Reduction in Teachers. Section 1. When reductions in the total teaching staff are under consideration, the Board shall so inform the Association at least thirty (30) days prior to a final decision. The Association shall be given an opportunity to suggest reasonable alternatives to reductions. Within fifteen (15) days of notification, the Association shall submit its suggestions in writing and the Board or its representative shall respond in writing within fifteen (15) days of receipt of the Association's suggestions. The Board agrees that it will not implement a reduction in force until after bargaining in good faith has been completed.
Section 2. Reduction of tenured or non-tenured teachers, other than through attrition, as a result of the decision of the school board to decrease the number of teachers employed by the board or discontinue some particular type of teaching service, shall be as follows:
A. Each teacher shall be categorized into one or more positions for which the teacher is qualified to hold. Within each position the teachers shall be placed in Grouping 1, 2, 3 or 4, which are defined as follows:

2. Group 2: The teacher with the lowest average evaluation rating shall be dismissed first and so on...

A. Distribution of Order of Honorable Dismissal List: The proposed Order of Honorable Dismissal List will be provided to the Association President no later seventy-five (75) calendar days prior to the last student attendance day, along with a notification to each Employee of the placement(s) for which they are qualified. The final list will be provided to the President no later than forty-five (45) days before the last student attendance day with a notice to any individual whose placement on the list has changed from the placement on the proposed list.
Reduction in Teachers. Teachers shall be laid off in accordance with the School Code of Illinois. Seniority rights will be observed when equal qualifications are established in accordance with the School Code of Illinois. In the event a tie exists in the seniority of two (2) or more certified tenured teachers, the following criteria shall be used in priority order to determine the reduction-in-force:

Reduction in Teachers. 14.1 If the Board determines that a reduction in the number of teachers employed is necessary, or that a particular type of teaching service should be discontinued, the Board shall remove teachers from within the category of position to be reduced or discontinued, based on each teachers’ placement in 1 of 4 performance evaluation groups in the “sequence of honorable dismissal list.” Teachers shall be honorably dismissed in group order (i.e., 1-4); with teachers in Group 1 the first to be honorably dismissed and teachers in Group 4 the last to be honorably dismissed. From amongst those teachers in Group 1, the District shall have the discretion to honorably dismiss in any sequence. Within Group 2, the sequence of dismissal shall be based upon the average performance evaluation ratings, with the teachers with the lowest average performance evaluation rating dismissed first. In the event two or more teachers in Group 2 have an identical average evaluation rating, the teacher with a shorter length of continuing service (i.e., less seniority) shall be honorably dismissed first. Within Groups 3 or 4, the teacher with a shorter length of continuing service (i.e., less seniority) shall be honorably dismissed first. If seniority between two teachers is identical, then the teacher with the least amount of educational credit will be released first. The teacher(s) with the least amount of education shall be first released.

Such teachers shall be recalled in inverse order of the honorable dismissal. In the event the School Code requires a longer recall period, the District shall recognize a longer recall period. A teacher’s failure to respond affirmatively within fifteen (15) calendar days after mailing of the Board’s letter sent by certified mail to the teacher’s address on file with the Board or after personal notification shall result in termination of the teacher’s rights to recall hereunder.

If the Board has any vacancies for the following school term or within one calendar year from the beginning of the following school term, or for such other recall period specified by the Illinois School Code, the positions thereby becoming available shall be tendered to teachers who are eligible for recall pursuant to the Illinois School Code who have been so removed or dismissed in the reverse order of layoff so far as they are qualified to hold such positions, based on legal qualifications and any other qualifications established in a District job description on or before the May 10 prior to the date of the positions becoming available.
B. A copy of the tentative seniority list will be provided to the Association President no later than October 5th of each year. The final seniority list will be published seventy-five (75) calendar days before the end of the school year and a copy provided to the Association President on said date.
C. No teacher shall be retained for any position for which he/she is not legally licensed.

All reductions in teachers shall be made in accordance with the Illinois School Code.
Reduction in Teachers. 3.1 In the event the reduction in force of certified teachers cannot be accomplished through other means, the procedure for reduction in force is as follows:
3.1.1 Teachers with “duration of need” contracts will be reduced first.
3.1.2 Intern or licensed teachers will be reduced next.
3.1.3 Probationary teachers will be terminated before a career teacher is terminated, unless a career teacher is not certified to teach in the position for which the probationary teacher is retained. If there is more than one probationary teacher in a position being reduced, the probationary teacher will be dismissed according to the least number of continuous years in the District and areas of certification where required within the areas of assigned duties and degrees attained.
3.1.4 Career teachers holding eliminated positions will be placed in another position for which they are qualified to teach at the time of termination provided those positions are occupied by intern (licensed), probationary or career teachers with less continuous service in the District. These interns (licensed), probationary or career teachers with less continuous service in the District will then be released. A career teacher qualified to teach in a position held by an intern (licensed), probationary or career teacher with less continuous service in the District, but who does not have the necessary certification where required, must apply for the necessary certification through the Personnel Office of the District to the State Department of Education within fifteen (15) days after informed that the career teacher will be reduced. If the career teacher does not make application within the fifteen (15) days, it will be deemed that said career teacher has refused the offer of continued employment with the District and will be terminated.
3.1.5 If a teaching position which is occupied by a career teacher is eliminated pursuant to this RIF article, and the career teacher is certified for another teaching position occupied by a probationary teacher or teachers, reasonable accommodations must be made to give priority for contract renewal to qualified career teachers over probationary teachers.
3.1.6 If there is more than one career teacher qualified to teach in the position being reduced, the following criteria, in this order, will be used to determine which of the teachers will be retained:
