Scholarship Standards. 8-10.1 The grade entered into the pupil’s record by the teacher represents his/her evaluative judgment. The teacher shall be considered to be expert in evaluating the work of the student and his/her integrity in marking the pupil shall be respected. The grade given by the teacher shall not be changed by another person except as follows: 8-10.2 No minimum number of pupils who pass or fail shall be set for the teacher to observe. 8-10.3 A child who repeats a grade shall not be assigned to the same teacher for a second year, provided that there is another class of the grade or level in the school; however, if the teacher agrees to accept the child for a second year, the child may be so assigned. 8-10.4 The past practice of providing high school teachers with three working days for the marking of examinations for the first, second and third quarters shall remain the same.

An instructional materials committee shall be established in all schools to coordinate the use and acquisition of audio-visual and other instructional materials. The committee shall meet monthly with the A-V Coordinator, and carry on activity above and beyond regular instructional time equivalent to at least 15 hours annually. Members of the committee shall be compensated at the hourly rate provided in the contract. 8. Teachers other than newly appointed teachers will be given their academic assignments for the next school year under normal circumstances no later than the last day of the present school year. The Superintendent, or his designee, reserves the right to reassign or change the assignment of a teacher. 9. Before any newly required narrative reporting mechanism is instituted, such reporting mechanism must be first approved by a committee of six. This committee shall consist of two members selected by the Federation, two members selected by the committee, one parent selected by the Federation and one parent selected by the committee. 10. The Committee agrees that, with the signing of the contract with ASPEN Student Management Services, all elementary report cards will be computerized by the start of the school year 2019-2020. (c) Class interruptions for notice or other matters shall occur only when necessary. (d) Out of district students shall not be admitted if overcrowding results. (e) Teachers and assistant headmasters (subject areas) shall receive notice when a curriculum committee is to be established. Teachers will have an opportunity to submit recommendations to their curriculum committee. Proposed major revisions in curriculum will be made available to teachers through their council or school represen- tative in their area of education for their comment before such revisions are adopted. (f) A joint committee shall be established to develop a curriculum guide for the extended day Kindergarten program. (g) Individualized Benchmark Testing Effective September 1, 2004, all elementary teachers for grades K2 - 3 will be provided with substitute teacher coverage while administering individualized benchmark testing. These teachers will receive substitute coverage for the equivalent of two days- the equivalent of one in September and the equivalent of one in June-per teacher per year. The substitute will be compensated at the rate of $15.00 per hour. The union will facilitate the hiring of retired teachers and others for this purpose. But if a regular substitute teacher is used, he/she will be paid in accordance with the collective bargaining agreement
