Professional Growth Increment a. In order to be awarded one (1) increment, a total of fifteen (15) points must be earned. Each increment awarded constitutes one (1) 2.5% salary increase.
b. No more than one (1) increment (15 points) can be awarded in a given year. However, any employee who has accumulated more than fifteen (15) points in the Professional Growth Awards Program will not lose the extra points. The points over fifteen (15) will be carried over, added to any additional points awarded in future years, and applied to another incremental increase once the total points accumulated again reach 15 points.
c. The cap on Professional Growth increments/points earned while participating in the program will be six (6) increments or ninety (90) points total.
Professional Growth Increment. 9.5.3.1 A salary increment is equal to a set of fifteen (15) approved units that lead towards an approved course of study.
9.5.3.2 Each salary increment is worth a $700 fixed but on-going year to year stipend. This stipend shall not be pro-rated for part-time employees.
9.5.3.3 Professional Growth increments shall be effective the first (1st) day of the month following approval by the Committee and the Board of Trustees.
9.5.3.4 An employee can earn no more than four (4) increments (a lifetime cap).
9.5.3.5 Effective 8/31/00, an employee that currently has completed four (4) or more increments will be frozen in the number of increments and the value of each increment will be treated as a fixed stipend.
9.5.3.6 An employee that is in the process of completing an approved increment will have until 8/31/00 to complete the increment and if so completed will be given a fixed stipend equal to five percent (5%) of the employees current base salary.
9.5.3.7 An employee that is in the process of completing an approved increment and does not complete the increment by 8/31/00 will be reimbursed, based on receipts, the cost of books, tuition, fees, lab materials, and other required course material for those units completed by 8/31/00.
9.5.3.8 Increments will not be allowed for professional growth activities where there would be duplication of course work for which a previous award or increment has been granted.
9.5.3.9 Increments are cumulative and will continue as long as the employee remains in the bargaining unit.
9.5.3.10 The effective date to begin earning any increment units is July 1, 1992.
Professional Growth Increment. 21.1.1 A professional growth increment may be earned by accruing ten (10) semester units or the equivalent. Accrual may result through successfully completing college or adult education classes, attendance at institute lectures, workshops, seminars, conferences or county-offered classes; or by holding an elective office in the Association or a related professional organization.
21.1.2 All units, except those noted in 21.1.3, must be job related within job classification, job family, association office, or promotional opportunity.
21.1.3 As an exception to 21.1.2 above, a maximum of three (3) semester units per professional growth increment may be earned for course work not directly related to a Unit member’s job classification but consistent with the requirements outlines in 21.1.1.
Professional Growth Increment. 23.3.1 The professional growth increment is to be made on September 1 to qualifying unit members. All permanent CSEA unit members in active status are eligible to participate in the professional growth plan. Unit members considering applying for credit are required to have the approval of the committee prior to enrollment (see Professional Growth Credit for Classified Unit member’s form, Appendixes C & D).
23.3.2 CSEA unit members may earn professional growth increments of 5% of their annual salary upon successful completion of approved course work. This increment is to be added to the unit member’s regular salary, including any and all longevity increases, and/or previous professional growth increases, as well as any salary increases negotiated by the time the increment is granted. The increment shall continue throughout the service of the unit member.
23.3.3 Increments may be earned once in two (2) years up to a maximum of two (2) increments. Additional increments may be earned once in three (3) years up to a maximum of two (2) increments, for a total of four (4) increments. If a unit member is promoted or changes positions, he/she shall be allowed up to two (2) additional increases, for a maximum of six (6) possible increments. Each increment shall be earned by completion of nine (9) approved semester units or equivalent. The nine (9) approved units may include a combination of any of the areas specified below:
23.3.3.1 Six (6) units—Minimum chosen from the approved list of courses relating directly to the unit member’s specific areas of employment of in other areas for possible promotion, as approved by the committee.
23.3.3.2 Three (3) units may be chosen under the category of general education courses, the unit member’s specific area of employment in the District, or other areas of professional growth subject to approval by the committee.
Professional Growth Increment. 1. Employees shall be eligible to apply for professional growth increments upon successful completion of twelve (12) semester units (a minimum of 288 class hours) of course work. An employee applying for a professional growth increment shall submit transcripts or other proof of course work acceptable to the District, as part of the application for the increment.
2. In order to be eligible for increment credit, courses must be on the approved list in Appendix D during time of employment with the District. Such courses shall be taken during non-duty hours and at the employee’s expense.
3. The District, in its sole discretion, may approve courses unrelated to the employee’s present job assignment in extraordinary cases where a benefit to the District is anticipated through a future change in the employee’s assignment.
4. In the event approval of a particular course is denied, the employee shall have the right to appeal to the Professional Growth Committee, which shall consist of five (5) District employees, three (3) selected by the Association and two (2) by the District, and the Personnel Services Administrator, serving in an advisory capacity. The appeal must be filed with Personnel Services, within ten (10) calendar days after the employee receives notice of the denial. The Committee shall evaluate the proposed course and make a recommendation to the Personnel Services Administrator, who shall make a final decision and notify the employee within ten (10) calendar days after receiving the Committee’s recommendation.
5. Units must be earned at accredited colleges, universities, trade schools or a District- approved adult education program.
6. In order to receive increment credit, the employee must complete the course with a grade of “C” or better, or a “pass” grade.
7. A total of four (4) professional growth increments of $350.00 annually (maximum of $1,400.00) may be achieved through voluntary participation in the professional growth program.
8. Professional growth increments may not be awarded more frequently than once per year to any individual employee.
9. The professional growth increment shall be implemented on the first day of the month following approval of the employee’s application, payable, in equal installments over a period of one (1) year. For example, a ten-month employee shall be paid at the rate of $35.00 per work month for each increment.

Online coursework and other virtual learning platforms may be considered valid when there is adequate documentation of registration and participation/completion.
21.1.2 All units must be job related within job classification, job family, association office, or promotional opportunity.
Professional Growth Increment. 9.4.1 Units allowed for salary stipend shall be limited to formal workshops or courses and college or university courses successfully completed from an institution accredited by a recognized educational accrediting organization and District-sponsored workshops (minimum of fifteen (15) hours equivalent to one unit). Such units must also be of value to the District as determined by the Superintendent or designee. Units for which the employee receives any District monetary contribution shall be allowed for salary schedule placement when the units offered are by an institution of higher learning and is paid for by the employee, and at least a portion of the event takes place outside of the work day.
9.4.2 Requested units which are not approved by the Superintendent’s designee may be appealed to the Superintendent who shall make a final and binding decision. Units for salary stipend must be so approved prior to enrollment.
Professional Growth Increment. Employees who qualify for a professional growth increment pursuant to Sections 9.4.1 through 9.4.5, shall be paid $250.00 for those units completed before July 1, 2013 and $350.00 for those units completed after July 1, 2013. Such stipends are to be paid in a lump sum in August of each year.
9.4.1 Units allowed for salary stipend shall be limited to formal workshops or courses and college or university courses successfully completed from an institution accredited by a recognized educational accrediting organization and District-sponsored workshops (minimum of fifteen (15) hours equivalent to one unit). Professional Growth Increment. The salary enhancement earned by the regular faculty member after reaching Step 16 on Salary Schedule I: Normal Annual Contract.
Professional Growth Increment is the horizontal step on the salary schedule. The criteria for qualifying for this step is the accumulation of 15 semester units of college work or special work in behalf of the District.
