RIBA Plan of Work 2013. Stage 1 – Preparation and Brief Receive the Brief from the Client and, if instructed by the Client in writing, assist in identifying possible alternative options to reduce expenditure and programme, whilst maintaining the Project Brief. Develop and submit to the Client for approval a Project procurement strategy and, following approval by the Client, carry out the services and obligations necessary to achieve the satisfactory completion of the Project at or below the approved budget. which shall include, but shall not be limited to, the services and obligations set out in this document. If required, assist the Client to select and procure the site and assess the implications of any constraints attaching to it and report thereon to the Client. Make recommendations to the Client on the need for any Stage 1 site investigations, surveys or tests to determine the viability of the site and implement any decision taken by the Client. Make recommendations to the Client on the need to appoint relevant Disciplines to the Project Team and on the scope of their Services. Be responsible for all matters relating to the appointment of those Disciplines to the Project Team and prepare detailed briefs covering the scope of the services for which those Disciplines will be responsible. The Project Manager is to arrange meetings with the Project Team to stress the importance of collaborative working, co-ordination of design and Project information, cost management / control, the programme and the Client’s reporting processes. Establish contact with all Disciplines appointed to the Project Team following their appointment and formalise communication procedures. Establish a hierarchy of responsibility between the Disciplines appointed to the Project Team and introduce procedures to ensure that all Disciplines work collaboratively as a co-ordinated Project Team. Following consultation with the Client and the Project Team, arrange for any further surveys to be undertaken to complete this RIBA Work Stage (or equivalent). Arrange for the relevant Disciplines to undertake preliminary feasibility studies based on the Brief and, if these studies highlight the need to amend the Brief, discuss this with the Client and obtain written instructions before developing further options / studies. RIBA Plan of Work 2013. Stages 3-4 – Developed and Technical Design Receive an initial Brief based on the RIBA Stage 2 Concept Design from the Client including all the deliverables, timescales and financial limits for the Project; Undertake a review of the Brief to ensure all the information required to complete the next stage is included; In liaison and agreement with the other members of the Project Team and the Client, provide construction advice as may be necessary in order for the information to assist with the submission of co-ordinated proposals, design options and RIBA Stage Reports to the Client. In conjunction with the other members of the Project Team, undertake all work necessary to obtain the Client’s written approval to proceed on the basis of the agreed final proposals / RIBA stage report; Attend Project Team design meetings as required and regularly review and assess the project design development suitability for the construction phase. Where necessary, provide advice on alternative construction / materials solutions up to tender stage and ensure that the final option will deliver a viable construction Project; Advise the Project Team and the Client on health and safety and access issues with the proposed design during Stages 3 and 4, to prevent issues post tender and during the construction phase; The Clerk of Works / Construction Supervisor will liaise with Contractor’s Project and site teams in addition to representatives of the Client and their appointed Project Team; The Clerk of Works / Construction Supervisor will use their experience and proven detailed knowledge of all types of building construction and apply this in a collaborative way to enable the overall quality of construction meets the Client’s requirements, the Construction Contract specifications and best practice standards.
RIBA Plan of Work 2013. Stage 5 – Construction The Clerk of Works / Construction Supervisor is required to ensure that the works are provided to the standard and performance required in the Construction Contract documentation and, where applicable, post-Construction Contract contractor design packages; The Clerk of Works / Construction Supervisor witnesses or carries out tests or inspections and notifies defects, but may not accept a defect; The Clerk of Works / Construction Supervisor may not give instructions to the Contractor with respect to the Construction Contract documentation; Where any Clerk of Works / Construction Supervisor duties are delegated to the Project Manager, both the Project Manager and the Clerk of Works / Construction Supervisor should be clear which of them has responsibility for all relevant duties; Provide a regular specialist inspection service on Construction Contract building works to ensure the highest quality of construction and workmanship is maintained, whilst being fully compliant with the statutory regulations and Client procedures (in particular health and safety) during the course of the Project construction phase; Check the Contractor’s work on site to ensure works are carried out in accordance with the Construction Contract documentation and in full compliance with British Standards and Codes of Practice. Undertake site safety audits and production of site safety checks to record the Contractor’s health and safety performance, reporting any unsatisfactory issues to the Project Manager, supervising officer, agent and the Project Team; Monitor Contractor, sub-contractor and visitor compliance with health and safety regulations and standards and immediately bring breaches to the notice of the Project Team, ensuring a safe working environment on Client Project sites; Advise the Contractor, Client, project manager, agent or consultant of any lack of information or detail, material defects or poor performance by the Contractor or sub-contractor so that appropriate corrective action can be taken; Monitor, evaluate and report weekly to the Client on the performance of the Contractor(s), the Project Team and nominated sub-contractors in the delivery of the building works and contribute to feedback on contractual standards; Maintain accurate records of site activity and any instructions given.
