Provisions Governing Employees’ Salary Schedule. The following general conditions shall govern implementation of the Employees’ Salary Schedule.

A. Placement of Beginning Employees on the Salary Schedule: All beginning employees with no prior experience shall commence on Step Zero.
B. Index: Increments for experience (steps), education credits (quarter hours), and degrees will be in accordance with the index shown on the salary schedule (Appendix 7).

General Condition Each employee’s salary for the current school year shall be determined by the employee’s placement on the base salary schedule that matches the state’s 2017-18 salary allocation model in LEAP Document 1, and the Supplemental TRI Schedule described in Section 6.4.I. The base salary schedule and the Supplemental TRI Schedule are attached as Exhibits G-1 and G-2 respectively. For the 2018-19 school year, each cell of Exhibits G-1 and G-2, and the Commitment and Longevity stipends in Section 6.2, shall be increased by the percentage increase in the annual average consumer price index for the previous calendar year, using the official current base compiled by the bureau of labor statistics, United States Department of Labor, for the city of Seattle (the maximum amount allowable).
Provisions Governing Employees’ Salary Schedule. Except as modified herein, employees shall be placed on the salary schedules in accordance with the rules for education and experience applicable to the state’s Salary Allocation Model in the 2017-18 school year as reflected in Chapter 392-121 WAC and OSPI’s rules applicable to the submission of the S- 275 report. Experience and education recognized by the District for salary schedule placement prior to the 2018-19 school year shall continue to be recognized for the duration of the current agreement. Employees shall be credited with a year of experience towards a step increase for a year in which the total time worked meets or exceeds the qualifying criteria for a year’s credit under the Teacher’s Retirement System (TRS).

B. Index: Increments for experience (steps), education credits (quarter hours), and degrees will be in accordance with the index shown on the salary schedule (Appendix 7).
Provisions Governing Employees’ Salary Schedule. A. All beginning employees’ salaries shall commence on Step BA-0. Hours earned after the Bachelor’s Degree has been awarded shall be applicable for advanced placement on the schedule. Increments for experience, education and Master’s Degree will be in accordance with the index shown on the salary schedule.
B. Education credits will be granted for college work. College credits for advancement on the salary schedule will be accepted from a four-year-degree-granting institution. Credit for education experience may be given automatically when evidence of such credit is filed with the District. Such evidence should be in the form of official college transcripts or grade reports and filed with the District’s business office not later than September 30 of the year in which the credit is earned. If, for some circumstances beyond the control of the employee, the college transcripts or grade reports are not available and the District has been advised by the college of the credit, the employee shall be granted the allowance for credit. Education and experience credits (increments) shall be paid on the October 31 paycheck and shall be retroactive to September 1.
C. Credit shall be given for experience in the public schools in computing credit for experience. Credit shall be given for experience in private schools providing it can be verified that state certification was required. Except as otherwise defined in this agreement, employees shall be placed on the salary schedule in Appendix A in accordance with their education and experience as defined by the laws and regulations applicable to the salary allocation model in effect in the 2017-18 school year. A maximum of two (2) years experience credit shall be given for military service, which interrupts an employee’s career. Employees hired from out-of-state shall be given the same credit and seniority consideration in accordance with experience on the salary schedule as those hired within the state or those presently working for the District.
Provisions Governing Employees’ Salary Schedule. A. All employees shall be placed according to their certificated experience earned while employed in other school districts and according to their educational credits.
B. Educational credit will be granted upon the employee's verification to the District office that such work has been satisfactorily completed. Employees shall provide transcripts to the District when applying for educational credit. Verification shall be defined as an original transcript of the work completed. Such verification shall be given by October 1. However, in the event that verification may not be available from the schools by October 1, the District will temporarily accept a grade slip or letter from an Instructor indicating that the work has been completed. Transcripts must be received from the school no later than December 15 of each year in order for temporary acceptance to be converted to permanent verification.
C. Employees on extended contracts shall receive that pay spread out over a twelve (12) month period based on the employee’s per diem rate.
D. Salary schedule placement shall be in accordance with negotiated salary schedule except as provided in Section 6, B and Section 6, C above. Experience and education credit shall be calculated per WAC 392-121 (Appendix G), as in effect in August 2018. Employees currently employed by the District shall retain all credits accepted by the District for schedule placement.
E. The District shall disburse all salary moneys received from the state for employees to the employees.
F. The parties shall meet annually to review the disbursements of salary and insurance benefits.
G. Employees will be required to provide the District with the necessary records and transcripts only when salary schedule movement is to occur. If however the District requests copies of transcripts in order to update its files, the employee will sign a permission slip allowing the District to request the records from the college at District cost.
Provisions Governing Employees’ Salary Schedule. The following general conditions shall govern implementation of the Employees’ Salary Schedule.
Section 9.1.1 Employee Salary Schedule The salary schedules for the years covered by this Agreement are included in Appendix B.
Section 9.1.2 Employee Placement Each employee shall be placed on the Employee’s Salary Schedule in accordance with the criteria established by State law, WAC and SPI regulations regarding the Salary Allocation Model (XXX), and S-275 reporting rules effective in the 2017- 18 school year, which include but are not limited to the following criteria:
Section 9.1.2.1 Documentation No advancement on the salary schedule shall be made until the appropriate documentation (degree document, official transcripts and/or experience verification) is registered in Human Resources. All credits, including clock hours posted on an ESD transcript or a WIAA transcript, recognized by the state for the purpose of placement and/or advancement on the salary schedule shall be accepted by the District. Human Resources shall approve or disapprove credit for advancement; provided, however, that Human Resources shall approve only that experience and those credits recognized by the state for advancement on the salary schedule. An employee may appeal a decision about credits using the grievance procedure of this Agreement.
Section 9.1.2.2 Time Deadlines Eligible experience worked through August 31 of the preceding school year shall be credited, provided that the necessary documentation of data as required by the state is registered in Human Resources no later than the close of business on November 1. No experience shall be granted which fails to qualify for placement on the state-wide salary schedule under the State of Washington Law or SPI guidelines for state-wide allocation of salaries. Eligible course work (credits and clock hours) earned on or before October 1 of the current school year shall be credited provided that the necessary documentation, including course credit approval forms, are registered in Human Resources no later than the close of business on November 1. Exceptions shall be made for new hires pursuant to Section 9.1.2.3, below. Any failure to meet these timelines shall nullify salary schedule credit for the experience or course work for the current school year, unless the employee can produce evidence that the circumstances were beyond his/her control. C. 1. Education credits will be granted for college work. College credits for advancement on the salary schedule will be accepted from a four-year-degree- granting institution and for courses taken at community colleges. For courses at community colleges, the Superintendent's approval must be obtained. Credit for advancement shall be in conformance with OSPI rules.
Provisions Governing Employees’ Salary Schedule. A. All employees on a contract for full-time service, part-time service or extended service shall be paid in accordance with their place on the salary schedule (see Appendix A-1). All employees shall retain all educational and experience credits previously granted by the District.
B. All certificates and credentials, or suitable proof of qualification, shall be presented prior to commencement of the school year.
C. Initial Placement
1. To qualify for initial placement on the salary schedule, all employees must file official transcripts of college credits in the District office before contracts can be validated. Upon request, employees shall be advised of their placement on the salary schedule.
2. Placement in the appropriate column for educational credits shall be determined by the number of quarter hour credits acquired after attainment of a bachelors degree or standard certificate or related job experience in vocational education, if the college recognizes such job experience as credit toward a vocational education certificate or a standard certificate.
3. Placement at the appropriate step for experience will be based upon full credit for all previous certificated experience as established by the credentials filed by the employee with the District office. No experience credit will be granted or allowed for experience of less than ninety (90) days in any one district in any one (1) school year. For experience in one (1) district in any one (1) year in excess of ninety (90) days, one (1) full year of credit will be allowed.
4. For employees hired by the District with military service experience credits shall be granted at the rate of one (1) year for each full year of active duty service to a maximum of two (2) years experience credits, provided that the employee requesting such credit must have been employed as an employee at the time he/she went into active duty status.
