Project Long Description. The purpose of the Shoreline Master Program periodic review is to (a) assure that the master program complies with applicable law and SMP Guidelines in effect at the time of the review, and (b) assure consistency of the master program with the local government's comprehensive plan and development regulations adopted under chapter RCW 36.70A, if applicable. Local governments should also consider amendments needed to address changed circumstances, new information, or improved data. Please note: Beyond the scope of this agreement, the RECIPIENT will continue the SMP formal adoption process as stated in the SMA and WAC 173-26. Project Long Description. This project will design stormwater facility best management practices (BMPs) that will reduce and treat stormwater runoff from the Tumwater Valley Golf Course parking lot in the City of Tumwater. Runoff from the existing asphalt paved parking lot is collected via existing catch basins and directed to outfalls that discharge to the Deschutes River. One outfall drains directly to the Deschutes River, while four other outfalls drain into a separate stream, running north-south along the eastern edge of the parking lot. This stream discharges into a pond before flowing north to a separate outfall that also discharges directly into the Deschutes River. The project area consists of two subbasins. The north subbasin includes paved surfaces surrounding the existing clubhouse building where stormwater runoff is collected via catch basins and conveyed to the outfall with a total impervious area of approximately 2.23 acres. Where the parking lot merges with the Valley Athletic Club parking lot, the south subbasin drains via sheet flow towards the east. The total impervious area of the south subbasin is approximately 0.20 acres. The parking lot is visited by approximately 18,000 vehicles each year. All of the subsequent pollution from these vehicles is washed into the Deschutes River during rain events. No existing water quality BMPs are located at the site, therefore this runoff receives no treatment before entering the Deschutes River, a 303(d) listed water body with a declining run of Coho salmon. Through consideration of necessary treatment requirements, space to accommodate the facility, integration with the existing storm system, relative construction costs, and maintenance requirements, the following stormwater treatment BMP is considered the most feasible option for both the North and the South subbasin: BMP T7.30: Bioretention. The stormwater BMP facilities designed through this grant will treat for total suspended solids (TSS), dissolved copper, total phosphorous, and dissolved zinc. This project will help protect and restore water quality in Washington state by reducing stormwater impacts from existing infrastructure and development. Project Long Description. The Xxxxxxx Road Utility Improvements Project will design and construct stormwater pipe extensions and treat residential stormwater runoff from approximately 20.26 acres in the Walter’s Road Neighborhood through the design and construction of a stormwater treatment facility near Xxxxxxx Road and 6th Ave in Tacoma. Stormwater from the Xxxxxxx Road Neighborhood is carried directly to Puget Sound via stormwater pipes and discharges into the southern end of the Tacoma Narrows through an outfall located near the intersection of 6th Ave and S Wilton Rd. The outfall is near the southern boundary of Xxxxxx Park and the facility will be located upstream of the outfall. Contaminants of general concern in the RECIPIENT’s stormwater are solids, metals, nutrients, oils, and many organic compounds. Contaminants are deposited on roadway surfaces and transported to sensitive waters such as Puget Sound via stormwater. Localized treatment projects like the Xxxxxxx Road Utility Improvements Project reduce phosphorus and solids loads to improve water quality in the Puget Sound and known juvenile salmonid migration routes. The RECIPIENT will install a media filtration vault with Technology Assessment Protocol – Ecology (TAPE) General Use Designation (GULD) for basic and phosphorus treatment as defined in the 2019 Stormwater Management Manual for Western Washington (SWMMWW). This project treats approximately 20.26 of the 560 acres in the WS04 subbasin and within the Western Slope watershed. This project will help protect and restore water quality in Washington state by reducing stormwater impacts from existing infrastructure and development. Project Long Description. The RECIPIENT received ECOLOGY funding for Phase 1 (North Zone) of the Stormwater Pipe Pollutant Removal Project under grant WQC-2021-Mukilt-00051. Under this agreement, the RECIPIENT began to develop an Enhanced Maintenance Plan (EMP) to evaluate if water quality can be improved by changing maintenance practices. The RECIPIENT collected baseline data by cleaning stormwater pipes, identified any illicit connections, and began creating a stormwater conveyance inventory of the North Zone to document pipes and estimate the cost to repair damaged stormwater conveyance. In this current agreement, the RECIPIENT will continue the development of the EMP by revising their cleaning and inspection efforts based on lessons learned from Phase 1. Under Phase 2, the RECIPIENT will clean and inspect stormwater pipes within the Central Zone of the city. During inspections and cleaning, the RECIPIENT will use a closed-circuit TV (CCTV) to inspect the conditions of the stormwater pipes with diameters of 8 inches or greater, identify illicit connections, remove legacy pollutants, determine any maintenance needs, and map the assets. Repair work identified during inspections is not funded by this grant. Work will focus on pipes located within the right-of-way and where easements and maintenance responsibilities exist. The RECIPIENT will clean and inspect approximately 24 miles of the RECIPIENT’s total 75 miles of stormwater network. Based on data from Phase 1, the RECIPIENT estimates that Phase 2 efforts will remove approximately 140 tons of sediments, which potentially contain legacy heavy metals and oils. The removal of illicit connections, sediments, and associated pollutants will improve water quality in the Central Zone and benefit five watersheds that the stormwater network ultimately discharges to, including portions of: Big Gulch, Smugglers Gulch, Xxxxxxxxx Beach, Upper Xxxxxxxxx Beach Creek, and Swamp Creek watersheds. Data collected in Phase 2 will contribute to the RECIPIENT’s stormwater conveyance inventory. Under this grant funding, the RECIPIENT will prioritize the stormwater conveyance systems in the North and Central Zones based on criteria such as the asset’s location to stormwater facilities, critical transportation routes and infrastructure, and the proximity to surface water and wetlands. Project Long Description. The Sea K Fish site (Site) with Cleanup Site ID No. 10583 is generally located at 000 Xxxxxxxxx Xxxxxx, Blaine, Washington in the western portion of Xxxxxx Harbor industrial area. The project and work consists of: • Completion of a Remedial Investigation (RI) / Feasibility Study (FS) for the Site per Agreed Order (AO) No. DE 19573 with ECOLOGY; DocuSign Envelope ID: 4B0057AE-B36F-4A28-97A9-115CDAA21F93 • Development of a Cleanup Action Plan (CAP) and AO Amendment to complete remedial design for the Site; • Design and implement Interim Remedial Actions (IA) per ECOLOGY approved Interim Action Work Plan incorporated into the Agreed Order and other IAs as required and/or approved by ECOLOGY. The Site is comprised of filled aquatic lands, which is owned in part by the RECIPIENT and WA State Department of Natural Resources (DNR). The filled aquatic land within the state harbor area is "state-owned aquatic land (SOAL)" managed by the RECIPIENT under a 1997 Port Management Agreement. The upland area of the Site was created prior to 1949 when aquatic lands were dredged to create a boat harbor and small boat marina. The dredged material was used to create an upland industrial area armored with timber bulkheads, although in some areas riprap was used instead of, or in conjunction with, the timber bulkheads. The marina was expanded several times since its original construction, but the footprint of the upland industrial area has remained largely unchanged. The Sea K Fish site is listed as a leaking underground storage tank site with the initial notification in May 1996. Site listing indicates confirmed petroleum affected media including soil and groundwater. The shoreline rip-rap slope and surface water adjacent to the upland areas of the site has periodically observed a petroleum sheen. Containment measures (boom material) have been put in place as it appears petroleum contaminates are mobile and discharging to Xxxxxx Harbor. Previous environmental investigations conducted at the Site have documented the release of gasoline-range, diesel-range, and oil-range petroleum hydrocarbons and petroleum- associated compounds in groundwater and soil in and around the Site. Most contamination at the Site appears to be the result of former fish oil processing (hydraulic press) and use of underground storage tanks (USTs). Project Long Description. The project will target the Brazilian elodea (Egeria densa) infestation in Xxxxxxx Lake, located at 46.7159° N, 122.9736° W, near northbound Interstate 5 in Centralia, WA, with multiple chemical treatments, consisting of an application of Littora (Diqaut Dibromide) and three applications of SonarONE (Fluridone), both preceded and followed by biobase surveys to map the infestations. Tens of thousands of dollars have been spent cumulatively by this and other interested agencies on Brazilian elodea infestations in Xxxxxxx Lake and the downstream areas of the Chehalis River in prior decades. Experts believe the lake has historically proven difficult to treat for this aquatic noxious weed species due to the presence of a thermocline preventing adequate dispersal of herbicides in the water body and extremely low visibility preventing adequate manual removal and targeting of individual plants. Our aquatic invasive plant experts in AquaTechnex now believe they have the technology to address these difficulties, circumventing it by mapping the specific locations of plants with a combination of BioBase surveys and other methods in order to know where to lower the application hoses below the thermocline and thus target and reach each plant. Project Long Description. The proposed General Sewer and Wastewater Facilities Plan associated with the collection system tributary to the RECIPIENT’s WWTF will be prepared to accommodate development at the Port of Kalama north of the City. Upcoming municipal, residential, commercial and industrial developments within the WWTF service area will also be reviewed. Options for sewer infrastructure to collect and convey wastewater from proposed development sites to the RECIPIENT’s WWTF will be reviewed and recommendations for improvements will be identified. Potential permitting requirements for proposed infrastructure improvements will be reviewed and planning level cost estimates for proposed improvements will be developed.
