Objectives and Outcomes. 4.1 The Partners shall undertake the delivery of the WS model of care to achieve the Outcomes described in the outcomes framework in detail in Schedule 3. The five key outcome domains and outcomes are: 1. People have a high quality of life 2. Care is safe, effective and people have a good experience 3. Professionals experience an effective integrated environment 4. Care is financially sustainable 5. Care delivery is efficient 4.2 The long term aim is to create consistent and widespread co-ordination of services that meet the needs of individuals attending the hub. Partners will work effectively to assess, identify risk early and quickly put in place the care and support necessary to actively avoid further deterioration and facilitate fast recovery through providing proactive assessment, care planning and reactive care support where appropriate. 4.3 A working group will be formed to further develop the outcomes and evaluation framework specifically for the Programme. The objective of the group will be to review a list of proposed metrics from various Partners, and agree the best set of outcomes and associated metrics for measuring and evidencing the benefits of the Programme. 4.4 The working group will also be responsible for developing the framework and agreeing the mechanisms for reporting the outcomes and metrics, both within the short term and long term. Objectives and Outcomes. The 2003 CSHA acknowledges that Bilateral Agreements will be the main instrument for articulating housing assistance outcomes and objectives. The following objectives and outcomes seek to outline the work of the ACT during the duration of this Bilateral CSHA. They contain the strategies and mechanisms by which the ACT Government will provide safe, appropriate and affordable housing for those in need. The ACT will ensure that the activities it undertakes for the purpose of achieving the outcomes required under this Bilateral Agreement are designed to achieve best value for money for Commonwealth funding. “Best value for money” means the best possible outcome that can be achieved, taking into account all relevant costs and benefits. The objectives, and the mechanisms and strategies that will achieve the desired outcomes of these objectives under this Bilateral Agreement are: Objective 1: Develop and maintain a viable and sustainable social housing sector (Relates to Guiding Principles 1, 4, 6 and 9) 1.1: The efficiency and effectiveness of the public housing sector10 is improved. 1.2: Community housing and other affordable housing options in the ACT are expanded. 10 In line with the principles of the public housing Asset Management Strategy. Through the mechanisms outlined below, the ACT Government seeks to develop, deliver and maintain housing responses that meet the needs of low to moderate income households and/or people with complex or special needs. Outcomes under this objective are: 2.1. Housing assistance meets the needs of client / target groups. • Outcome 2.2: Housing assistance options are developed for low to moderate income families. In order to fully and effectively support those in need, housing programs must be well integrated across the government and non-government sectors. Better integration and cooperation between government and community programs will support flexible and innovate housing options that will go towards meeting the requirements and choices of ACT residents in housing need. This will help to reduce disadvantage and alienation and allow people to better participate in society. Outcomes under this objective are: 3.1: Clients receive better, equitable access to housing through improved and integrated service delivery.

Objectives and Outcomes. The overall goal of the Project is to develop new recommendations for a BSM that protects beneficial uses of receiving waters and achieves the following benchmarks in order of priority: 1) meets basic treatment (Ecology’s treatment objectives for TSS); 2) meets enhanced treatment (Ecology’s treatment objectives for dissolved copper and zinc); 3) meets Ecology’s treatment objective for phosphorus; and 4) is affordable and available. • Confirm that the Project study design meets BWG’s and Ecology’s needs for recommending new BSM specifications required by the Western Washington NPDES municipal stormwater permits. • Identify the optimum BSM blend(s) based on the Project’s results for export potential and pollutant capture capability. • Determine metrics and numeric ranges for the new BSMs that can be consistently replicated in western and eastern Washington. • Evaluate the ability of the media treatments to reduce or eliminate toxicity in aquatic animals exposed to urban stormwater runoff. • Develop Washington State specifications for an improved BSM that: o reduce contaminant flushing compared to the current 60/40 BSM; o meet Ecology’s treatment objectives for total suspended solids (TSS), dissolved copper and zinc, and phosphorus; o support plants; and o minimize toxicity to aquatic organisms. • New, science-based metrics (from comprehensive testing of BSM components and blends) that more accurately describe BSM specifications and made available statewide. • Make recommendations to Ecology for consideration and adoption as an alternative BSM in the SWMMWW for use in bioretention facilities. King County’s responsibilities include, but are not limited to: coordination with the XXX Coordinator; subcontracting administration; invoice submittal and corresponding backup documentation; and progress reports. The subcontractor, Xxxxxxx (Xxxxxx Xxxxxx), will share responsibilities for project management including communication with the XXX Coordinator, and one presentation to the Stormwater Work Group (SWG). The Parties will continue to work together on seeking federal cooperation. 2.3 The Parties acknowledge that consideration of proposals developed under this MOU by September 2020 will help facilitate timely development of operational and financial plans of the respective jurisdictions, including TransLink’s 2021 budget. 2.4 The Parties acknowledge that respective jurisdictions have independent decision-making processes which will not be fettered by the process under this MOU. 2.5 The Parties acknowledge that the BC Restart Plan and COV – 19 recovery could reasonably last well into 2022, 2023 or beyond, and that work under this MOU may need to continue in the near and medium term. Future work may also include a shared interest in exploring fiscal policies that help contribute to sustainable and predictable revenue sources over the longer term for respective jurisdictions.

Objectives and Outcomes. 3.1 This Agreement establishes a regional partnership to achieve sustainable and measurable improvements for people living in the Anindilyakwa region across a range of outcomes. The parties will work together to coordinate services and effectively deliver initiatives across communities in the region in response to locally identified need. 3.2 The parties will work together to: 3.2.1 Improve housing outcomes including facilitating the transition from community housing to home ownership, public housing and commercial development; 3.2.2 Improve health service delivery, including enhancing access and availability of services and developing region-specific health interventions; 3.2.3 Improve educational outcomes across the region from early childhood to adult education and training; 3.2.4 Improve employment outcomes, including increasing rates of Indigenous people entering and remaining in long-term, meaningful employment; 3.2.5 Enhance opportunities for business and enterprise development in the region; 3.2.6 Enhance community safety, including reducing substance abuse and improving police presence; 3.2.7 Improve the capacity of all organisations in the region through the delivery of governance and leadership training; and 3.2.8 Develop a strong partnership between industry, the community and government that works with Indigenous people locally to generate solutions to complex issues in the region and address obstacles to achieving the objectives of this Agreement. 3.3 Plans to achieve the objectives of the regional partnership are set out in the Schedules, or may be set out in additions to the Schedules, or additional Schedules, or may be set out in other documents, such as legal agreements, as appropriate.
