Route Assignment. Vacant, new, and additional routes that occur at the beginning of the school year are filled by classification seniority as the sole criteria, except to the extent that if a bus is to be kept at the driver's home, then location of the driver's home to the location of the route will be an additional criteria. Vacant, new, and additional routes that occur after the beginning of the school year will be filled by a new hire or a long-term substitute per Article 9. The route will then be bid for the next school year.

Route Assignment. All routes shall be assigned by the Transportation Coordinator. Written requests of drivers with the longest continuous satisfactory service records shall be considered in judging priority for assignment to routes open by vacancies.
Route Assignment. After drivers and assistants have been assigned to a compound for the summer session in accordance with paragraph 1 above, the bus routes and summer camps shall be posted at a central location no later than four (4) weeks prior to the beginning of the summer session. Drivers and assistants shall then have no less than one week to review such posting. A date will be determined when drivers and assistants can indicate route choices to the appropriate Transportation Department administrator from among those assigned to their compound. Seniority for route bidding purposes will be reduced by the number of unpaid days excluding the five days allowed in Article 18.01.

A date will be determined that drivers and assistants can indicate to the appropriate Transportation Department administrator their route choice from among those assigned to their compound and available after drivers and assistants have expressed their retention option. A driver’s or assistant’s route choice shall be granted on the basis of seniority unless the Director determines that one or more of the criteria in paragraph 3.11C below justifies a different route assignment. If the route selected by a driver is reassigned to another compound after a driver has chosen such route, the driver will have the following options: - Retain the route and move to the compound where the route has been reassigned; - Remain at the current compound and choose a route from the remaining unassigned routes (every reasonable effort will be made to provide the driver with a route that is at least equal in length/time to that originally chosen); or - If there are no appropriate unassigned routes at the driver’s current compound, transfer to a compound that has an appropriate open route When a permanent change is made in a bus assignment for a route, a driver may request the written reason(s) for such change.

Route Assignment. All transportation department employees shall receive, prior to the last student school day, a notice indicating the date, time and place for the annual route bid. Routes containing the bus number, rural area, designated town stops, and the total number of hours shall be posted in the transportation office for the review by all drivers no later than three (3) work days prior to the annual bid date. The annual route bidding shall commence at 9:00 a.m. at the designated building where the routes for bid can be viewed by all regular drivers. For bid eligibility a driver must have passed his/her annual physical prior to the routes being posted as indicated in "2" of this section during each year of this agreement. Drivers will bid in order of his/her job classification seniority and be allowed no more than ten (10) minutes to exercise his/her selection. If a driver does not make his/her selection in the allotted time, he/she shall then be allowed to bid on the remaining routes after all the drivers have had an initial opportunity to bid. A driver who cannot be present may cause his/her bid to be exercised by the Local President or the President's designee. All proxies must be in writing, dated and signed by the driver. An eligible driver who is absent during the bidding process shall be assigned to a route by the union and shall not have the right to redress action in the bidding process against the union or Board. The Local President and/or his/her designee(s) and the OAPSE representative are invited to meet during the summer with transportation department representatives to review the route development progress and to make suggestions, which may assist in making route identification more efficient. If a permanent vacancy occurs prior to January 1 of the school year due to termination of employment, retirement or for any other reason, the Board "shall fill said vacancy for the balance of the school year with a permanent replacement. A permanent vacancy shall be posted for not less than five (5) working days prior to Christmas break. The transportation supervisor along with the Association President will hold a mass bid prior to January 1. After January 1, the Board may fill said vacancy with a permanent replacement or if the Board has exhausted all efforts to fill the vacancy with a permanent replacement and the route is still vacant the Board may us a substitute.
