TRANSFERS, PROMOTIONS, AND DEMOTIONS. All transfers, promotions, or demotions must be cleared and approved by the Office of Non-Instructional Staffing. Employees transferring to a new position must notify their present supervisor two weeks prior to the effective date of the transfer. Every effort should be made to report to the new position at the beginning of the new pay period. TRANSFERS: When an employee is transferred or reassigned to a position in the same pay grade, he/she will receive no salary increase. PROMOTIONS OR UPGRADES: Effective July 1, 2007, when an employee is promoted or assigned to a position which is classified in a higher pay grade, he/she will be given an increase to the step equivalent to no less than a 5% increase on the salary schedule, effective the start of the next pay period following the employee assuming responsibilities in the promoted or upgraded position. However, the new pay shall not exceed the maximum of the new paygrade. Effective July 1, 2007, when his/her current annual salary is already in excess of the first step of the new paygrade, he/she will be placed on that step of the new paygrade that provides at least a 5% increase. (Promoted bus drivers will be placed on the salary step of the new paygrade that provides an hourly rate that is at least a 5% increase). If his/her salary is equal to or above the maximum of the range from the position to which he/she is assigned, no change in salary shall be considered. DEMOTIONS: 1. Unsatisfactory Performance - In the event an employee is demoted to a position in a lower pay grade, as the result of inability to perform satisfactorily in the higher grade, or is reassigned to a position in a lower pay grade at his/her own request, that employee shall be placed within the lower pay grade determined by the years of creditable service within the system. However, under no circumstances may an employee receive an increase in pay as a result of a demotion. 2. Reclassification of Job to a Lower Pay Grade - In the event a position is reclassified to a lower pay grade and the incumbent cannot be placed in a position of comparable pay grade, the individual's rate of pay shall remain the same, unless the current rate of pay is above the maximum of the new pay grade, in which instance the rate of pay shall be reduced to the maximum of the new pay grade. 3. TRANSFERS, PROMOTIONS, AND DEMOTIONS. If an employee is promoted or transfers voluntarily from one Department to another, he shall be subject to a sixty (60) calendar day probationary period. The employee shall have thirty (30) calendar days in which to voluntarily return to his former position. The City may return the employee to his former position at any time during the sixty (60) day probationary period. If an employee is involuntarily transferred from one Department to another, he shall be subject to a one (1) year probationary period. If he should be unsuccessful in his new position he may be laid off if no other suitable position exists within the Bargaining Unit, although the City shall use its best efforts to attempt to retain the employee in the City service. Promotions shall go to the step in the new classification that results in a pay raise. The Promotion date then becomes the date for subsequent step increases. Transfers (moving within a classification or between classifications with the same pay) shall remain in the same step and the transfer date has no impact on the date for subsequent step increases. Demotions, voluntary or involuntary, shall go to the step in the new, lower classification that is equal to or if none, lower than the step previously held. The demotion date has no impact on the date for subsequent step increases.

If an employee who requested a reassignment to a lower pay grade is subsequently promoted within one year, he/she will receive no more than a five (5%) promotional increase regardless of the new pay grade.

TRANSFERS, PROMOTIONS, AND DEMOTIONS. When an employee is transferred, promoted or demoted, his rate of pay for the new position shall be determined as follows:
TRANSFERS, PROMOTIONS, AND DEMOTIONS. Any employee who is promoted, demoted, or who is transferred to another department or classification shall not accrue seniority in the department or classification to which assigned until he/she has satisfactorily completed a thirty (30) day probationary period except as otherwise provided in Paragraph 11.8 of this Agreement. Upon satisfactory completion of such probationary period, he/she shall be given credit for departmental and classification seniority from the first day of work in the department and classification to which he/she has been assigned. System seniority shall continue to accrue during such 30-day period. Employees' positions which are protected by the provisions of Paragraph 14.18 shall be filled on a temporary assignment made by administration up to the length of time the position is protected. The employee filling the protected position on a temporary basis shall not accrue seniority in the temporary and protected position he/she fills. But time in the temporary position shall be counted as seniority in the employee's classification at the time of his/her assignment for bidding another permanent position.
