Professional Improvement Fund. Subd. 1. A total of one hundred thousand dollars ($100,000) in each Fiscal Year will be allocated to the state universities according to the number of full-time equivalent ASF Members in the bargaining unit at each university. Any unused funds shall be carried over into the next year. ASF Members may apply for Professional Improvement Funds without regard to the source of funding of their positions. The provisions of this subdivision shall continue until a successor agreement is in effect. Subd. 2. These funds shall be grants for the purpose of professional improvement, ASF Member development, staff training and similar kinds of development programs for ASF Members. Professional Improvement Fund. The Board shall appropriate one hundred thousand dollars ($100,000) for each year of the Agreement towards a Professional Improvement Fund which shall be used for the partial reimbursement of tuition costs incurred by members of the bargaining unit who engage in advanced study which will be of benefit to the school system. Awards from the fund shall be granted in accordance with rules and regulations approved by the Board at the rate of Four Hundred Fifty Dollars ($450) per semester hour or the actual cost, whichever is less, not to exceed six (6) semester hours or Two Thousand Five Hundred Dollars ($2,500), whichever is less. Any laid off employee shall maintain reimbursement eligibility for coursework approved and completed prior to being laid off.

Within thirty (30) days of completion of the professional improvement or development activity, the ASF member must submit a written report to the appropriate supervisor outlining the activity completed and analyzing the impact on job-related skills and competence. Each campus shall develop a form for the report which shall be discussed at meet and confer.
Professional Improvement Fund. The Board shall appropriate in its operating budget 0.38 of 1% (0.0038) of the current budgeted payroll for full-time teachers for a Professional Improvement Fund to be used to pay for the following professional expenses of full-time teachers: membership dues in professional organizations pertaining to the teacher's employment responsibilities; purchase of books, periodicals, computer software, computer hardware, and programmable alpha-numeric or graphing calculators pertaining to a teacher's employment responsibilities; continuing education unit (CEU) fees; tuition/fees associated with obtaining and renewing certifications and/or professional licenses required for fulfilling a teacher’s employment responsibilities at the College; and expenses for professional travel and conferences to supplement those funds provided by the contract's Travel Conference Fund. A teacher shall be eligible for grants from the Professional Improvement Fund in amounts of up to 1.2% (0.012) of the current Master’s maximum salary per year. Grants shall be allocated to teachers according to College seniority on a rotating basis. The Eligibility List shall be revised annually by the Union on the basis of the following conditions. Teachers receiving grants of whatever sum in a particular year shall rotate to the bottom of the Eligibility List in such a manner as to maintain among themselves their relative rank. This rotation shall take effect on November 1 of each Contractual Year. Newly hired teachers shall be added to the bottom of the Eligibility List as of the date of hire. In order to receive reimbursement under this provision, a teacher must submit all applicable paid receipts to the College Business Office on or before August 15 of the Contractual Year. Reimbursement shall be made within forty-five (45) days of the filing deadline. Should Professional Improvement Funds remain unexpended following the first draw, a second draw shall be conducted in accordance with the guidelines established by the College and the Union. Any monies remaining in a particular year's Tuition Fund, as of that year's second reimbursement deadline, shall be made available for application under the Professional Improvement Fund. Should any Community Service and/or Travel and Conference funds remain unexpended in a particular year, that amount shall be credited for application under the Professional Improvement Fund. Professional Improvement Fund. The District will provide funds to be made available to the personnel for expenses incurred in the attendance of professional conventions, conferences, workshops, or other similar events which may promote professional improvements; such attendance shall be permitted without any loss of wages or personal days and with substitutes provided for such personnel as may require coverage of classes taught by them. The selection of personnel for such attendance, the amount of funds for such attendance, and the length of such attendance will be determined cooperatively by the State District Superintendent and the Consultative Council described in Article XIX. The benefits are to be available under this Section to the members of this unit with no discrimination because of membership or non-membership in CASA. The District expenditure will be $75,000 for the 2006-2007 school year; a sum of $80,000 for the 2007-2008 school year and a sum of $80,000 for the 2008-2009 school year. The funds are to be utilized during the year and to the amount indicated for each year. Any funds unexpended in the Professional Improvement Fund shall be redistributed by the Professional Improvement Committee pursuant to the guidelines it shall establish for this purpose. Redistribution shall be made only to individuals who have unreimbursed expenses. Reimbursement shall be determined by the Professional Improvement Committee and reimbursements shall not be made for amounts less than ten ($10) dollars. Reimbursement shall be completed prior to the end of the fiscal year.

Professional Improvement Fund. The Board shall appropriate 0.0051 (0.51%) of the current budgeted payroll of non - exempt administrators each year for a Professional Improvement Fund to be used to pay for the following professional expenses of full-time administrators: membership dues in professional organizations pertaining to the administrator's responsibilities, purchase of books, periodicals, computer software and computer hardware pertaining to the administrator's responsibilities; and expenses for professional travel and conferences, or seminars to supplement, but not supplant, funds available from other sources, and tuition for academic courses that qualify under the terms of Article XXI,B., but not reimbursed under the article due to depletion of the monies in that fund. A committee composed of an exempt administrator and three (3) Association members shall prepare reasonable rules for and monitoring of the administration of such funds. The Association President shall designate the Association's representatives. Also, in order to encourage the contribution of time and effort to community and civic organizations that are active in the College service area, the Board shall appropriate $1,700 each year to be used to pay administrators' membership dues and fees.
