Program Operations. Contractor shall provide an educational program that complies with all of the following (the Educational Program):
1. Contractor shall provide a full-day Educational Program for the number of days and the number of hours annually required by Wis. Stat. § 121.02(1)(f), to MPS pupils enrolled in the Educational Program and in accordance with the Contractor Pupil and Teacher Schedule that is attached hereto as Appendix A and incorporated herein by reference. The Educational Program shall be designed to allow the pupils enrolled to meet high school graduation requirements under Wis. Stat. § 118.33. The Educational Program shall either comply with all school district standards set forth in Wis. Stat. § 121.02, or, with the assistance of the Board, obtain a waiver of compliance from the Wisconsin Department of Public Instruction in accordance with Wis. Stat. § 118.38.
2. The Educational Program shall be carried out in accordance with the Contractor Program Description attached hereto as Appendix B and incorporated herein by reference.
3. Contractor shall provide instruction in career exploration and planning.
4. Contractor shall provide the following FTE seats for MPS pupils:
a. Behavioral Reassignment Seats. Contractor shall provide a total of 6-8. All of these 85 Behavioral Reassignment seats shall be filled by the MPS Department of Student Services and/or MPS Department of Specialized Services as needed throughout the school year. None of these 85 Behavioral Reassignment seats shall be reserved for provision of comprehensive behavioral support services and shall be filled by MPS Department of Specialized Services as needed throughout the school year. Contractor shall be paid for these Behavioral Reassignment seats even if they are not filled by MPS. In consideration of the possibility of receiving payment from MPS for Behavioral Reassignment seats that are not filled by MPS, Contractor shall immediately admit any pupil referred by MPS for temporary assignment by the MPS Department of Student Services, (up to 10% of the number of Behavioral Reassignment seats contracted for under this paragraph) until a permanent assignment is found by MPS for the pupil.
Program Operations. MATC shall provide an educational program (hereinafter “Program” or “Emerging Scholars Program”) that shall provide (i) a program for children at risk of not graduating from high school (hereinafter “Program for Children at Risk”) pursuant to Wis. Stat. § 118.153(1)(b) and (ii) pursuant to Wis. Stat. § 118.15(1)(c)(2) a program for any pupil, aged 17 or older, which will lead to the pupil’s high school graduation from MPS or will lead to the pupil’s equivalency diploma under Wis. Stat. §115.29 (hereinafter, “HSED Program”), that complies with all of the following:

MATC shall provide a full-day instructional Program, the dates for which shall follow the MATC 20220-20231 academic calendar that is attached hereto as Appendix A and incorporated herein by reference. The Program shall be designed to allow the pupils enrolled to meet high school graduation requirements of at least 18 credits and at minimum meet the same graduation requirements as required. under Wis. Stat. § 118.33 and the MPS Graduation Requirements, a copy of which is attached hereto as Appendix B and incorporated herein by reference. Under no circumstances shall MATC unilaterally place a pupil in the Learning Lab in lieu of a course that provides the pupil with high school credit leading to that pupil’s high school graduation from MPS or his/her equivalency diploma.
2. All MATC faculty, administrators and staff will meet certification requirements as stipulated by the Wisconsin Technical College System (WTCS), and set forth in state statute.
3. As part of its full day- instructional program MATC, shall, at a minimum, offer the high school level courses as outlined in Appendix B. Also, in an effort to provide occupational/technical course offerings to meet high school graduation requirements, MATC shall provide instruction in entry- level college technical courses utilizing a dual enrollment model. Examples of such coursework include, but are not limited to, Automotive Service Technology, Computer Aided Drafting, Culinary Arts, Information Technology, Business/Accounting/Finance, Graphic Design, Nursing Assistant. MATC shall provide instruction in the following occupational technical courses: • Auto Engine Servicing • Auto Minor Services (Chassis) • Auto electrical Systems • Business Co-Op 1 & 2 • Computer Aided Drafting 1 & 2 • Culinary Arts Exploration • Food Service & Culinary Arts 1 & 2 • 3D Modeling and Design 1 & 2

Program Operations. 10.6.1 All materials related to evaluations, reports, deliberations, and other personnel matters shall be confidential, subject to the following exceptions:
10.6.1.1 In response to subpoena or order of the Court.
10.6.1.2 The final report may be used by the District in any employment action based upon instructional performance.
10.6.2 The Joint Panel and/or Consulting Teacher shall not have access to a Participating Teacher’s Personnel File without prior written permission from the Participating Teacher.
10.6.3 The District shall hold harmless the members of the Joint Panel and the Consulting Teachers for any liability arising out of their participation in this program as defined in Education Code Section 44503(c). It is understood that this hold harmless does not provide any enhanced liability coverage over what is currently provided by the District subject to the limitations of the District’s liability insurance.
10.6.4 Not more than 5% of the funds received by the District for PAR may be expended for administrative costs. It is understood and agreed that this Program shall terminate if for any reason there exists an inability for full funding thereof through AB1X (1999, Villariagosa), BTSA or successor legislation.

The Educational Program shall be designed to allow the pupils enrolled to meet high school graduation requirements under Wis. Stat. § 118.33. The Educational Program shall either comply with all school district standards set forth in Wis. Stat. § 121.02, or, with the assistance of the Board, obtain a waiver of compliance from the Wisconsin Department of Public Instruction in accordance with Wis. Stat. § 118.38.
2. The Educational Program shall be carried out in accordance with the Contractor Program Description attached hereto as Appendix B and incorporated herein by reference.
3. The Educational Program shall provide instruction in one or more of the following: career exploration and planning, job shadowing, instruction designed to help prepare a pupil for a job, supervised work experience or occupational training and shall provide MPS with a copy of course descriptions and career exploration offerings.
4. Contractor shall provide the following FTE seats for MPS pupils:
Program Operations. 1. Recruitment and orientation of a minimum of fifteen (15) students to participate in the HSHT program. This enrollment goal should be reached by October 31, 2018 to assure adequate opportunity for the students to gain from the HSHT experience.
2. A release of information from each student used for educational or promotional purposes of The Able Trust programs.
3. Distribution of the Able Trust Welcome Packet to all enrolled students.
4. An annual student recognition event. This event may be a Kickoff Event, End of the Year Celebration, Summer Internship Recognition or a combination event (i.e. Disability Employment Awareness Month Activities). The local Program Coordinator will provide written notification and details of the event to Foundation executive management at least 30 days prior to the event.
5. Reports of any changes in HSHT staff and top executive of the organization to Foundation executive management within two business days of occurrence.
6. An active Business Advisory Council (BAC) that includes a minimum of 50% membership from the private business community. The BAC will meet at least two times within the contract. The meetings, memberships and activities must be described in the required quarterly progress report.
7. The opportunity for each active, enrolled student to participate in HSHT activities (i.e. workshops, group activities, site visits) or other events an average of two times per month for the contract year.
8. Career activities which meet HSHT Career Experience Guidelines for a minimum of 50% of active, enrolled students on an annual basis.
9. Graduation of 80% of all active, enrolled seniors.
10. Assistance, as requested by the Foundation, with exit interviews of HSHT graduating seniors.
11. Program sustainability through the pursuit of additional resources. Sustainability efforts will be reported in each quarterly report.
12. Appropriate use of logos (The Able Trust, Vocational Rehabilitation, and Florida HSHT) on all promotional and educational materials, updated as needed and consistent with guidelines provided by the Foundation.
13. Actively assisting Foundation in the distribution of communication materials from Foundation to students during the program year.

Stat. § 121.02, or, with the assistance of the Board, obtain a waiver of compliance from the Wisconsin Department of Public Instruction in accordance with Wis. Stat. § 118.38.
