Insurance Study Committee. 1. The Board, ELEA, and OAPSE will mutually agree to create a Joint Insurance Committee with representatives consisting of the Board, Administration, ELEA, and OAPSE. Each group will have appointed members/representatives selected to serve on the committee. 2. The Joint Insurance Committee shall meet and review the current insurance benefits package and shall investigate methods to improve current benefits and reduce overall cost. The Committee will meet a minimum of twice per school year or more frequently if deemed necessary by members of the Committee. 3. The Committee will review and have access to monthly and annual costs relative to Medical Claims, Prescription Claims, and other cost incurred with Health Insurance expenses. The Committee will study the monthly and annual cost/claims to share, educate, and communicate to staff members of each association the most current cost and expenses of the district’s health insurance plans, if applicable through allowable data released under current Insurance Plan Design and/or HIPPA. 4. The annual preparation of a document created jointly by the Health Insurance Committee will be developed to communicate to district personnel the Insurance benefits plan options recommended by the Insurance Committee, Administration, and joint association members in accordance with the financial status of the district.

Insurance Study Committee. The parties agree that providing appropriate health care coverage while containing and controlling health care costs is the long term best interest of the Board and its employees. Therefore there will be established an Insurance Study Committee which shall be comprised of two (2) members of SELDTA, two (2) members of SSSPA, two (2) members of OAPSE, and two (2) members of the administration and/or Board. This committee will meet a minimum of two times per year and will review the District’s present insurance coverage in addition to obtaining available information regarding alternative concepts, products, plans, carriers, etc.
Insurance Study Committee. An insurance study committee shall be formed which is advisory to the CVFT and the administration. The purpose of this committee is to "troubleshoot" concerns with present insurance coverage along with obtaining information about alternative insurance concepts, plans, carriers, etc. in an effort to present options to effectuate cost containment. In addition, the committee will make recommendations to the CVFT and administration regarding the continued funding of the accounts referred to in Paragraph B under this article. The committee shall be comprised of two (2) administrative representatives (appointed by the Superintendent) and two (2) CVFT representatives (appointed by the CVFT President) and shall meet as needed.

Insurance Study Committee. The CEA agrees to participate with the Board of Education and OAPSE to form an Insurance Study Committee for the district. The CEA will select three (3) members of the bargaining unit to be representatives on this committee. The purpose of this committee shall be to investigate and/or identify the best possible health, dental and vision care plans for the district at a cost effective price. The committee shall gather information, study, research alternative insurance options and monitor the performance of the existing insurance plans and their funding. The duties of the committee shall be to review and analyze all pertinent healthcare and insurance information germane to the purpose of the committee and to recommend appropriate changes to each of their respective entities. The Superintendent shall call the first meeting of the committee and the committee will then choose a chairman by consensus of the committee members. The chairperson shall serve a term of one school year. The Administration shall provide the committee with aggregate health and financial information as requested subject to applicable law. Under no conditions will personally identifiable medical information be exchanged. The Administration shall pay for all reasonable costs incurred that pertain to material and training fulfilling the purpose of the committee. Release time for the members of the committee shall be made available such as to allow members to complete their purposes. Members of the committee shall not be subject to any adverse impact due to membership on said committee. The committee shall determine the duration and frequency of all regular meetings. Appropriate work products shall be furnished to Administration, the CEA and OAPSE on a quarterly basis. All parties clearly understand that this committee cannot alter the insurance plans of the district. Recommendations from the committee will be made to each of the represented parties.

The Insurance Study Committee shall conduct ongoing reviews of health and major medical insurance regarding costs versus benefits, experience (usage), rates, and alternative insurance concepts, plans, carriers, etc. 3. The Insurance Study Committee shall have the authority to recommend, by a majority vote, to the Union and Board changes in the nature and extent of the insurance programs, coverages, deductibles, etc., including the insurance company and/or plan administrator for the plan. No change shall become effective until approved by both the Union and the Board. 4. The Insurance Study Committee shall meet on an as-needed basis. Meetings may be called by either side.
Insurance Study Committee. An Insurance Committee shall be formed to study plans and specifications for all forms of insurances; available carriers, premium costs, changes in rates, and alternatives and options for employee insurance plans in the district. The Committee shall be composed of equal numbers of representatives from the following groups: teacher association members appointed by the local Association President, Administrators appointed by the local Superintendent, Board Members chosen by the Board, and non-certified representatives appointed by their local Association President. The Committee shall meet at a minimum of three (3) times a year unless members of the committee mutually agree otherwise. All meetings shall begin at a mutually agreed upon time. At the beginning of each school year, the Committee shall elect from among themselves a chairperson, who shall be responsible during that year for: sending out meeting notices, preparing and distributing notes/minutes of the last meeting, making notes and helping to organize the agenda and topic/s for the next meeting. The Committee shall be charged with the ongoing responsibility of investigating insurances as specified above and shall prior to May 30 of each year, make a summary of their findings and recommendations available to all concerned parties.

However, this goal can not be accomplished without controlling the cost of insurances and related matters in the long-term.

This committee shall be comprised of a minimum of three (3) no more than five (5) administrative representatives (appointed by the Superintendent) and a minimum of three (3) no more than five (5) IEA Association representatives (appointed by the Association President). The parties agree that a minimum of three (3) no more than five (5) representatives of the Independence Classified Employees (ICE) may be included on this committee. The Insurance Study Committee shall meet a minimum of four times per year, with the first meeting taking place no later than September 30, 2014. Dates for subsequent meetings, ground rules and the charge of the committee will be decided then. The purpose of the Insurance Study Committee is to “troubleshoot” concerns with the present insurance coverage along with obtaining information about alternative insurance concepts, plans, carriers, etc. Committee members will be provided training in insurance concepts, how to run an insurance committee and all other aspects that are relevant to the committee goals.
