Religious Compensatory Time. The Employer agrees to grant religious compensatory time to Employees in accordance with the provisions of law, regulation and RD Instruction 2066-A, “Leave Program”. Employees may elect to work compensatory overtime for the purpose of taking time off without charge to personal leave when personal religious belief requires that the Employee abstain from work during certain periods of the workday or workweek.
Religious Compensatory Time. A. An employee whose personal religious beliefs require abstention from work during certain periods of time may elect to engage in credit or compensatory time work to compensate for time lost for meeting those religious requirements. B. To the extent that such modifications in work schedules do not interfere with the efficient accomplishment of the agency’s mission, the agency shall in each instance, afford the employee the opportunity to work compensatory time. The agency shall in each instance grant compensatory time off to an employee requesting such time off for a specific religious observances and when the employee’s personal religious beliefs require that the employee abstain from work. C. For the purpose stated in paragraph B of this section, the employee may work such compensatory time before or after the granting of compensatory time off. Advanced compensatory time off should be repaid with the appropriate amount of compensatory overtime work within a reasonable amount of time, not to exceed the end of the leave year. Compensatory time shall be credited on an hour-for-hour basis or authorized fractions thereof. Appropriate records will be kept of compensatory time earned and used D. If the employee is separated or transferred before using the time set aside for a religious observance any hours not used must be paid at the employee’s rate of basic pay in effect when the extra hours of work were performed. Any religious compensatory time used and not repaid will be charged to the employee at the same rate.

Religious Compensatory Time. Instead of requesting annual leave or LWOP, an employee whose personal religious beliefs require the abstention from work during certain periods of time may elect to engage in compensatory time work for time lost for meeting those religious requirements. Employees must request and gain supervisory approval, which will be granted consistent with applicable laws and regulations, in advance of earning or using religious compensatory time. A. All employees are eligible to earn and use religious compensatory time in accordance with 5 U.S.C. § 5550a / 5 C.F.R. Part 550, Subpart X. 1. Religious compensatory time shall be earned and used in fifteen (15) minute increments. 2. An employee must record the earning and use of religious compensatory time in the Office’s time and attendance system. B. An employee’s request to use religious compensatory time should be made normally at least three (3) workdays in advance, using the Office’s time and attendance system, unless unforeseen circumstances exist. The employee has a responsibility to comply with this requirement; however, an employee request made less than three (3) days will be considered and granted if feasible. 1. An employee may work such religious compensatory time thirteen (13) pay periods before or after the grant of religious compensatory time off. 2. A grant of advanced religious compensatory time off must be repaid by the appropriate amount of religious compensatory time work within thirteen (13) pay periods. C. Negative balances of religious compensatory time remaining longer than 13 pay periods will be automatically converted to credit hours, compensatory time off in lieu of overtime pay, compensatory time off for travel, annual leave, and/or time-off awards to liquidate an employee’s debt of hours. Any negative balance of religious compensatory time off remaining after any charging of these types of paid time off may be resolved by charging the employee leave without pay.

Religious Compensatory Time. A. An employee may be granted annual leave or LWOP for a workday which occurs on a religious holiday, so long as the employee requests such leave at least three (3) workdays in advance. B. An employee whose personal religious beliefs require the abstention from work during certain periods of time may elect to earn and use religious compensatory time (RCT) for the purpose of taking off without charge to leave. C. To the extent that such modifications in work schedule do not interfere with the efficient accomplishment of the Employer’s mission, the Employer will in each instance: (1) afford the employee the opportunity to earn RCT; and (2) approve use of earned RCT to an employee requesting such time off for religious observances when the employee's personal religious beliefs require that the employee abstain from work during certain periods of the workday or workweek. D. The employee may earn such RCT before or after its use. A grant of advanced RCT must be repaid by the appropriate amount of RCT earned within four (4) pay periods of the date the RCT time was used. RCT will be earned and used in one-quarter (1/4) hour increments.
Religious Compensatory Time. A. To the extent that modifications in work schedules do not interfere with the efficient accomplishment of the PFS mission, an employee whose personal religious beliefs require that he/she abstain from work at certain times of the workday or workweek are permitted to work alternative work hours, so the employee can meet the religious obligation. The hours worked in lieu of the normal work schedule do not create any entitlement to premium pay (including overtime pay), even if the employee works more than 40 hours per week or 8 hours per day for this purpose. B. Employees must submit a written request for an adjusted work schedule in advance to their supervisor via email. The request must specifically state the adjusted work schedule is for religious purposes and the employee should provide acceptable documentation of the need to abstain from work. C. An employee’s request for time off should not be granted without simultaneously scheduling the hours during which the employee will work to make up the time. 1. This compensatory time may be earned before or after using it. However, if used first, it must be earned back no later than the following pay period. If earned first, it must be used no later than the following pay period. 2. If an employee has not performed work within the required time frames to make up for a previous absence granted for a religious observance, the employee must take paid leave, request leave without pay, or be charged absent without leave, if appropriate. In addition, if there is not sufficient work available for the employee to perform within the required timeframes to make up for a previous absence granted for a religious observance, the employee must take paid leave or request leave without pay.
Religious Compensatory Time. A. Subject to workload considerations and staffing needs, an employee will be granted annual leave or leave without pay for a workday which occurs on a religious holiday. An employee’s request for such leave should be made three (3) workdays in advance, where possible. B. Instead of requesting annual leave or leave without pay, an employee whose personal religious beliefs require the abstention from work during certain periods of time may elect to engage in compensatory time work for time lost for meeting those religious requirements. C. To the extent that such modifications in work schedules do not interfere with the efficient accomplishment of the agency’s mission, the Office shall in each instance afford the employee the opportunity to work compensatory time and shall in each instance grant compensatory time off to an employee requesting such time off for religious observances when the employee’s personal religious beliefs require that the employee abstain from work during certain periods of the workday or workweek. D. For the purpose stated in (B) above, the employee may work such compensatory time normally 6 pay periods before or after the grant of compensatory time off. A grant of advanced compensatory time off should be repaid by the appropriate amount of compensatory time work normally within 6 pay periods. Compensatory time shall be credited to an employee on an hour for hour basis or authorized fractions thereof. Appropriate records will be kept of compensatory time earned and used.
