Time Off for Association Business. 21.01 Upon written request by the Association to the permanent head, and with the approval in writing of the permanent head, leave with pay shall be awarded to an employee as follows:
(a) In the case of an employee who is a member of the Provincial Board of Directors of the Association or an elected delegate of a recognized unit of the Association and who is required to attend the Biennial Convention of the Association, the Newfoundland and Labrador Federation of Labour and Component Conventions within the Province, leave with pay not exceeding three (3) days in any year for each of the above Conventions, except that where a Component Convention and the Biennial Convention are held in the same year, leave with pay not exceeding two (2) days may be awarded for the purpose of attending the Component Convention.
(b) In the case of an employee who is a member of the Provincial Board of Directors of the Association and who is required to attend meetings of the Association within the Province, leave with pay not exceeding three (3) days in any year.
(c) In the case of an employee who is a member of the Provincial Executive of the Association and who is required to attend meetings of the Association within the Province, leave with pay not exceeding three (3) days in any year.
(d) In the case of an employee who is a member of the Provincial Board of Directors of the Association or a delegated representative and who may wish to attend meetings of the C.L.C. or N.U.P.G.E., leave with pay not exceeding five (5) days in any one year. The permanent head may grant additional leave without pay for this purpose.
(e) Subject to the approval of the permanent head, additional leave without pay may be granted for attending to Association business. Employees will accrue seniority during such period of absence.
21.02 With the approval of the permanent head, leave with pay shall be awarded to employees who are members of negotiating committees while they are attending actual negotiating sessions on the understanding that the number of employees in attendance at negotiations shall be kept to a reasonable limit. The Association shall notify the permanent head of the employees affected prior to the commencement of negotiations and employees shall in all instances give prior notice of absences from work to their immediate supervisors and such notice shall be given as far in advance as possible.

Time Off for Association Business. 9.01 The Employer will grant time off with pay to an employee (and/or representative) attending grievance, arbitration, or Board of Reference hearings.
9.02 Where operational requirements permit, the Employer will grant:
(i) leave with pay to four employees to attend contract negotiations for the duration of the negotiations;
(ii) leave with pay to a reasonable number of employees to meet with management on behalf of the Association;
(iii) leave with pay to four employees to attend meetings to prepare for negotiations to a maximum of five days.
(iv) leave without pay to a reasonable number of employees to attend Executive Council meetings, conventions of the Association, or other Association business.
Time Off for Association Business. 22.1 Federal Public Sector Labour Relations Board Hearings
22.1.1 Complaints made to the Federal Public Sector Labour Relations Board pursuant to the Public Service Labour Relations Act
22.1.1.1 When operational requirements permit, the Council will grant leave with pay:
(a) to an employee who makes a complaint on his own behalf, before the Federal Public Sector Labour Relations Board, and
(b) to an employee who acts on behalf of an employee making a complaint or who acts on behalf of the Association making the complaint.
22.1.2 Applications for Certification, Representations and Interventions with respect to Applications for Certification
22.1.2.1 Where operational requirements permit, the Council will grant leave without pay:
(a) to an employee who represents the Association in application for certification or an intervention, and
(b) to an employee who makes personal representation in opposition to a certification.
22.1.3 Employee called as a witness
22.1.3.1 The Council will grant leave with pay:
(a) to an employee called as a witness by the Federal Public Sector Labour Relations Board, and
(b) when operational requirements permit, to an employee called as a witness by an employee or by the Association
Time Off for Association Business. The Employer recognizes the right of the Association to conduct its own affairs and that the Association’s President and 1st Vice President may desire to be easily accessible to the Employer, the Agency and the employees alike. To maintain this accessibility, the Association’s President and 1st Vice President shall be allowed up to one hundred (100) hours a year (each) of vacation, compensatory time, or leave without pay to conduct this business, when requested by the individual employee. When assistance is requested by the Employer, time required for such assistance will not be considered to be leave.
Time Off for Association Business. 22.1 Federal Public Sector Labour
Time Off for Association Business. Association board members shall be allowed to take time off, in hourly increments, to conduct Association business. Such time off is not to be considered hours of work for the City and may not exceed an aggregate total of 800 hours annually. A rank for rank replacement shall be provided for all Platoon Duty board members taking such time off outside of Scheduled Overtime Duty (SOD) procedures. If no replacement is provided, no time off shall be allowed. The Association shall pay the City the Platoon Duty salary rate (including overtime) of the replacement. Special Duty board members shall be allowed to take time off to conduct Association business subject to the operational needs of the Department. The Association shall pay the City the straight time salary rate of the Special Duty board member. The provisions of this paragraph shall not apply to such time taken off pursuant to provisions of State or City law or under other provisions of the MOU. Permission for time off must be arranged at least 24 hours in advance; however, time off may be granted without this advance notice under circumstances which could not be anticipated, subject to the approval of the Fire Chief. Payment shall be made to the City quarterly. The failure of the City to receive reimbursement as stated above, within 45 days of the quarterly due date, shall result in immediate cessation of obligations under this Article. At the time such payment is received, the obligations under this Article will become fully operative.
Time Off for Association Business. (a) The Commission agrees to grant leave of absence with pay (including sufficient travel time) to employees who are representatives of the Association on the Association's Bargaining Committee required to carry on negotiations with the Commission. The Association agrees to bear all related expenses for such representatives. The maximum number of these representatives shall be two.
(b) The Commission recognizes that occasions may arise when a designated representative on the aforesaid Bargaining Committee is unable to attend at negotiations, and the Commission agrees to grant leave of absence with pay to an alternate representative on such occasions.
(c) The Association agrees to furnish the Commission with a list of designated Bargaining Committee members and their alternates and, upon request, to provide the Commission with a list of the Association participants at each negotiating session.
(d) Should additional employees be required to attend negotiations for the purpose of providing technical information or advice, a leave of absence without pay may be granted, subject to operational requirements.

Time Off for Association Business. Employees attending to the business of the Association pertaining to the affairs of the Company shall not suffer the loss of straight time pay while attending meetings with the Company, mediation or investigating grievances. This excludes any arbitration cases as per Article 6.
Time Off for Association Business. 9.01 The Employer will grant time off with pay to an Employee (and/or representative) attending Grievance or arbitration hearings.
9.02 Where operational requirements permit, the Employer will grant:
(1) leave with pay to four (4) Employees to attend meetings to prepare for negotiations. The Association will pay the substitute costs,
(2) leave with pay to four (4) Employees to attend contract negotiations for the duration of the negotiations. The Association will pay the substitute costs,
(3) leave with pay to a maximum of two (2) Employees to meet with the Employer on behalf of the Association. The Association will pay the substitute costs,
(4) leave with pay to a reasonable number of Employees to attend Executive Council Meetings, conventions of the Association or other Association business provided that Substitute Teachers are available. The Association will pay the substitute costs,
(5) leave with pay to attend Nunavut Professional Improvement Committee meetings. The Association will pay the substitute costs,
(6) leave with pay to attend Nunavut Educators Qualification Services meetings. The Association will pay the substitute costs.
