Brief History. In July 2004, the County Redevelopment Agency purchased the property that included the Pleasant Acres Mobile Home Park. Over the past year, the County has completed a Preliminary Infrastructure Assessment for the and engaged in a series of discussions with the residents about future plans for the park. The Preliminary Infrastructure Assessment identified specific improvements required for the Park (drainage, sewer, gas, electrical and water systems, and fire safety) and included a preliminary cost estimate of $1.2 million to address these issues. Discussions with park residents over the past year have focused on potential ownership options, the potential costs associated with upgrading the park, how to improve the park infi-astructure without significantly increasing housing costs for park residents, and affordability requirements in the event that the County Redevelopment Agency funding is involved in the project. Based on extensive discussions and broad support those participating in these, what follows is a summary of the key issues and County staffs suggested approach to the project.

Brief History. Since approval of the original contract, the City has shifted course and chose to bond for the removal of the dams that in turn creates stream bank credits that can be sold to projects within the Des Moines Rivershed that require stream bank mitigation efforts. Sale of these credits should pay for the effort to remove the two dams and potentially additional projects. On October 8, 2018 Council approved a contract with Xxxxxx and Associated that include: Bidding Services for the dam removal projects ($25,200)and Professional Services for Dam Removal Enhance Planning ($93,200), for a total contract of $118,400. Xxxxxx will be using sub-consultants to provide the Dam Removal Enhance Planning portion of the contract. This contract includes collaboration between the three firms (Xxxxx-Xxxxxxx and Riverwise), creating conceptual plan drawings and sketches for four scenarios. These enhancement scenarios are located at each dam to be removed and two along the Island Park site (or the old casino location). On November 5, 2018, Council set a Public Hearing date of December 10, 2018 at 6 pm for this project. On January 7, 2019, Council awarded two contract to Xxxxxx Contracting in the amount of $1,186,302.80 (Hydro Dam) and $274,784.00 (Little Dam) to remove the dams.

Brief History. The City and CJ Bio America entered into 20 year water and sewer agreements in 2012. Both agreements had a specific minimum usage amount, otherwise known as a “take or pay” provision. The key purpose for the take or pay provisions for 20 years was to guarantee a sufficient revenue source for the City to pay-off the debt secured to build capacity improvements to both the water and sewer system to meet CJ’s needs. XX has requested a revision to both agreements. The Company wants the minimums to be reduced in the initial three years, and then increased to make up the difference from the original agreement within the first ten years of the contract. Additionally, the contract structure does not translate well into actual utility billing process.
