Union Safety Representative. A. The Union shall have the services of one (1) Union Safety Representative, trained by the Company for a period not to exceed three (3) months. When the employee is so trained, they shall return to their regular job in the plant. B. The duties of the Union Safety Representative shall consist only in making joint investigations with a Company Safety Representative, except as provided in Paragraph C below. When a grievance arises over a specific safety condition which cannot be settled satisfactorily in Step 1 of the Grievance Procedure, then at Step 2 of the Grievance Procedure, the Company or the Union may request that a joint investigation be made. This joint investigation shall consist of a physical inspection of the condition complained of where the circumstance makes it necessary to do so. Every effort will be made to have the joint investigation completed before the date of the Special Step 3 meeting. If the Chairperson and the Manager of Labor Relations agree, the joint investigation will be filmed. Such film shall be used exclusively in the handling of that grievance in the Grievance Procedure. C. The following equipment will be made available in the Safety Department of all factories to be used if required in making joint safety investigations: (1) Noise Meters. (2) Velocity Measuring Equipment (such as Alnor Velometer).

Union Safety Representative. 1) The Laboratory agrees to establish a full- time Union Safety Representative (USR) position within 90 days of the ratification of this contract, provided the requirements below are met. The pur- pose of this position is to positively impact the trend of injuries that involve employees by promoting and advocating a zero injury vision and represented employee involvement in safety. This position will be periodically assessed by both the Laboratory and Union leadership to determine its effectiveness, and the ALD for ESH reserves the right to continue or terminate this position, or to add additional posi- tions depending upon results. 2) The position will be at Labor Grade 10. The employee will not be eligible for overtime in the de- partment/area the employee comes from. 3) During the 90 days before the position is filled, the Laboratory and the Union will mutually agree to the process for qualifications for the posi- tion, qualifications for promotion to Labor Grade 11, selection and removal of the person for the position, grievance rights in the event of removal, periodic reports, reporting relationship, duration of pauses in work, and other roles and responsibilities for the USR (documented in an R2A2), which will include the following: conducting field visits with Union per- sonnel for the purpose of identifying potential safety issues and concerns; coaching Union workers on safe work practices and behaviors; working directly with Union personnel to maintain and increase their participation and contributions to the safety program; preparing and reporting safety observations and ac- tivities; and participating in various safety initiatives, programs, and policy and procedure development as requested by the Laboratory. 4) The USR will have the authority to pause any Union work that requires an adjustment in safe- ty conditions or behaviors, including poor safety practices exhibited by a worker, when there is the potential to result in significant injury to a worker.
Union Safety Representative. In redeeming the responsibilities of this article, Management will provide OSHA-type training to the individual designated by the Union at the appropriate level. As a minimum, the training will consist of on-the-job training by a qualified Forest Service facilities inspector. When formal OSHA-type training is being offered locally, the Union designee will be included in the training if he or she has not had recent training of this type.

Union Safety Representative. In cooperation with the Employer's overall program of accident control and prevention, the Union may appoint 0M of its members as the Union Safety Representative, however, this appointment shall not interfere with the hiring hall provisions of the applicable local union, nor shall it unreasonably interfere with the employer's work.
