skills and knowledge.
Section 39.2 Duty exchange shall first be approved by a supervisor. Both Employees must each sign and complete an “Exchange of Duty Request” form and submit it to the Employee’s immediate supervisor at least twenty-four (24) hours prior to the date of such exchange. Supervisors may approve a personal emergency exchange of duty over the telephone and without a twenty-four (24) hour notice for just cause.
Section 39.3 Duty exchange will only be denied for cause, which may include, but shall not be limited to, unlike job skills and/or knowledge. Cause for denial of duty exchange shall, when possible, be discussed with the Employee prior to denial.
Section 39.4 In the event that an Employee agrees to a duty exchange with another Employee and does not show up for their work assignment, and/or is not available during stand-by hours, disciplinary liability shall fall upon the Employee who agreed to work in place of the other Employee. Furthermore, the Employee who is relieved from duty shall not be subject to disciplinary action if the other Employee does not show up and/or is not available during stand- by time.
Section 39.5 It is understood than an Employee agreeing to a duty exchange shall be responsible for fulfilling all possible overtime requirements, both before and after the regular shift.
EXCHANGE OF DUTY. Section 23.1 Duty exchange is defined as a voluntary exchange between two Employees due to an Employee’s desire or need to attend to personal matters; duty exchange shall not be required by the Employer; duty exchange shall be between Employees of like job skills and knowledge.
Section 23.2 Duty exchange shall first be approved by the Employee’s commanding officer and /or District Fire Chief. Duty exchange will only be denied for cause which may include unlike job skills and knowledge, when there is indication that job skills or knowledge is deteriorating due to frequent and/or repeated absence during scheduled training sessions, apparatus, yard or station days, etc. Cause for denial of duty exchange shall, when possible, be discussed with the Employee prior to denial. The parties agree that an Employee shall not work in excess of three (3) consecutive shifts, except under circumstances of emergency callback.
Section 23.3 An Employee who arranges for another Employee to work for him/her (laying off), may not do so in excess of two hundred eighty-eight (288) hours per calendar year. Increments of time must be reciprocated when the two hundred eighty-eight (288) hours are maximized, before the Employee may exchange duty again. The maximum duty exchange may be exceeded at the discretion of the Fire Chief or his/her designee.
EXCHANGE OF DUTY. Section 33.1 Duty exchange is defined as the voluntary trading of time worked between two Employees of like rank, length of shift, and assignment due to the Employee's desire or need to attend to personal matters. Trading of time shall not be required by the Employer. Each exchange of duty must be completed and time worked balanced within the same pay period. The total number of duty exchanges per Employee shall normally be limited to three (3) shifts per calendar year unless approved by the Chief of Police. The exchange of funds between Employees for payment of duty exchange is prohibited.
Section 33.2 Duty exchange shall first be approved by the Employee's Captain or a higher ranking authority. Duty exchange will only be denied for cause, which may include but shall not be limited to unlike rank and assignment.
Section 33.3 Duty exchange shall be reopened in writing and normally at least two (2) weeks prior to the dates of exchange. Cause for denial of duty exchange shall, when possible, be discussed with the Employee prior to denial.
EXCHANGE OF DUTY. The Fire Chief or his designated representative may grant the request of any two employees covered by this Agreement to exchange tours of duty, or Xxxxx Days off, pursuant to criteria specified in the Side Letter of Agreement attached to and made a part of this Agreement as Section 10.5.

1. There is no additional cost to the City;
2. Said exchange does not interfere with the normal operations of the Fire & Rescue Department;
3. Said exchange is not used for outside employment.

Each exchange of duty must be mutually agreed to and must be completed and time worked balanced within the same work week. The total number of duty exchanges per employee shall normally be limited to three (3) shifts per calendar year unless approved by the Chief of Police or his designee.
13.2 Duty exchange shall be approved through the employee’s Chain of Command up to the Bureau Commander or his designee.
13.3 Duty exchange shall be requested in writing and, except in cases of an emergency, the request must be submitted at least two (2) weeks prior to the dates of exchange. Cause for denial of duty exchange shall, when possible, be discussed with the employee prior to denial.
EXCHANGE OF DUTY. Exchange of duty privileges.
A. Exchange of duty shall be limited to a maximum of seventy-two (72) hours a month.

EXCHANGE OF DUTY. Section 1. The City agrees to the use of exchange of duty (“shift swap”) by bargaining unit personnel provided there is no additional cost to the City.
Section 2. The City and the Union agree the employee working the shift swap shall be covered under the City’s Insurance and Worker’s Compensation. The hours worked or exchanged during a shift swap by an employee shall not be counted towards or against the calculation ofovertime.
Section 3. Shift swap is permitted, if agreed upon by both parties involved, based on the following guidelines:
A. All shift swaps will be in writing on a form approved by the Fire Chief; each party must submit a form for the shift they are requesting off.
B. Requests for exchange of duty by bargaining unit members will be approved or disapproved by the Shift Commander with one (1) hour advance notice given by the employee. In the event the shift swap is short notice and arranged over the phone, the Shift Commander shall personally speak with the absent party and accept verbal confirmation.
C. All bargaining unit employees are eligible to shift swap with other bargaining unit employees within the same job classification, provided minimum staffing is met at all times.
D. The person agreeing to exchange for another employee is obligated to be on duty for that period of exchange. If this person fails to appear for exchange, he shall meet the same disciplinary action as a person who failed to report for duty and have appropriate vacation or sick hours equal to the number of hours missed deducted from his accrued balance on the next pay period.
Section 4. Any exchange of duty of one hour or less, which wholly occurs between the hours of 0700 and 0800 hours shall only require the verbal approval of the Station Officer and will not be subject to the requirements of Section 3.
Section 5. Shift swaps are an agreement between employees within the same job classification. Therefore, the City will not, in any way, be responsible for debts of any kind between employees exchanging time with one another including when they resign, are terminated, promoted out of the bargaining unit, or otherwise leave employment with the City.
