Salary Step Increases a. Increase to steps above the entry step shall be based on performance and length of service. The employee must have satisfactorily completed the equivalent of at least twenty- six (26) bi weekly pay periods of full time eligible service since his/her last step increase date.
b. Except as otherwise provided herein, an employee's step increase date shall be the first day of the first full bi weekly pay period following appointment to any classification or the date of his/her last step increase, whichever is the most recent.
c. Upon change in classification which results in a salary decrease, or in a salary increase of less than ten percent (10%), an employee shall retain the same step increase date.
d. Upon promotion an employee shall receive a new step increase date which is the same as the effective date of the promotion when the salary increase received because of the promotion is ten percent (10%) or higher.
e. An employee in Step "F" shall have no step increase date, and service in Step "F" shall not be considered as eligible service for future step increases.
f. Temporary employment and overtime work shall not be considered eligible service.
g. Only regular employees are eligible for step increases.
h. A step increase may be denied only for just cause. Denial of a step increase may be appealed pursuant to Section 12.1 Disciplinary Actions.
Salary Step Increases. Extra-help employees shall be considered by the appointing authority for advancement to the next higher step in the salary schedule for their respective classes based on hours served in that classification as defined below. All increases shall be effective as described below. Salary range adjustments for a classification will not set a new salary advancement hours balance for extra-help employees serving in that classification. After completion of one thousand forty (1040) regular hours satisfactory service in Step A of the salary schedule, and upon recommendation of the appointing authority, the extra-help employee shall be advanced to the next higher step in the salary schedule for the classification. If an extra-help employee is appointed at a step higher than the first step of the salary range for that classification, the first merit increase shall be after completion of two thousand eighty (2080) regular hours of satisfactory service.
(1) After the completion of two thousand eighty (2080) regular hours satisfactory service in each of the salary steps above A, and upon recommendation of the appointing authority, the extra-help employee shall be advanced to the next higher step in the salary schedule for the classification until the top of the range is reached.
(2) If an extra-help employee completes the one thousand forty (1040) or two thousand eighty (2080) hours in the middle of a pay period, the extra-help employee shall be eligible for an increase as follows: • if the merit increase period is completed during the first week of a pay period, the increase will be made effective with the start of the then current pay period. • if the merit increase period is completed during the second week of a pay period, the increase will be made effective with the start of the next pay period.
(4) If an operating department verifies in writing that an administrative or clerical error was made in failing to submit the documents needed to advance an extra-help employee to the next salary step on the first pay period when eligible, said advancement shall be made retroactive to the first pay period when eligible (i.e. upon completion of required hours of service and recommendation of appointing authority). Within two (2) pay periods of the manager’s discovery of the issue, the manager will submit the documents to advance the employee to the next step. Salary Step Increases. Permanent and probationary employees serving in regular established positions shall be considered by the appointing authority on their salary anniversary dates for advancement to the next higher step in the salary schedule for their respective classes as follows. All increases shall be effective at the beginning of the next full pay period.

In the event of a postponement, the effective date of the step increase will be the first day of the pay period in which the increase is authorized.

b. Except as otherwise provided below, an employee's step increase date shall be the first day of the first full biweekly pay period in any class or the date of his or her last step increase, whichever is most recent.
c. Upon change in class which results in a salary decrease, an employee shall retain the same step increase date as was in place prior to change in class.
d. Upon promotion from outside the unit to a class in the unit, an employee shall receive a new step increase date when the salary increase received is 9.5% or higher. Employees in the unit shall be governed by the salary administration provisions.
e. An employee in Step 9 shall have no step increase date, and service in Step 9 shall not be considered as eligible service for future step increases.
f. Continuous extra-help employment up to twenty-six (26) biweekly pay periods of full-time service, or the equivalent, may be considered as eligible service for employees who transfer to a regular position without a break in service.
g. Overtime work shall not be considered as eligible service.
h. A step increase may be denied only for just cause.
Salary Step Increases. Employees below the top step of a range will be eligible for merit pay increases in accordance with existing City policy, and employees at top step of a range or the first longevity step will be eligible for longevity increases in accordance with the provisions of the MOU.

2. After the completion of twenty six (26) biweekly pay periods of satisfactory service in each of the salary steps 2 and above, if the employee has completed probation, the employee shall be automatically advanced to the next higher step in the salary range of that classification until the top of the range is reached, unless the appointing authority or designee submits required paperwork at least one full pay period prior to the anniversary date stating the increase will be denied.
3. All increases shall be effective on the first date of the biweekly pay period following completion of the required period of service.
