Chief Officer. 9.1 The Argyll & Bute Integration Joint Board shall appoint a Chief Officer in accordance with section 10 of the Act, who by virtue of that appointment shall also be the Chief Officer of the Partnership. This Scheme does not allow for the Chief Officer to be the same individual as the Chief Social Work Officer.
9.2 The Chief Officer has both strategic and operational responsibility for all delegated functions. The post holder is directly responsible to and line-managed by the Chief Executive Officers of both Parties and via the Chief Executive Officers is responsible to the NHS Highland Board and Argyll and Bute Council. The Chief Officer is also accountable to the Argyll & Bute Integration Joint Board. The Chief Officer’s contract of employment will be with one of the Parties, who will then second the Chief Officer to the Argyll & Bute Health and Social Care Partnership.
9.3 The Chief Officer will be accountable directly to the Argyll & Bute Integration Joint Board for the preparation, implementation of and reporting on the 3 Year Strategic Plan. The Chief Officer will also be responsible for operational delivery of services and the appropriate management of staff and resources.
9.4 The Chief Officer will establish a Senior Management Team, equipped to direct and oversee the structures and procedures necessary to carry out all functions in accordance with the 3 Year Strategic Plan. Relevant individuals and sub groups of the Senior Management Team will be tasked with specific strategic or operational tasks.
9.5 In the event that there is a prolonged period when the Chief Officer is unable or unavailable to fulfil his/her functions interim arrangements will be required to temporarily replace the Chief Officer. The Parties will nominate a suitably qualified and experienced senior officer to carry out the functions of the Chief Officer, for the duration of the interim period and submit the said nominations for approval by the Argyll & Bute Integration Joint Board’s Chair and Vice Chair.
9.6 The Chief Officer’s objectives will be set annually and performance appraised by the Chief Executive Officers of both Parties, in consultation with the Chair and Vice Chair of the Argyll & Bute Integration Joint Board.
9.7 Subject to the prior written consent of the other Party (acting reasonably) and with the consent of the Chair and Vice Chair of the Argyll & Bute Integration Joint Board, the Chief Executive Officer of either Party may direct the Chief Officer to be mana...
Chief Officer. The arrangements in relation to the Chief Officer agreed by the Parties
6.1 The Chief Officer will be appointed by the Integration Joint Board and is employed by one of the Parties on behalf of both. The Chief Officer will have an honorary contract with the non-employing party. The Chief Officer will be seconded by the employing party to the Integration Joint Board and will be the accountable officer to the Integration Joint Board.
6.2 The Chief Officer will have delegated operational responsibility for delivery of integrated services, except acute hospital services with oversight from the Integrated Joint Board. In this way the Integration Joint Board is able to have responsibility for both strategic planning and operational delivery.
6.3 The Chief Officer will provide a single senior point of overall strategic and operational advice to the Integration Joint Board and be a member of the senior management teams of the Parties. As a member of both corporate management teams the Chief Officer will be able to influence policy and strategic direction of both the Council and the Health Board from an integration perspective.
6.4 The Chief Officer will provide a strategic leadership role and be the point of joint accountability for the performance of services to the Integration Joint Board. The Chief Officer will be operationally responsible through an integrated management team for the delivery of integrated services.
6.5 The Chief Officer will be jointly line managed by the Chief Executives of the Health Board and the Council. This will ensure accountability to both Parties and support a system-wide approach by the Health Board across all of its component integration authorities.
6.6 In the event that the Chief Officer is absent or otherwise unable to carry out their functions, at the request of the Integration Joint Board, the Chief Executives of the Health Board and the Council will, in consultation with the Chair /Vice Chair of the Integration Joint Board, jointly appoint a suitable interim replacement.
6.7 There are no acute hospitals in East Renfrewshire and the Chief Officer has no acute hospital operational responsibilities. (The Integration Joint Board will be responsible for the planning of Acute Services but the Health Board will be responsible for the operational oversight and management of Acute Services.) Chief Officer. 8.1 The Integration Joint Board shall appoint a Chief Officer in accordance with section 10 of the Act. The arrangements in relation to the Chief Officer agreed by the Parties are: The Chief Officer is a member of the senior management team of both the Health Board and the Council The Chief Officer will be appointed by the Integration Joint Board, employed by one of the Parties and seconded by that Party to the Integration Joint Board. The Chief Officer will attend Senior Management Team meetings of the Health Board and the Council, and will work with the senior management team of both Parties as required to carry out functions in accordance with the Strategic Plan. The Chief Officer is line managed jointly by the Chief Executives of the Council and the Health Board and is accountable to both Parties. The Chief Officer will have delegated operational responsibility for delivery of integrated services, as outlined in Annexes 1, 2 and 4 of this Scheme except as they are exercised for acute hospital services. The Health Board Chief Executive is responsible for the operational management and performance of acute services and will provide regular updates to the Chief Officer on this. The structural arrangements at senior officer level within Glasgow City include the positions of Chief Officer Operations; Chief Officer, Planning and Strategy and Chief Social Work Officer; and a Chief Finance and Resources Officer. The absence of the Chief Officer for any period will be covered by one of these post-holders. The Chief Officer will nominate a senior officer to act for him or her during periods of absence. In the absence of a nomination, the Chair and Vice Chair of the Integration Joint Board and the Chief Executives of both Parties will agree a person to act.

Chief Officer. 9.1 The Chief Officer of the IJB will be appointed by the IJB as soon as is practicable after the date the Parliamentary Order to establish the IJB comes into force.
9.2 Where the person to be appointed is an existing member of staff of the Council or the Health Board, the person will be seconded to the IJB by that constituent body.
9.3 Where the person is not an existing member of staff of the Council or the Health Board, then the person will be appointed as a member of staff of a constituent body and then seconded to the IJB.
9.4 In the event that paragraph 9.3 applies, the Chief Officer may choose which of the constituent bodies he or she wishes to be appointed to.
9.5 An honorary contract arrangement will be put in place to establish the Chief Officer as an employee of both the Council and the Health Board.
9.6 Before appointing a person as Chief Officer, the IJB will consult the constituent bodies as to the suitability of the appointment and must take into consideration the views expressed by the constituent bodies.
9.7 The Chief Officer role will be as follows, in accordance with (but not limited to) the Act and associated Regulations:
(i) to be accountable for the effective delivery and development of Services provided in the exercise of functions delegated to the IJB and improved outcomes for the population of East Dunbartonshire;
(ii) to develop, deliver and annually review a Strategic Plan and associated policies for delegated functions on behalf of the IJB and for the effective operational implementation of these strategies on behalf of the Council and Health Board, in line with the Strategic Plan;
(iii) to be responsible for a supporting Financial Plan that allocates budgets to meet the objectives as agreed by the IJB, ensuring that financial targets are achieved within the resources available;
(iv) to develop and set standards for the joint delivery of Services, ensuring a robust performance management framework is in place to measure service delivery and ensure continuous improvement;
(v) to ensure that all statutory clinical and non-clinical governance and professional standards are adhered to and that associated systems are in place;
(vi) to be responsible for preparing an annual Performance Report and to report strategic and operational performance to the IJB and on behalf of the constituent bodies, as required;
(vii) to be responsible for ensuring the IJB is highly effective at engaging with its stakeholders and the wider community;

Chief Officer. 6.1 The Arrangements in Relation to the Chief Officer Agreed by the Parties
6.1.1 The Chief Officer will be appointed by the Integration Joint Board and will be employed by one of the Parties on behalf of the Integration Joint Board, in accordance with section 10 of the Act. The Chief Officer will be seconded by the employing party to the Integration Joint Board and will be the principal advisor to and officer of the Integration Joint Board.
6.1.2 The Parties acknowledge and agree that the Chief Officer’s role will be to provide a single senior point of overall strategic and operational advice to the Integration Joint Board and be a member of the senior management teams of the Parties.
6.1.3 The Parties agree that the Chief Officer will be responsible for the operational management and performance of Integrated Services, and such other Lead Partnership Services as are delegated to the Integration Joint Board.
6.1.4 The Parties agree that the Director for Acute Services will be responsible for the operational management and performance of Acute Services and will provide updates on a regular basis to the Chief Officer on the operational delivery of Acute Services provided within University Hospital Ayr and University Hospital Crosshouse.
6.1.5 In relation to Lead Partnership Services, the Parties agree that the Chief Officer of the lead Integration Joint Board will be responsible for the operational management and performance of those Lead Partnership Services and will provide regular updates to the Chief Officers of the other Ayrshire Integration Joint Boards on the operational delivery of those Services.
Chief Officer. 8.1 The Integration Joint Board must appoint a Chief Officer in accordance with section 10 of the Act. Before appointing a person as Chief Officer, the Integration Joint Board must consult with the Parties.
8.2 The Chief Officer has operational management and delivery responsibility for all Services and is accountable to the Parties for the operational delivery of these. This post is jointly managed by the Chief Executives of the Parties who shall have joint performance review meetings involving both of the Party’s Chief Executives on a regular basis.
8.3 The Chief Officer reports to the Integration Joint Board on the delivery of the Strategic Plan and on the delivery of Directions issued by the Integration Joint Board to both or either of the Parties.
8.4 The Chief Officer is a member of the appropriate senior management teams of each of the Parties. This enables the Chief Officer to work with the senior management of both Parties to carry out the functions of the Integration Joint Board in accordance with the Strategic Plan.
8.5 The Chief Officer shall establish and maintain effective relationships with a broad range of key stakeholders across NHS Dumfries and Xxxxxxxx, the Council, the third and independent sectors, people supported by health and social care, Carers, Scottish Government, trades unions and professional organisations.
8.6 In the event that the Chief Officer is absent on an unplanned basis, or otherwise unable to carry out his or her functions, at the request of the Integration Joint Board, a suitable interim replacement for the Chief Officer shall be nominated by the Parties and submitted to the Integration Joint Board for approval and appointment.
Chief Officer. The IJB shall appoint a Chief Officer in accordance with the Act. The arrangements for the Chief Officer are:
6.1 The Chief Officer as Director of Health and Social Care reports to the Chief Executive, Fife Council and the Chief Executive, NHS Fife. Joint performance review meetings involving both Chief Executives and the Director of Health and Social Care take place on a regular basis in accordance with each organisation’s normal performance management arrangements.
6.2 The Chief Officer in their role as Director of Health and Social Care has delegated operational responsibility for the delivery of integrated services as outlined in Annex 1 and 2 of this Scheme.
6.3 The Chief Officer has a senior team of ‘direct reports’. The Chief Officer will nominate one of the Direct Reports to act for him or her during periods of absence. In the absence of a nomination the Chair and Vice-Chair of the IJB and the Chief Executives of both Parties will agree a person to act.
6.4 The Chief Officer as Director of Health and Social Care is a member of the Senior Management Teams of NHS Fife and Fife Council.
6.5 It is recognised and accepted that all members of the Senior Management teams of both NHS Fife and Fife Council have key roles to play in supporting Health and Social Care Integration and delivery of the Strategic Plan.
6.6 The Chief Officer is the Accountable Officer to the Integration Joint Board for Health and Social Care. A key element of the role is to develop close working relationships with elected members of Fife Council and NHS Fife Board members.
6.7 In addition, the Chief Officer has established and maintains effective relationships with a range of key stakeholders including Scottish Government. the Third and Independent Sectors, service-users, Trade Unions and professional organisations.
Chief Officer. 6.1. In accordance with section 10 of the Act, the IJB shall appoint a Chief Officer. The Parties agree that the officer so appointed will be made a member of their respective senior management teams. This will enable the Chief Officer to work with senior management of both Parties to carry out the functions of the RHSCP in accordance with the Strategic Plan.
