Constant Staffing. The term "constant staffing" means the number of personnel assigned to a platoon. It is agreed that the current constant staffing program shall be a 35-person per shift minimum, including a Battalion Chief and a Hazardous Materials Fire Engineer. The City, in anticipation of vacancies, may hire three additional safety personnel to fill anticipated vacancies for a period not to exceed four months prior to such vacancy actually occurring, unless such time limit is specifically waived by Local 1109. If the City Council increases the number of budgeted full-time employees, the constant staffing number will also be increased to reflect the approved positions.
Constant Staffing. Constant staffing refers to a system of maintaining a fixed number of personnel on duty at all times which requires calling in off-duty employees to fill any vacancies. Staffing and decisions regarding hiring and promotions remain the sole responsibility of the City. Opportunities for overtime assignment through the Constant Staffing Plan will remain for employees.
Constant Staffing. Effective FY 2009-10, the City converted from “minimum” staffing of eight to “constant” staffing of nine (9), wherein nine persons are on duty at all times. Normal staffing for the Department will be nine (9) personnel assigned to frontline emergency response apparatus. The Battalion Chief will not be included as fire operations personnel to meet minimum staffing.
Constant Staffing. There shall be at least 25 (effective upon Council approval of this 2019-2025 MOU, this number increases to 27) employees on duty per shift of which nine (9) shall be certified paramedics. Vehicles which require one or more paramedics will be staffed with Firefighters assigned as paramedics unless that employee is off duty on a leave of absence. In the event of the absence of a Firefighter assigned as a paramedic, the City will first attempt to hire back another Firefighter who is assigned as a paramedic. If one is not available (prior to force hire), and there is an on- duty Fire Engineer or Fire Captain currently receiving paramedic pay as a certified paramedic, he/she will be the paramedic on the vehicle (if it is their normally assigned apparatus) and be included as one of the nine (9) paramedics. The City will also backfill the spot occupied by a Firefighter assigned as a paramedic per its regular backfill process (per rank). This spot can then be filled by a non-paramedic Firefighter. The Association and the City agree that the Constant Staffing program of a 25 persons per shift (effective upon Council approval of this 2019-2025 MOU, this number increases to 27) minimum staffing level shall be maintained except that the City, in anticipation of vacancies, may hire 3 additional employees to fill anticipated vacancies for a period not to exceed four months prior to such vacancy actually occurring unless such time limit is specifically waived by the Association. Personnel called back will be selected from a rotation assignment list for each classification maintained by the Chief; names on said rotation lists may be substituted. Every member whose name stands at the top of any rotation or force hire list shall be responsible for reporting for duty on call or securing a substitute in the same manner as for regular platoon duty.
Constant Staffing. The number of established post positions, as determined by the County from time to time shall be filled as provided below to maintain necessary minimum staffing levels. Uncovered established post positions on the annual shift schedule shall be first offered to qualified employees on a voluntary basis. If such established post positions are not filled by permanent appointments, or if permanently appointed employees are absent or unavailable, qualified employees in staff or shift assignments shall be assigned to fill uncovered established post positions. Staff or shift employees working on an established post necessary to maintain staffing levels shall be paid for time worked at a rate consistent with the overtime provisions of this agreement. Employees in staff assignments (non-shift assignments) working an established post to maintain minimum staffing shall be paid at the shift assignment rate for their classification and salary range step. Unless an employee qualifies for a higher rate of pay pursuant to Section 418 of the Santa Xxxxxxx County Civil Service Rules, an employee working an uncovered post position shall be paid only such amount as is authorized for the position to which he/she was permanently appointed. For constant staffing purposes, on-duty employees participating in training outside the county but within one-hour recall may be included in any evaluation of in-county strength.
Constant Staffing. The City determines the level of service and therefore the overall size of the Fire Department’s staff. However, the City is committed to provide safe staffing levels for the City’s firefighters and the public. The City and the Association agree to continue Constant Staffing as implemented in 2005. This allows the City to maintain staffing needs through current staffing levels and callback when necessary. Constant Staffing levels will consist of a range not to exceed 22 personnel per each shift operating no more than six companies and no more than 2 medic units. The City shall promptly commence hiring and/or promotions to ensure refreshed staff at each rank and to minimize or eliminate forced overtime.
Constant Staffing. The term "constant staffing" refers to procedures established to ensure that fire suppression staffing levels are maintained at a predetermined number of personnel. A predetermined number of personnel is established by the number of currently authorized Fire Department positions and by the organizational assignment of personnel. The Association and the City agree that the current constant staffing program of eight (8) persons per shift shall be maintained excepting that the City, in anticipation of vacancies, may hire three (3) additional fire employees to fill anticipated vacancies for a period not to exceed four (4) months prior to such vacancy actually occurring unless such time limit is specifically waived by the Association. An employee shall be mandated to work to maintain constant staffing levels; however, Fire Reserves shall not be included in the constant staffing calculations.
Constant Staffing. The District agrees to the constant staffing program. The program shall be governed by the District and managed by the Union. The District shall:
1. Determine the number of constant staffing positions authorized per 24-hour shift, the minimum being one (1) per day.
2. Agree that all Shift Personnel may participate. The Union shall:
1. Manage the scheduling of personnel
2. Establish guidelines for the program and a selection process for the picking of days The Employees recognized within this bargaining agreement agree to work any additional CS shift hours at their current Base Wage, up to 182 hours worked within a pay cycle. For any hours worked by an Employee beyond 182 in a FSLA pay cycle, the District shall pay half-time to that Employee.
Constant Staffing. Shift personnel may be required to work at the discretion of management to ensure adequate department staffing.
Constant Staffing. A. In order to meet operational needs, the following minimum staffing guidelines should be followed whenever practicable:
a. ALS units (ambulances, aerials, and engine companies) should have at a minimum one certified paramedic.
b. Each engine or ladder company should be made up of a Captain, Engineer, Paramedic and Firefighter.
c. Engine companies should not fall below four personnel for more than six hours.
d. Ladder trucks or aerial units should not fall below four personnel.
B. Special Teams stations should have a minimum of seven members whenever practicable:
a. Special ops shall not fall below four team members.
b. Wildland shall not fall below four team members.
C. The maximum number of members permitted to be off on scheduled PTO per shift will be calculated as 10 percent of the shift's workforce, rounded up to the nearest whole number, except when operational needs dictate maximum staffing is required.
D. The constant staffing provision is intended for normal daily operations and may only be altered due to extraordinary circumstances or conditions in order to meet the minimum response needs of the community.
E. When filling vacancies with overtime from the ‘available for ED’ list, those rank for rank or qualified members with the lowest number of ED hours, based on policy, will be selected first.
F. Mandatory holdovers refer to policy.
