Teacher on Special Assignment. The position of "teacher on special assignment" has been created to assist staff in the development and implementation of education programs, as directed by the Superintendent. The Superintendent shall have the final authority to assign unit members to this position. The creation of any bargaining unit position, including that of teacher on special assignment, does not mean that such position need be filled. Any assignment to the position of teacher on special assignment shall generally be for the duration of one school year, unless continued for subsequent year(s). Upon completion of such assignment, the bargaining unit member will be reassigned following the procedures outlined in this Article, and in the same manner as applied to a unit member returning from a leave of absence. Bargaining unit members holding the position of teacher on special assignment shall not be required to evaluate staff.
Teacher on Special Assignment. The designation of teacher on special assignment shall be defined as any teacher who voluntarily accepts temporary assignment to administrative or other duties. Teachers on special assignment shall remain members of the bargaining unit.
Teacher on Special Assignment. The position of teacher on special assignment has been established for the purpose of addressing specific needs of the district which are of a temporary nature. The position may be expected to exist for a period of from one (1) semester up to two (2) full years. For the purposes of this contract, all provisions are deemed to apply to the position with the following exception: Any member returning from special assignment in the district shall be assigned to the same position held, including the same building and subject area, prior to the special assignment unless the member seeks and obtains a new position elsewhere in the district. The Superintendent/designee will annually notify any member on special assignment and the Association of the status of the assignment, including the member’s rights under this article.
Teacher on Special Assignment a. Leave for the period up to a full school year shall be granted to one (1) teacher for the certified purpose of providing full-time representation for the Association. This leave will be renewed each year for one (1) year periods, providing that certified request is made each year for the succeeding year prior to the expiration of the then current school year. The Association will purchase one hundred percent (100%) of the BA Step 1 salary for the applicable school year.
b. Tenure will be broken if the affected teacher fails to report for duty at the expiration of the approved leave and, also, if the teacher granted the leave, resigns or is severed from the representation position and does not apply for reinstatement on or before the effective date of such resignation or severance.
c. At the expiration of the "special assignment" leave, the employee shall be restored to a similar teaching position in the district.
d. The employee must be certified at all times during such leave.
Teacher on Special Assignment. 9.4.1 Open positions for a Teacher on Special Assignment shall be posted in the District.
9.4.2 Effective July 1, 2002, a bargaining unit member shall have the choice to return to the teaching position s/he vacated when accepting a position as a Teacher on Special Assignment for up to one (1) school year. If, however, extenuating circumstances exist which make return to the vacated position problematic the Parties to this Agreement shall meet and discuss the situation.
9.4.3 A Teacher on Special Assignment may not fulfill the role of a supervisory employee, meaning having the authority to evaluate, hire, transfer, suspend, lay off, recall, promote, discharge, assign, reward or discipline other employees, or the responsibility to assign work to and direct them, or to adjust their grievances, or effectively recommend such action, if, in connection with the foregoing functions, the exercise of that authority is not of a merely routine or clerical nature, but requires the use of independent judgment.
Teacher on Special Assignment. 1. Any Bargaining Unit Member who is temporarily assigned, transferred or hired to fill a position that exists specifically to support administrative activities and implementation of District programs shall be referred to as a “Teacher on Special Assignment” (TOSA).
2. The district, in agreement with the Rochester Education Association, referred to hereafter as The Association, may employ TOSAs to support the ongoing work of educators in the school district. It is understood that this work involves contact time with educators and administrators during the regular contract day. It is also understood that the total number of hours TOSAs work in a year is not meant to exceed the total number of contract hours for certificated employees.
3. TOSA positions shall not add to or impact the workload of Bargaining Unit Members. Should a TOSA position impact the aforementioned, the district shall first ensure that the Bargaining Unit position to be vacated will remain intact until a permanent replacement (for the duration of TOSA assignment) has been determined and hired.
4. An employee serving as a TOSA shall be entitled to all contractual rights and economic provisions of this Agreement.
5. Collaboration should take place between The Association, TOSA, and the immediate supervisor to create a mutually agreed upon schedule that allows for flexibility. It is understood that work before and after the school year may be requested, but not required, by an immediate supervisor, and shall be granted if agreed to by the Association, unless it is part of a supplemental contract.
6. It is possible for a certificated member to serve as both a teacher and TOSA. In these situations, the member will be evaluated in accordance with Article 26.
7. These positions shall serve as non-administrative, non-supervisory and shall not have the authority to discipline, evaluate, or make recommendations or suggestions on the performance of a Bargaining Unit Member. Any information obtained by a Teacher on Special Assignment when working with other Bargaining Unit Members shall be treated as confidential between the two members except as required by law. Information gathered while assisting other employees shall be deemed confidential and shall not be used for or during any part of a Bargaining Unit Member’s evaluation.
Teacher on Special Assignment. A Teacher on Special Assignment is any bargaining unit member relieved of their classroom duties on a part time or fulltime basis for an entire school year to work with the administration on district-wide projects or programs. i.e.– Curriculum Coordinator. Listed below is additional information regarding teachers selected for this assignment: • Job postings and the selection process will be done according to articles of the ATA contract. • The bargaining unit member will maintain their seniority as it existed before becominga teacher on special assignment. (As legally required by NYS statute) • The teacher will receive all benefits as outlined in the ATA agreement. • The teacher may be requested by the Superintendent to work up to an additional 20 workdays over the summer between June graduation and August 31st. The teacher will be paid an additional month’s salary using the equation: (Total Salary/10Months = 11 Month Salary) • In recognition of the additional level of responsibility and necessary skills a teacher on special assignment will assume or demonstrate he/she will receive an additional stipend of: Half Day $2,500 Full Day $5,000
Teacher on Special Assignment. Based on teacher’s Negotiated Agreement salary, including the teacher’s daily rate for additional days beyond the teacher contract.
Teacher on Special Assignment. Certified teachers may agree to serve in either a part-time or full-time position of Teacher on Special Assignment. The teacher will remain a bargaining unit member of Education Minnesota- Alexandria and will be employed under the terms and conditions of the Master Agreement. The following conditions will pertain to a Teacher on Special Assignment:
(1) All new special assignment positions will be identified through the meet and confer process.
(2) All special assignment positions will be posted internally and a pool of internal candidates will be interviewed. If no internal candidate can be administratively recommended to the School Board, the School District may post externally and hire a candidate according to School Board policy.
(3) A teacher will retain the seniority status for his/her years of teaching experience in the School District. The teacher will advance on the salary schedule for his/her years of experience and approved lane changes as per ARTICLE VII and ARTICLE IX.
Teacher on Special Assignment. The purpose of this article is to provide guidelines for teachers on special assignment (TOSA). These opportunities for current bargaining unit members are developed to utilize a teacher’s expertise in furthering specialized goals of the District.
