TEACHER EVALUATIONS. A. The parties agree that direct classroom observation shall be the primary means used to evaluate the effectiveness of a teacher’s classroom instruction. All monitoring or observation of the work of a teacher shall be conducted openly and with the full knowledge of the teacher. The use of eavesdropping, hidden closed circuit television, public address systems, and similar covert surveillance devices shall be strictly prohibited to all involved parties. However, teacher and student behavior is also monitored through the use of non-classroom school security systems and cameras. Observations collected through such devices may be used and referenced as part of a teacher’s evaluation. B. Video tape machines and tape recorders may be used for the purpose of classroom evaluation with the mutual consent and knowledge of all involved parties. C. Each formal observation of a teacher shall not be for less than thirty (30) minutes. For the purpose of this Article, probationary and tenured teachers will be evaluated at least as often as applicable laws require. D. The evaluator will not verbally interrupt the teacher’s presentation during the period of observation. E. Each teacher, upon his/her employment or at the beginning of the school year, whichever is later, shall be apprised of the specific criteria on which he/she will be evaluated. F. Evaluations shall be by personal observation in the classroom as well as a teacher’s professional conduct during the school day, conducted by the (a) Superintendent; (b) Building Principal or Assistant Building Principal; or (c) other full time administrator possessing a Master’s Degree and three (3) years successful teaching experience at the teacher’s level of certification (Elementary or Secondary). The designated supervisor shall evaluate the teacher. If the evaluation indicates deficiencies, either the teacher or administrator shall have the right to have a subsequent evaluation performed by another administrator employed by the District meeting the criteria specified above. If the deficiency is not noted on two consecutive subsequent evaluations, the deficiency shall be deemed to be corrected. G. For the first evaluation of the year, a pre-evaluation conference shall be held between the evaluator and the probationary teacher. A pre-evaluation group conference shall be held between tenured teachers and the evaluator. H. All evaluations shall be reduced to writing and a copy given to the teacher within ten (10) working days ...

TEACHER EVALUATIONS. A. The Employer and the Association agree that the effective performance of all school personnel is essential to the success of the school program, and such success is enhanced by procedures for assisting and evaluating teacher performance. In this regard, the development of an effective on-going program of evaluation is essential for professional growth. B. At the beginning of each school year, each employee to be evaluated will be furnished with a copy of the evaluation form to be used by the administrator and teacher to establish evaluation criteria as agreed upon by the Employer and the Association. (Attached as Appendix B) C. The professional performance of tenured teachers shall be evaluated at least once every three years. The professional performance of non-tenured teachers shall be evaluated at least once every school year. Each evaluation shall consist of two observations at least sixty days apart and shall not occur in the month of September nor shall they occur during or prior to school events like holidays, homecoming, Applefest. (This list is illustrative and is not meant to be limiting or inclusive.) D. Observations shall be conducted by the building principal or other qualified administrator. The total observation time for the school year shall be not less than sixty (60) minutes in at least thirty (30) minute blocks with the division of this time to be agreed upon by the employee and the administrator. If the parties cannot agree on an appropriate evaluation schedule, the administrator will note this fact on the observation form and will conduct the observation at reasonable times. All observations shall be conducted openly and with full knowledge of the teacher. All non-tenured teachers will have an agreed upon IDP at least two weeks prior to any observation. E. Within ten (10) days after the observation, the employee and the administrator will discuss the observation and reduce it to writing. The employee shall sign the observation report upon receipt of the same. If an employee disagrees with the observation report, the employee may submit a written response which shall be attached to the observation report. F. If there is concern about continued employment of an employee, said teacher shall be notified in writing after the final observation and prior to the formal evaluation of said concerns. G. TEACHER EVALUATIONS. The School Board and the Association recognize that evaluation of the staff is a vital function of the District. A Teacher Evaluation Review Committee consisting of six teachers, including two elementary, two middle school, and two high school teachers appointed by the Twin Falls Education Association; an elementary administrator, a middle school administrator, and an high school administrator appointed by the Twin Falls School District Administration; and three district office administrators to include the Elementary Director, the Secondary Director and the Director of Support Services. The appointment of the members of the committee will be made on or before October 1st of each year. An administrator from the district and a member appointed by the Association will Co-Chair the Committee. The Committee will meet at the call of the Co-Chairs. The Professional Practice portion of the evaluation will be conducted by a member of the building administrative team. The building administrator will meet with the teacher before the first observation to discuss goals and the evaluation tool. The evaluation shall include a minimum of two (2) documented observations annually, with at least one (1) observation being completed by January 1 of each year. In situations where a teacher is unavailable for two (2) documented classroom observations, due to situations such as long-term illness, late year hire, etc., one (1) documented classroom observation is acceptable. At least one of the documented observations will be a minimum of 30 continuous minutes. A residency teacher will have two (2) observations and both will be at least 30 continuous minutes. The formal written evaluation will be reviewed during a post evaluation conference to communicate results, discuss any concerns, commend the employee for a job well done, and to obtain signatures. At the beginning of each contract year, employees will be given a copy of the evaluation and other evaluation tools to be used that year. Employees will sign that the documents have been received.

It is recognized by the parties that evaluation of teacher performance is the responsibility of the school administration. C. As in the past, observation of the work performance of a teacher will be conducted openly. Formal observation sessions shall be with full knowledge of the teacher. All other observations of the teachers work performance, which are to be made part of his file, will be made known to the teacher. D. A teacher shall be given a copy of any class visit or evaluation report prepared by his evaluators within five (5) school days after the observation. The teacher shall acknowledge that he has read such evaluation by affixing his signature on the actual copy to be filed, with the understanding that such a signature merely signifies that he has read the material to be filed. Such signature does not necessarily indicate agreement with the content nor shall the refusal to sign prevent such material from being placed into and remaining in the file. The teacher shall return to the evaluator the actual signed copy to be filed within three (3) school days after receiving it. E. After any written evaluation, a conference will be held upon request of either party to the evaluation to discuss the report with the teacher involved within four (4) school days following the receipt of the report. F. Each teacher shall be entitled to knowledge of and access to his file of teacher evaluations upon twenty-four (24) hours' notice. The teacher shall have the right to answer any non- confidential material filed in his evaluation file, and his answer shall be reviewed by the Superintendent, and the answer shall be attached to the file copy. G. No material derogatory to a teacher's employment shall be placed in a teachers personnel file unless that teacher has had the opportunity to review such material. Review of such material by the teacher shall be indicated by having that teacher sign any such copies to be filed. No anonymous complaint will be placed in the teachers file. H. If a staff member has failed to adequately address identified deficiencies in job performance, the staff member may be placed on a Teacher in Need of Assistance Plan that shall be reviewed at the beginning of each semester. TEACHER EVALUATIONS. A. Teachers will be evaluated using the guidelines established in the Certificated Evaluation and Professional Growth Program, in effect as of July 1, 2013, or as amended [See Area 2 Section 1]. New teachers will receive a copy of the District Teacher Evaluation Handbook. B. Each teacher will receive a signed copy of his/her completed evaluation. C. When a teacher is evaluated he/she will have the right to review and comment upon the evaluation. He/she may, at his or her request, retain the evaluation for (3) three days for the purpose of review and comment. Any teacher comments regarding an evaluation shall be signed and will become a part of that evaluation. D. Any written complaint against a teacher which is used in the formal evaluation of the teacher shall have been called to the attention of the teacher and the teacher shall be afforded the opportunity to answer or rebut such complaint in writing.

TEACHER EVALUATIONS. 19.1 The following provisions apply to teacher evaluation per Diocesan Policy 4117.0. A. The supervision and evaluation of teachers are the responsibilities of the Principal who may share these responsibilities with the Assistant Principal, department heads, or other administrators. Principals must use the evaluation standards developed by the Office of Catholic Schools. Any evaluation performed on or after February 1 cannot be used to determine the granting of multi-year or continuing contracts. The teacher also may request that an additional evaluation be made by a person mutually agreed to by the teacher and the Principal. A copy of the evaluation and any written report of an observation shall be given to the teacher within one month of the evaluation. The teacher has a right to discuss the evaluation with all parties concerned. (See Appendix) All evaluators must have successfully completed teacher evaluation procedures at the State, Diocesan, or School level. B. The evaluation is to be made as a guideline in determining the qualifications of the teacher. The evaluation is to be done to aid the teacher in becoming proficient in his or her chosen profession, and to aid the teacher in understanding his or her role in the classroom and the relationship with the student entrusted to his or her care. C. If a principal determines at any time that a teacher is under-preforming, a Performance Improvement Plan with SMART goals, detailing expectations and a timeline will be put in place. The President of COACE and the Superintendent of Schools will review and sign off on the SMART goals. Failure of the teacher to meet the prescribed expectations within the timeline will, at the discretion of the principal/pastor, result in termination. D. All teachers with 0 years experience or who are newly employed in the system shall participate in the Diocesan Mentoring Program to aid them in acclimation to the profession and the school environment.
TEACHER EVALUATIONS. A. The Board and the Association agree to comply with all state statutes and regulations governing the evaluation of tenured and non-tenured teachers. B. Teachers shall be evaluated consistent with applicable law, including any regulation of elements such as evaluator qualifications, frequency and duration of observations, calculation and use of student growth data, observation and evaluation conferences, corrective action plans (CAPs) and confidentiality. The district agrees to complete all required evaluations within a productive and reasonable timeframe according to the procedures defined by the evaluation model in use at the time. Surveillance or other recorded media will not replace in- person observations. Summative evaluations, professional development plans (PDPs) and any CAPs shall be developed collaboratively with the employee. C. A CAP implemented in lieu of a PDP will focus on meeting improvement needs identified through the performance evaluation process. It will include specific goals for improvement and timelines for meeting those goals, and it will delineate the responsibilities of both the teacher and the administration in implementing the plan. The district will ensure the teacher receives the necessary opportunities, support, and resources to engage in ongoing professional learning and to meet the goals of his/her CAP. The CAP does not preclude any other plans for improvement determined to be necessary by the supervisor. Any professional development requirements stipulated in statute or regulation must still be fulfilled, and may count towards any state Professional Development mandates.
