Reduction Other Than Layoff. In the event the Employer determines a need to reduce the number of employees scheduled on a particular unit and/or shift because of changes in staffing needs, the following order will be used:
(1) Employees will be required to take absent days on the basis of seniority within the unit on the scheduled shift, provided the more senior employees are qualified and properly oriented to perform the available work. A senior employee being reduced a full shift under this paragraph will be given the opportunity, to the extent practicable, to replace a less senior employee in the same classification on the same shift provided the more senior employee is qualified and properly oriented to perform the available work.
(2) Employees will be cancelled in the following order:
(a) Outside Staffing Agency Employees
(b) Overtime Shifts
(c) Bonus Shifts
(d) Voluntary Absence Days - Voluntary absent days will be requested from employees on the affected unit and/or shift in accordance with staffing patterns and procedures established for that unit and/or shift by the Employer.
Reduction Other Than Layoff. In the event the Employer determines a need to reduce the number of hours and/or employees in any department and/or classification because of changes in staffing needs, the following procedure will be utilized:
1. The Employer will ask for volunteers to reduce the number of hours in their work week by seniority of those who signed up on the voluntary reduction sheet.
2. The Employer will ask for volunteers to take voluntary absent days.
3. If not enough employees’ volunteer, the Employer, starting with the least senior employee, will assign involuntary absent days.
4. Back up employees will be assigned involuntary absent days before regularly scheduled employees. Seniority will be observed on a shift basis by department and classification in assigning absent days. Employees will have no loss of seniority or benefit accrual for volunteering or being mandated absent days because of census. Non-bargaining unit personnel shall not be used to replace employees receiving an involuntary absent day.
Reduction Other Than Layoff. In the event the Employer determines a need to reduce the number of employees scheduled on a particular unit and/or shift because of changes in staffing needs, the following procedure will be utilized:
1. No employee will be required to take more than five hundred (500) hours of involuntary days in any calendar year. When practicable, seniority will be observed on a shift basis by department and classification in assigning absent days.
2. Employees who loose regularly scheduled hours for agreeing to an absent day, or who receive an involuntary absent day, shall receive credit for those hours lost for purposes of insurance benefits, salary increments, PTO accrual, seniority and EIT accrual.
Reduction Other Than Layoff. When a temporary reduction in hours becomes necessary on a day‐to‐day, shift‐to‐shift basis, the Employer shall make such reductions on the affected staff as outlined in the following steps:
1. The Employer shall first ask for volunteers on the affected shift.
2. If no employee volunteers, the Employer shall reduce the hours of work of the least senior employee on the affected day and shift by job classification as necessary to meet the required reduced hours of work. Where such hour reductions taken from one employee will have a detrimental affect on the operation of the facility, the Employer may distribute such reductions between the least senior employees on the affected day and shift in the job classification. Under no circumstances will the reductions be across‐the‐board.
3. All reductions in hours of work shall include specific start and stop dates.
4. The Union shall be notified of all reductions affecting more than three (3) days. Employees, who lose regularly scheduled hours in such reduction, shall receive credit for those hours lost for purposes of full‐time and part‐time classifications, for up to six (6) continuous months of reduction.

(1) Voluntary absent days will be requested from employees on the affected unit and/or shift in accordance with staffing patterns established for that unit and/or shift by the Employer.
(2) If the needed reduction is not accomplished by (1) above, employees will be required to take absent days on the basis of seniority within the unit on the scheduled shift, provided the more senior employees are qualified and properly oriented to perform the available work. Overtime shifts are canceled first. A senior employee being reduced a full shift under this paragraph will be given the opportunity, to the extent practicable, to replace a less senior employee in the same classification on the same shift provided the more senior employee is qualified and properly oriented to perform the available work. Employees working extra shifts shall be required to take an absent day before any regularly scheduled full‐time or part‐time employee.
(3) All eligible employees shall continue to accrue the following benefits when requested to take voluntary or mandatory absent days:
(a) Sick Leave
(b) Vacation
(c) Health Insurance
(d) Life Insurance
(e) Dental Insurance
(f) Salary Increments
(g) Seniority

(1) Voluntary low need days or reduced hours will be requested from employees on the affected shift in accordance with staffing patterns established for that shift by the Employer. Each department shall maintain a list of those employees who have requested that they be given low need days or reduced hours. Voluntary low need days or reduced hours shall be determined by seniority.
(2) If the needed reduction is not accomplished by (1) above, employees will be required to take low need days or reduced hours on the basis of reverse seniority on the scheduled shift, provided the more senior employees are qualified and properly oriented to perform the available work. Employees working extra shifts shall be required to take a low need day or reduced hours before any regularly scheduled full‐time or part‐time employee. If more than one employee is working an extra shift, any overtime shifts/bonus shall be cancelled or reduced first. If more than one employee is working an overtime/bonus shift, the least senior overtime/bonus employee shall be cancelled or reduced.
(3) All eligible employees shall continue to accrue the following benefits when requested to take voluntary or mandatory low need days or reduced hours or for hours lost while serving as a member of the Union Negotiating Committee
(a) Sick Leave (e) Dental Insurance (b) Vacation (f) Salary Increments

(1 ) Voluntary absent days will be requested from employees on the affected unit and/or shift in accordance with staffing patterns established for that unit and/or shift by the Employer.

Reduction Other Than Layoff. In the event the Employer determines a need to reduce the number of employees scheduled on a particular unit and/or shift because of changes in staffing needs due to low census or case mix decreases, the following procedure will be utilized:
1. The Employer will ask for volunteers to take voluntary absent days, by contacting those employees who have indicated a willingness or interest in taking voluntary absent days.
2. If the necessary reductions are not accomplished by the use of volunteers, involuntary absent days will be assigned in the order of reverse seniority by classification on a rotating basis where qualifications to perform the available work are substantially equal.
