Advancement in Salary. 1. CLASSIFICATION COMMENCEMENT With respect to all appointments including transfers, made after December 16, 2007, classification shall be deemed to commence on the exact date of the employee’s hire date. 2. MOVEMENT WITHIN THE 14-STEP RANGE Affected employees below the 14th step of the salary range shall be considered for salary adjustment on an annual basis and may receive an adjustment of zero to three steps within a year. A. The department head shall have the authority to grant step increases. B. Initial adjustments for employees starting service at step one in any affected classification shall be made at six months of service if the employee’s job performance at the six month period is achieves expectations or above. A zero to three step adjustment may be given based on one evaluation for these employees only. Subsequent evaluations for affected employees shall be made effective on the anniversary date of the employee’s sixth month of service. C. The department head shall have the authority to grant salary adjustments based on evaluations more than once annually only to the extent that an employee not exceed an increase of three steps within a one-year period. D. Salary increases within the salary range shall be based upon satisfactory job performance. In no case will an employee receive less than two steps if their current and immediate prior evaluations are achieves expectations or above. E. All employees may be evaluated every six months at the department head’s discretion. F. The performance evaluation shall be conducted on forms agreed upon between representatives of the City and the BCEA. Evaluations shall be conducted by the employee’s supervisor, subject to review and concurrence by the department head. Proper notice of 48 hours prior to meeting shall be given to the employee. Employees shall be allowed to retain evaluation for 48 hours to review and compose comments. G. Salary increases shall only be given based upon a performance evaluation.
Advancement in Salary. Advancement in salary from the minimum to the maximum rate of compensation for the respective classes is divided into six (6) steps as set forth in Exhibit “B”, which shall be interpreted and applied as follows: 1.) The first step, Step 1, is a minimum rate and will normally be the hiring rate for each class represented by GMEO. 2.) The second step, Step 2, is an incentive adjustment to encourage employees in their work. An employee shall be made eligible for this adjustment after the completion of six (6) months of continuous and satisfactory service on the first step (Step 1), in the class in which the employee was originally employed, and upon the approval of the appointing authority. 3.) The third step, Step 3, represents the middle value of the salary range, and is the rate an employee will be paid after the completion of one (1) year of continuous and satisfactory service on the second step (Step 2). This step will be granted upon the approval of the appointing authority to an employee who has performed satisfactorily in a given classification. 4.) The fourth step, Step 4, shall be granted upon the approval of the appointing authority after the employee has completed one (1) year of continuous and satisfactory service on the third step (Step 3). 5.) The fifth step, Step 5, shall be granted upon the approval of the appointing authority after the employee has completed one (1) year of continuous and satisfactory service on the fourth step (Step 4). 6.) The sixth step, Step 6, shall be granted upon the approval of the appointing authority after the employee has completed one (1) year of continuous and satisfactory service on the fifth step (Step 5). 7.) As used herein, "continuous service" is defined as actual time in the performance of the position, excluding any leave of absence due to illness or injury in excess of three hundred (300) hours. That is, such absence from active service shall extend the time period for advancement to the next step by the number of hours of said absence.

Advancement in Salary. Part-time faculty shall be advanced in salary as their service to the college grows more valuable. Their value will be determined by regular written evaluations of their teaching effectiveness, individual work with students, and participation in workshops and other activities for part-time faculty.

The ranges usually reflect approximately 5% between steps in the range. A. Step Placement Normally a newly appointed employee is placed upon the “A” step (bottom step) of his/her salary range. However, upon determination of the District Administrator that the needs of the District service and the qualifications of the newly appointed employees warrant such placement, the District Administrator shall have the authority to plan an employee at Step B or C of the salary range. The Chair of the Board of Directors shall make the decision to hire any employee at Step D or higher and would only do so after reviewing recommendations made by the District Administrator with respect to the employee’s experience and value to the District. B. Step Increases 1. Other than Step A Progression from one step of the salary range to the next shall be based upon a satisfactory written employee evaluation of the employee’s performance by the District Administrator. (Note that a probationer who was initially appointed above the “B” step may satisfactorily complete probation in 12 months, but will not be eligible for merit step increase until one year from initial employment unless the District Administrator determines that outstanding performance during probation warrants a merit increase at the completion of the probationary period). 2. Step B Employees may qualify for advancement to Step B, after completion of one year of service, upon the recommendation of the Plant Superintendent and approval by the District Administrator. 3. Step C Employees may qualify for advancement to Step C, after the completion of one year of service at Step B, upon recommendation of the Plant Superintendent and approval by the District Administrator. 4. Step D Employees may qualify for advancement to Step D, after completion of one year of service at Step C, upon recommendation of the Plant Superintendent and the approval of the District Administrator. 5. Step E Employees may qualify for advancement to Step E, after completion of one year of service at Step D, upon recommendation of the Plant Superintendent and the approval of the District Administrator.

Employees shall be placed on the step and qualify for increase in compensation for advancement to the next higher step of the pay ranges in the manner following: A. The first step is the minimum rate and normally shall be the hiring rate. B. The second step is granted to employees who are eligible for this adjustment, after completion of the probationary period. The adjustment shall be made only if granted by the Department Director and subject to the approval of the City Manager or his/her designee. C. The third step shall be granted to an employee who has proven fully qualified in a given classification for one (1) full additional year from granting of previous step increase only if granted by the Department Director and subject to the approval of the City Manager or his/her designee. D. The fourth step shall be granted to an employee who has proven above average in a given classification for one (1) full additional year by the Department Director and with the approval of the City Manager or his/her designee. E. The fifth step shall be granted to an employee who has continued to demonstrate above average performance and has demonstrated continued growth in a given classification for one (1) full additional year by the Department Director and with the approval of the City Manager or his/her designee. X. A performance report on each employee recommended for salary advancement shall be prepared and submitted by the Department Director to the City Manager prior to final action on such recommendation at each step.

Advancement in Salary. Certified Staff‌ Any certified staff member who receives paid leave and/or is active at work for ninety (90) or more days of the school term prior to the commencement of an unpaid leave of absence, following the termination of an unpaid leave of absence, or a combination of before and after an unpaid leave of absence in the same school term shall be entitled to advancement in salary as the certified staff member would have had if the leave had not been granted. If the leave exceeds the school term in which such leave commences, the second school term shall not be considered for salary advancement.
