Location and Hours of Work. Accomplishment of the results contained in this PWS requires work primarily at RSA, Alabama and at various Contractor, Subcontractor, and Government facilities (mainly in the continental United States). RTC is engaged in temporary duty testing at sites throughout the CONUS, as well as OCONUS. Temporary duty locations for testing depend on the mission requirements and are not known for the duration of the contract, but locations will not include combat zones. The Contractor shall be capable of supporting testing at locations other than RTC. HAZARDOUS/EXTREME CONDITIONS Contractor personnel may be required to ride in test vehicles and aircraft, work in laser operation areas, operate specialized equipment, work in test facilities and work around or with ammunitions and explosives. The Contractor shall advise their employees that they may be exposed to the following hazardous/extreme conditions during performance of their work. Ensure the contract workers are provided safety orientation for any of the mentioned areas below: • High noise levels (impulse and steady state); • Proximity to electric power sources of high voltage and/or amperage; • Working with lead acid and thermal batteries and ammunition; • Working outside in the full range of weather conditions; • Working with engines and generators fueled with gasoline, diesel, and aviation fuels; • Lifting, pulling, pushing and climbing on equipment under all anticipated outdoor weather conditions; • Working with laboratory chemicals that may include: organics, solvents, acids, and bases; • Working in extremely muddy and dusty conditions; • Eye hazards associated with aviation, missiles, components and associated test equipment operation and repair; • Working with lead and heavy metals; • Working in climatic xxxxxxxx where the temperatures vary from -60 degrees to +125 degrees Fahrenheit; • Radioactive materials; • Water, soil and vapors contaminated with agent and/or non-agent chemical compounds; • Exposure to animal/insects and poison ivy/oak, etc; • Confined spaces; and • Ordnance and explosive materials. • Small moving high speed rotors; • High altitude associated hazards; • Decompression; • Lifting devices and Crane operations hazards; • Spinning helicopter rotors and xxxxxxxxxx’s; • Armored and tracked vehicles; • Circuit board plating and degreasing; • High pressure air; • Vibration; • Overpressure; and • X-ray radiation. Location and Hours of Work. Accomplishment of the tasks contained in this PWS requires work primarily at APG, MD; Fort Bliss, TX; White Sands Missile Range (WSMR), NM; Redstone Arsenal, AL; and at various contractor, subcontractor, and Government facilities (mainly in the continental United States (CONUS) but will also include international locations); however, specific locations will be identified in the individual TOs. When work is accomplished at contractor facilities, safeguarding of clasifed information is required up to the SECRET level. Daily commuting time and expenses between the Government site and some other location, such as a home office, shall not be allowable under this contract. With the exception of authorized teleworkers, the contractor’s personnel in support of the mission are expected to report to the Government site within 30-minutes when notified by the Contracting Officer or COR. Normal Government workdays are Monday through Friday except U.S. Federal Holidays, eight (8) hours per day, 40 hours per week and flextime workers start not earlier than 0600 and not later than 0900. The Government core hours of work are from 0900 to 1500 daily. Deviations from the normal hours of operation may be required to meet the requirements of the performance work statement. If work outside of these hours is required, the contractor shall manage their employees’ schedules to minimize overtime requests. Occasionally, services outside of an employee’s normal work schedule, hereafter referred to as overtime, may still be necessary due to mission requirements. Overtime hours include duty hours beyond the normal scheduled hours (adjusted for the appropriate time zone), holiday work, and shift work hours. Shift work is defined as support to a 24 hour operational test. The Government will coordinate desired overtime with the contractor. The contractor will normally be notified at least seven calendar days in advance prior to mission requirements necessitating work outside of the normal work schedule. The requirement for the contractor to work overtime must be authorized by the COR in advance, and overtime premiums are only authorized by prior approval of the Contracting Officer, pursuant to FAR 52.222-1 – Payment for Overtime Premiums. Due to frequency of tests and short suspenses (historic and projected), surge support may be required under this contract.
