Project Kick-Off. Once the scoping is complete and contract is in place, conduct a kick- off meeting with the City staff to review the work assignments, project schedule, review risk assessment, obtain information from the City. Design Criteria / Study / Analysis Many of the project types outlined in the RSOQ typically require some level of study or analysis to develop design criteria. We will work with the City to prepare information and provide recommendations for design criteria selection.
Project Kick-Off. Contractor shall attend up to ten (10) meetings, with County's designated Department of Public Utilities ("DPU") Project Team, either in person or virtually as mutually agreed upon by County and Contractor (“Parties”),_the first of which shall be a Project kickoff meeting.

Your PM will take this opportunity to ask you questions about your operation and to familiarize themselves with the high-level details of the project. They will also be interested in scheduling a mutually convenient date to the Business Requirements Review described below. Finally, your PM will discuss with you several things that you can prepare or provide to Tyler prior to the Business Requirements Review that will allow us to get started on your project right away. • Business Requirements Review The purpose of the Business Requirements Review is to outline the implementation process, gather information from you about your current business process, recommend how you might create or improve efficiency, set expectations, and to task users to review/provide certain information and materials. Chief among the goals is to identify critical business process differences and to identify critical go-live dates. If there are multiple locations or jurisdictions of courts involved in your project, please meet with them prior to the Business Requirements Review to discuss any business process differences as well as how you might want to consolidate those into a common set of processes. The Business Requirements Review will be done via teleconference. The PM will schedule the call with representatives from your team who should include the target users of Tyler Jury Manager. The meeting will take approximately 2 hours. Before the Business Requirements Review, your PM will provide an agenda for distribution to the group. Afterwards, your PM will provide meeting minutes as well as a list of action items. You will be asked to review the minutes and action items (to make sure we have got it right) and provide your sign-off before further work proceeds. • Installation of Test Site Installation will be conducted remotely by Tyler Technologies professional installers using Virtual Private Network or Remote Desktop access. Your PM will be asking you to make the necessary arrangements with your IT staff for such remote access, and to ensure that any necessary hardware, operating system, network, and database systems are ready and pre-installed with certain things prior to the date of installation. Project Kick-Off. Consultant will meet with Owner to discuss and memorialize the Project’s requirements. We will meet and introduce all of the participants; outline the design process; discuss specific goals and objectives; transfer site information, discuss elements of the site and program, and agree upon a tentative schedule. At this time we would also like to get a full briefing on the history of the site, and be allowed access to any documentation Owner has on the site. We will also discuss stakeholder input strategy and format and strategy for public meetings/input. Due to Covid-19 restrictions, the public meeting may be held virtually. Options for a virtual format will be discussed and agreed upon at the kick-off meeting for all future stakeholder and public meetings.

During this meeting, Mintier Harnish will work with City staff to accomplish the following: • Review the work scope and schedule. • Establish communication protocols, including monthly status reporting, project status coordination calls, and conference call/online video call protocols. • Determine a typical review schedule needed by City staff for draft work products. • Identify informational sources and available GIS mapping data, including its level of accuracy, status, and most recent updates. • Review and discuss overall organization of the Housing Element Update. • Discuss the community engagement strategy, City staff and Consultant roles and responsibilities, and formation of the Focus Group. • Review preliminary RHNA. • Discuss data resources, approach, and methodology for the sites analysis. • Discuss critical housing issues and the City’s existing Housing Element. • Discuss critical safety issues, with particular focus on wildfires. • Determine consultation and coordination with appropriate governmental agencies. • Review Circulation, Safety, and Environmental Justice Element requirements and update approach. • Review the 2020 Ad Hoc Committee Comments. • Confirm the approach to community engagement. Following the kick-off Meeting, City staff will lead a half-day tour of the city and highlight areas of interest or places that are experiencing change or are expected to experience change and other geographic-based issues.

Phase 2 – Existing Conditions and Analysis • Prepare for and conduct initial interviews with staff, review job descriptions and department functions and programs, identify potential internal or external customers whose input would be helpful in evaluating administrative functionality of the departments. • In consultation with the Steering Committee, identify five cities to use in a comparative analysis of the analytical and administrative function of subject departments. Cities will be chosen based on population size, geography, budget, services delivered and other attributes. Deliverable: Existing conditions memorandum Phase 3 – Organization and Operations Assessment and Comparative Analysis • Benchmark performance of the subject administrative functions using internal performance measures, industry best practices, as well as satisfaction ratings and other comments from internal or external customers. Analysis will include an examination of operational functionality, culture and behavioral expectations, internal accountability and transparency, and the ease with which the public can access information. • Contact the five comparison cities and request information to compare staffing levels, functional responsibility, processes, performance and service profiles with the subject departments in Redwood City. Data may also be gathered from internet searches and other resources. Deliverable: Organization and operations assessment memorandum Phase 4 – Develop Findings & Recommendations • MRG will develop findings and recommendations that identify opportunities for improvement or programmatic change intended to improve efficiency across the subject departments. Recommendations will be prioritized based on ease of implementation as well as Redwood City’s existing budget constraints. Deliverable: Recommendations memorandum
Project Kick-Off. Prior to scheduling the project kick-off meeting, the AssetWorks account management and assigned project manager will meet to formally transition the project for implementation, at this time the AssetWorks project manager will be formally assigned and the AssetWorks project manager will reach out to the City team to plan and schedule the project kick-off meeting and other activities. The kick-off meeting will be conducted at City with the AssetWorks project manager on-site. Once the project kick-off schedule is defined, AssetWorks will prepare and facilitate a project kick-off meeting. The kick-off meeting will consist of an introduction to the project for City’s core implementation team. The meeting will review the project scope and time line as well as review the roles of each team member and expectations for project participation. After the kick-off meeting, AssetWorks will work with City’s project manager to finalize the project plan based on information that was discussed at the kick-off meeting.
