Level of Service Standards. 5.2.1 Pursuant to Section 163.3180(13) (b), Florida Statutes, the level of service (LOS) standards set forth herein shall be applied consistently within each local government in Lake County for purposes of implementing school concurrency, including determining whether sufficient school capacity exists to accommodate a particular development proposal, and determining the financial feasibility of the School Board’s Work Program.
5.2.2 The LOS standards set forth herein shall be included in the capital improvements element of the County and each City’s Comprehensive Plan and shall be applied consistently by the County, the Cities and the School Board district wide to all schools of the same type.
5.2.3 The LOS standards may be amended only pursuant to the procedure set forth in Section 5.1.1 of this Agreement.
5.2.4 The LOS standard to be used by the County and the School Board to implement school concurrency shall be as follows:
(1) Elementary: 100% of permanent FISH capacity. If core dining capacity is available in excess of FISH capacity, the school capacity shall be increased up to 125% of FISH capacity by adding seats located in temporary student stations so long as the total capacity does not exceed core dining capacity.
Level of Service Standards a. The uniform methodology for determining if a particular school is over capacity shall be determined by the School Board. The level of service standards includes one component: FISH permanent capacity (excludes portables).
b. Modification of the adopted LOS standards shall only be accomplished through an amendment to the XXX. The procedure for proposing a change to the adopted LOS standards shall follow the process outlined above in Section 4.2.
c. The uniform, district-wide level-of-service standards are initially set as follows: TYPE OF SCHOOL LEVEL OF SERVICE STANDARD Existing or New Schools 100% of permanent FISH capacity Centers (Special Purpose) 100% of permanent FISH capacity or the level of service based on the student/teacher ratios dictated by specific programs, whichever is lowest. Potential amendments to these levels-of-service standards shall be considered at least annually at the staff working group meeting to take place no later than April 1st of each year. If there is a consensus to amend any level-of-service standards, it shall be accomplished by the execution of an amendment to this XXX by all parties. The amended level-of-service shall not be effective until the amended XXX is fully executed and filed with the Clerk of the Circuit Court of Escambia County.
d. In evaluating a subdivision plat or site plan for school capacity, any relevant programmed improvements in the 5-Year Work Plan shall be considered available capacity for the project and factored into the level-of-service analysis.
e. The School Board shall ensure, to the extent practicable, the maximum utilization of permanent FISH capacity at the level of service standard, taking into account minimizing transportation costs, limiting maximum student travel times, the effect of court-ordered desegregation plans, and achieving socio-economic, racial and cultural diversity objectives. Maximum utilization refers to distributing students among the existing available capacity at the level of service standard as evenly as possible. Methods for the School Board to maximize utilization may include student attendance zone changes, school choice, expansion of existing facilities that are below the established level of service for a school of the same type, or other educationally acceptable teaching and/or scheduling methods.
Level of Service Standards. The Palm Coast Park DRI 5 shall be required to meet all level of service standards in 6 the City's Comprehensive Plan and all requirements of the 7 City's concurrency management system. However, pursuant to 8 Section 163.3180(12), Florida Statutes, if authorized by the 9 City's Comprehensive Plan, the Developer may satisfy the 10 transportation concurrency requirements by meeting the 11 transportation conditions contained in this Development

Level of Service Standards. Standard: The agency shall have level of service (LOS) standards for provision of land, facilities, and services within the jurisdiction. LOS standards are a type of performance measure associated with equitable provision service, such as the number of facilities per 1,000 residents in a service area or facilities available within a designated travel distance or travel time, e.g. percent of population that have a park within a 10-minute walk. LOS standard can also address other dimensions of equitable access, such as connectivity, maintenance and affordability, e.g. percent of parkland connected to the trail network.
Level of Service Standards. The Developer shall be required to meet the adopted level 24 of service standards in the City of Palm Coast Comprehensive Plan and the 25 requirements of the City’s Concurrency Management System (the “CMS”) as are in 26 effect on the date hereof; provided, however, mitigation for transportation impacts is 27 being implemented under provisions set forth in Section 163.3180(12), Florida Statutes, 28 and mitigation for school concurrency is being implemented under the provisions set 29 forth in Section 163.3180(13), Florida Statutes, by entering into the Proportionate Share 30 Agreement, each of which shall be deemed to satisfy concurrency requirements for 31 transportation and schools, respectively.
Level of Service Standards. If there is only one school of one type (e.g., the adopted level of service until the school providing relief is completed. After August 1, 2004, The following Level of Service (LOS) standards shall be established for all schools of each type within each CSA and each individual school:
(a) 110 percent of capacity (utilization) as determined by the Florida Inventory of School Houses (FISH); or
(b) Up to 120 percent of FISH capacity (utilization/LOS) (test two), for individual schools subject to the results of School Capacity Study (SCS) undertaken by TAG, in consultation with all LOCAL GOVERNMENTS having jurisdiction within the CSA and the SCHOOL DISTRICT, to determine if a particular school can operate in excess of 110% capacity. The SCS may shall be required by TAG if a school in the first FTE student count. reaches 108 percent or above of FISH capacity, once the Level of Service in V. B.2.1. above is achieved.
Level of Service Standards. Public school concurrency shall be applied on a less than district-wide basis, to concurrency service areas as described in subsection (c), except for Magnet Schools where public school concurrency shall be applied on a district wide basis. Level of Service standards for public school facilities apply to those traditional educational facilities, owned and operated by Miami-Dade County Public Schools, that are required to serve the residential development within their established concurrency service area. Level of Service standards do not apply to charter schools. However the actual enrollment (October Full Time Equivalent (FTE)) of both magnet and charter schools as a percentage of the total district enrollment will be credited against the impact of development. The uniform, district-wide Level of Service Standards for Public School Facilities are initially set as follows, and shall be adopted in the County’s and Cities’ Public School Facilities Elements and Capital Improvements Elements:
1. The adopted Level of Service (LOS) Standard for all Miami-Dade County Public School facilities is 100% FISH Capacity (With Relocatable Classrooms). This LOS Standard, except for Magnet Schools, shall be applicable in each public school concurrency service area (CSA), defined as the public school attendance boundary established by the Miami-Dade County Public Schools.
2. The adopted LOS standard for Magnet Schools is 100% of FISH (With Relocatable Classrooms), which shall be calculated on a district-wide basis.
3. It is the goal of Miami-Dade County Public Schools and Miami-Dade County for all public school facilities to achieve 100% utilization of Permanent FISH (No Relocatable Classrooms) capacity by January 1, 2018. To help achieve the desired 100% of permanent FISH utilization by 2018, Miami-Dade County Public Schools should continue to decrease the number of relocatable classrooms over time. Public school facilities that achieve 100% utilization of Permanent FISH capacity (No Relocatable Classrooms) should, to the extent possible, no longer utilize relocatable classrooms, except as an operational solution. Beginning January 1, 2013, the Miami-Dade County Public Schools will implement a schedule to eliminate all remaining relocatable classrooms by January 1, 2018.
