Peer Assistance and Review Panel. 39.2.1 Decisions of the Panel shall be made by consensus where possible. Should a vote be required, action must be taken on an affirmative vote of at least six (6) members.
39.2.2 The PAR Panel shall be responsible to:
39.2.2.1 meet at least four (4) times annually to review the work of the Coaches and their caseloads;
39.2.2.1.1 Generally, the Panel shall meet within the normal workday with substitutes provided according to District practice. Work performed beyond the workday shall be compensated at the negotiated hourly rate. Additionally, Panelists shall receive an annual stipend as listed in Appendix N in acknowledgement of time worked in preparation for meetings, reviewing materials and other necessary tasks before or after panel meetings.
39.2.2.2 develop the budget for the Program subject to the Superintendent’s review and Board approval;
39.2.2.2.1 The budget shall include all resources reasonably necessary for the successful operation of the Program, including space, equipment, support, training and orientation.
39.2.2.3 make discretionary decisions about eligibility for the Program, including the parameters for determining the set of New Teachers selected for the Program, as provided herein;
39.2.2.4 select Peer Coaches, and related qualified subject and/or program specialists;
39.2.2.5 develop rules, timelines and procedures for the Program that are aligned with relevant California Education Code statutes;
39.2.2.6 make re-hire recommendations on New Teachers to the Superintendent for said teachers contemplated in Section 39.1.2.2 above;
39.2.2.7 monitor the progress of Intervention Teachers, including making the decision on the success of such intervention and so advising the Head of Chief Administrative Officer;
39.2.2.8 select the Panel Chair, to be alternated annually between the District and UESF; and
39.2.2.9 review Peer Coaches’ interventions.
Peer Assistance and Review Panel. The Peer Assistance and Review Panel shall be 11 comprised of nine (9) members, the majority of whom shall be teachers. Five (5) teacher 12 members shall be appointed by the Executive Board of Directors of the Teachers

Peer Assistance and Review Panel a. The PAR Panel shall consist of seven (7) members, the majority of whom shall be certificated classroom teachers who are chosen to serve by the Association. The District shall choose the administrators of the Joint Panel. Consensus is the preferred decision making model. However, when consensus cannot be reached, a simple majority is needed for all decisions related exclusively to the Peer Assistance and Review Program and five (5) votes shall be required for all other decisions.
b. The PAR Panel will establish its own standing rules and meeting schedule. To meet, five (5) members of the PAR Panel must be present. Teachers who are members of the PAR Panel shall be released from their regular duties to attend PAR Panel meetings.
c. The PAR Panel shall be responsible for the following:
Peer Assistance and Review Panel. 13.1.5.1 The Program shall be governed by the Panel composed of three (3) District members and four (4) Federation members. Decisions shall be made by consensus when possible. Should a vote be required, action must be taken on an affirmative vote of at least four (4) members.
13.1.5.1.1 Federation members will be appointed by the Federation and shall consist of five (5) appointments, each from a different site, and only four (4) will serve on any individual case. The member whose site the teacher evaluation is being considered by the Panel will be excused from any decision on that teacher.
13.1.5.1.2 Each Federation Panel member will get a stipend of one thousand five hundred dollars ($1,500.00) annually. Seven hundred and fifty dollars ($750.00) will be paid in January and seven hundred and fifty dollars ($750.00) will be paid in June.
13.1.5.1.3 Panel members shall have two-year, staggered terms.
13.1.5.2 The Panel shall meet at least four (4) times per year to review the evaluations. An additional meeting will be required to select the Consulting Teachers and the Evaluating Teachers.
13.1.5.2.1 Other meetings may be held as necessary.
13.1.5.3 The Panel shall develop the budget for the Program.
13.1.5.4 The Panel shall select the Consulting Teachers and Evaluating Teacher based upon criteria stated in Article 13. The selection of the Evaluating Teacher shall be by consensus.
13.1.5.5 The Panel shall evaluate annually the Consulting Teachers and Evaluating Teacher performance.
13.1.5.6 The Panel shall make re-hire recommendations for permanent teachers to the Governing Board.
13.1.5.7 The Panel shall monitor the progress of Permanent Teacher mandatory intervention, including making the decision on the success of such intervention and so recommending continued employment or not to the Governing Board.
13.1.5.7.1 The Panel shall review all Individual Learning Plans.
13.1.5.7.2 The Panel, after one (1) year of remediation shall report to the permanent teacher, the principal and the Governing Board as follows:
a) The Panel deems the permanent teacher “proficient” in the area(s) identified for improvement and shall be returned to the normal standard evaluation procedure.

4 1. The Peer Assistance and Review Panel shall be comprised of a majority of teachers.

Five (5) teacher members shall be appointed by the Board of 19 Directors of the Teachers Association. The Program shall be governed by the seven member PAR Panel composed of three District members and one alternate selected by the District and four Association members and one alternate, who are classroom teachers, selected by the Association. Decisions shall be made by consensus where possible. Should a vote be required, action must be taken on an affirmative vote of at least a majority of the members.
2. The PAR Panel shall be responsible for:
a. Establishing its own rules and procedures.
b. Selecting its own chairperson.
c. Providing annual training for PAR Panel members.
d. Establishing a procedure for application and selection of peer consultants.
e. Selecting peer consultants.
f. Arranging appropriate training for Consulting Teachers.
g. Accepting referrals for unit member peer assistance from principals or designated evaluators.
h. Accepting (or rejecting) voluntary requests for assistance from individual unit members. Rejection is based solely on a lack of sufficient funds or a lack of available consulting teachers to serve additional requests for services.
i. Any decisions about eligibility for the Program.
j. Sending written notification of participation in the PAR Program to the participating teacher, Consulting Teacher, and the principal or designated evaluator.
k. Meeting at least six times annually to review the work of the Consulting Teachers with their caseloads. There will be an annual stipend of $500 for each participating member of the PAR Panel.
l. Monitoring the work of Consulting Teachers and their documentation.
m. Reviewing peer review reports prepared by Consulting Teachers.
n. Monitoring the progress of permanent teacher peer assistance, including making reports to the Board of Trustees regarding the number of voluntary and mandatory PAR Program participants and the number of participants recommended for a second year of mandatory PAR. All reports pursuant to this provision shall be made to the Board not later than May 15 of the school year in which the PAR Program was utilized to assist a teacher.
o. Recommending a budget for the Program, subject to Board approval.
p. Annually evaluating the impact of the Program in order to improve its effectiveness. The Program evaluation shall be presented to the Board of Trustees and the Association for possible revision through the bargaining process.
3. A Panel member shall neither participate in discussion nor vote on any matter in which he or she has a personal conflict of interest.
