Plans for the innovation after Project completion As part of its Final Report, each Funding Recipient will also be required to complete and submit to Grand Challenges Canada a separate Intellectual Property, Global Access, and Data Access Reporting Form (for which Grand Challenges Canada will provide a template) that provides information on the current status of intellectual property rights applicable to the tion (particularly in low- and middle-income countries), and on Project results dissemination, publication, and/or data sharing. Grand Challenges Canada uses the content of these Final Reports (including the associated Intellectual Property, Global Access, and Data Access Reporting Form), along with the Final RMAFs discussed above, to assess overall results and outcomes achieved for each Project, Grand Challenges Canada will generally implement a holdback of funds for each Project (typically 5%) to be released to the Funding Recipient upon satisfactory completion and submission of its Final Report and its Final RMAF (so long as other applicable conditions for release of the holdback have been met as well).

Challenges The Capacity Building Officer turned down PCBG’s offer for a short-term consulting opportunity which was a setback to the program resulting in re-advertising the long term position. There has been a delay in securing work authorization for the Chief of Party and the expatriate team which has affected the smooth program implementation and ability to operate company accounts. PCBG has secured a reputable legal and audit firm, Deloitte, to assist in facilitating speedy issuance of the work permits. Lessons Learned CPI will ensure there is broader reach through round tables/information sessions prior to the next concept note submission deadline for civil society groups to improve the quality of their concept notes.

Changes in project rationale The changes after the initial signature of PRODOC have impacted directly on the overall objective increasing the scope and resources allocated to carry on the new activities incorporated: • Medical Warehouse Chimoio: The original scope did not include a separate equipment component or a waste management component, which resulted in a sub-project. Now it's spreading to two more sites. • TB project: aspects related to contractual arrangements with the service providers impact the effectiveness of the implementation and additional works were requested by end- user at different provinces with requirement to align in all sites for standardization. • Donor programmatic and financial coordination: In collaboration with National Logistics Working Group, through the Gavi, 02 cold rooms were acquired by UNICEF to be installed in the Medical Warehouse Chimoio. - Interventions in Beira warehouse completely re-shaped - Construction and rehabilitation of laboratories to support COVID19 response trusted to UNDP at beginning of the pandemic. Main constraints faced: Natural disasters & Public Health Calamity: 4 cyclones between 2019-2021 and COVID-19 pandemic impacted negatively in different areas namely: - significant delay in import/transport of goods to the country; - radical fluctuation in market prices that affects procurement plan of low-middle construction companies and their ability to prevent stock-outs in time were materials in country available reduced or became unavailable due to closure of borders; - high rotativity of human resources in UNDP due to travel restrictions and Visa policy; - complete restructure of modality of work with team elements located in different continents and time zones; - increase in time of response from partner in critical validations due to lack of human resources available as efforts were deviated to response to the different emergencies and recently adding North Mozambique War. • Reaction to the changes The changes improved the contribution to original objectives and targets with the use of additional resources increasing the original amount in 53.8%. The activity related to the intervention in Beira warehouse was postponed to the new grant to be implemented in the period 2021-2022 because the decision of MoH as Principal Recipient (PR) to change the scope of the renovation/ extension. Challenges and Lessons Learned. The implementation of TEACH has resulted in rewarding accomplishments as well as challenging experiences for Pact and its partners. During project implementation, several lessons have been learned. Highlights of the challenges met and lessons learned are briefly presented below.

Description of next steps, overview of the Project plan for the next six months, and anticipated outcomes Grand Challenges Canada uses the content of submitted Progress Reports to assess progress and outcomes, to extract lessons learned, to support the ongoing success of each Project Milestones and Deliverables Each Grand Challenges Canada Project Funding Agreement will contain a Schedule of Milestones, Reports, and Payments that, in addition to laying out the dates of required Progress and Final Reports (including Project RMAF updates) and of anticipated Grand Challenges Canada releases of funds for the Project, will also specify a set of Project- specific milestones and deliverables that the Funding Recipient has undertaken to achieve and/or submit in connection with the Project, along with associated deadlines. Funding Recipients must submit to Grand Challenges Canada sufficient evidence of completion of applicable milestones and deliverables by the dates indicated in their Project-specific Schedules of Milestones, Reports, and Payments. Payments that are linked to specific milestones or deliverables will generally not be released until such evidence has been provided.
Challenges and Lessons Learned. Due to the drought conditions in some areas, communities are migrating further in search of water. CRS’ DFSA is looking into this and while we expect that the upcoming rains will see many of these households return (as has been the case with past drought like conditions), there has been some impact on the program – for example, some members are missing from some regular SPX group meetings such as CCG and functional literacy. Activities, however, are continuing with the remaining members of the CCGs and FAL participants (and any FAL participants who have left will be encouraged to complete the sessions once they return). A couple of assessments have also been impacted where sampled households were not available. Note that this has also been reported in JEOP’s March 2021 Early Warning Report. • Dire Dawa Administrative Council passed a new circular to give priority to jobless youth living in Dire Dawa City for the job opportunities expected to be created by the new industrial parks. It is anticipated that over 20, 000 job will be created by these industrial parks when the businesses are fully operational. However, this decision is a challenge for youth living in the East Hararghe as it suggests they will be ineligible. CRS’ DFSA will engage with the Dire Dawa Administrative Council on this decision as it seems to be contrary to federal guidelines (industrial parks are under federal administration). • Frontline government staff, namely DAs, HEWs and HDAs, are busy with additional tasks related to election mobilization and so are continually changing pre-set schedules. However, CRS DFSA is actively managing this with regular discussions with Woreda Sector Offices and amending schedules as needed.
Challenges and Lessons Learned. With every challenge faced, Xxxxxxxxx gathers lessons learned to avoid similar challenges on future IV&V engagements. All projects and programs, regardless of size or complexity, encounter speed bumps, and IV&V is designed to quickly recognize and address these challenges so that a project stays on budget, time, and within scope. On previous Greentree IV&V engagements, most challenges could be categorized within one of the three following areas: Requirements Volatility / Quality, Testing, and Vendor Management. Greentree IV&V leverages open communication and participation from key stakeholder groups when discussing specific Software Development Lifecycle (SDLC) processes and project management practices used during a project. Formalized lessons learned activities focus are key areas or project phases including: ⚫ Requirements Gathering ⚫ Testing ⚫ System Design ⚫ Implementation ⚫ Architecture ⚫ Post-Production Activities Information related to successes and challenges (e.g., people, technology, and/or process) are gathered from each stakeholder group. We have found that each group has a unique perspective on the project and provide many of their own lessons learned and recommendations to mitigate future project challenges. Our IV&V will approach any formal lessons learned activities based on the projects need, unique situations, and sensitivity around the project outcomes. However, our focus is at getting at project success and failures in an unbiased, independent, and direct way. Past performance of lessons learned actives in the IV&V space have helped develop our methodology and show that most lessons orbit around four key improvement areas: Requirements Instability, User Acceptance Testing, Vendor Management, and SDLC practices Requirements Changes Business stakeholders require a system that enables users to deliver agency priorities faster and more reliably. Information technology stakeholders require a system that is faster and more efficient. ⚫ Challenge: Developing a system that meets all stakeholder requirements is a challenge. Often, developing a set of requirements that all stakeholders agree upon can be difficult and lengthy when not managed within a structured process. ⚫ Lessons learned: Our IV&V approach will demonstrate whether requirements are correct, complete, accurate, consistent, and testable. Challenges and Lessons Learned. Challenges It took longer than anticipated to finalize Round 1 proposals given the level of technical support provided by the PCBG team to the shortlisted organizations. The organizations had very little capacity to develop policy advocacy programming, which is why they needed more time to design quality initiatives. The other challenge was related to the level of ambition of objectives of Round 1 grantees when designing their proposals. While there was a great desire on part of the partners to create far- reaching objectives, PCBG needed to ensure that they were achievable and that the partners could be held accountable for them. At the same time, the objectives needed to remain inspiring and ambitious enough to motivate the partners.
