Release Time for Union Activities. A bargaining unit member shall not lose pay when participating in grievances and arbitrations during his/her work hours. A bargaining unit member shall not lose pay when participating in other joint District- Union activities during his/her work hours, such as negotiations, contract enforcement meetings, etc., if there is advance mutual agreement between the District and Union. In some cases the member may need to give up a field trip for such participation. In this situation, the member shall not lose pay for said trip. If the activity should conclude in time for the member to take the actual trip, then the member shall notify the office that they are able to do so. The member must allot enough time for the actual time of travel from the site of participation, pre- tripping/travel time to the site of said field trip.
Release Time for Union Activities. 11.1 The University shall provide the Union with a pool equivalent to a teaching load of seven (7) courses not to exceed a total of twenty-one (21) credit hours of release time, or its equivalent for non-teaching faculty, each academic year. Such release time may be used for the purposes of con- ducting Union business, including but not limited to contract administration, grievances, and par- ticipation in the governance of its state and national affiliates.
11.2 The Union may also purchase up to an additional five (5) courses not to exceed fifteen (15) credits of release time, or its equivalent for research, extension, library or clinical faculty each academic year. Such release time will be purchased at the rate of $1800 per credit for the first year of the contract; $1850 for the second year of the contract and $1900 for the third year of the contract. The Union will notify the University’s Contract Administrator by January 15th as to whether and how many course releases are being purchased for the following Fall and Spring semesters.
11.3 Generally, a unit member may receive only one such course release, or its equivalent, for any non- teaching unit member, per semester. However, up to two UA members may receive up to two (2) course releases, or its equivalent for any non-teaching unit member, each semester.
11.4 The Union shall notify the Xxxx’x office, with a copy to the Xxxxxxx’x office, of the particular fac- ulty members who shall receive release time. Such notice shall be provided as far in advance as possible to permit adequate coverage of assignments but no later than January 15th for the release time in the following Fall and Spring semester. The particulars of any course release, or equiva- lent, shall be coordinated with and approved by the Xxxx, who shall not act arbitrarily or capri- ciously in exercising his or her discretion.
11.5 During the semester preceding the expiration of the collective bargaining Agreement, the Universi- ty shall provide an additional pool of up to six (6) courses not to exceed eighteen (18) credits, or its equivalent for distribution to members of the Union negotiating committee for preparation for and attendance at negotiations under the same procedures and terms as delineated in Sections 3 and 4 of this Article.

Release Time for Union Activities. Union Representatives may be allowed time off without pay for the purpose of attending Union administrative/educational training. The time off shall not interfere with the University’s operating needs as determined by management. If the absence is approved, the employees may use accumulated compensatory time or accrued annual leave instead of leave without pay.
Release Time for Union Activities. A. Consistent with staffing needs of the Employer, the Employer agrees to allow stewards or local Union officers the use of compensatory time, annual leave, and/or leave without pay for local Union meetings, Union conferences, Union training sessions and State or International conventions. Employees absent from work pursuant to this Article shall continue to accrue seniority in accordance with the Seniority Article of this Labor Contract.
B. Consistent with staffing needs of the Employer, leaves of absence without pay may be granted for the purpose of engaging in Union activities in accordance with the leave of absence rules of the Personnel Advisory Board. This leave may be for periods of up to 1 year. Requests for extensions of these leaves of absences will be considered on a case by case basis. These requests for absences, when possible, must be submitted 30 days prior to the requested absence.
C. Employees shall retain and continue to accumulate seniority in accordance with the Seniority Article of this Labor Contract, while on approved leave of absence to engage in Union business.
D. On the effective date of this Labor Contract and the beginning of each twelve month period thereafter, the Employer shall credit the Union’s release time account with 1200 hours per period. The 1200 hours must be used within the twelve month period and any remaining balance shall not be carried over to the next period. Union representatives shall be allowed time off with pay charged against the account consistent with the operational needs of the Employer only for Union business such as preparation time for negotiations and union officers and stewards training. No one employee will receive more than 20% of the Employer’s hours allotted.
E. Notice for approved Union activities listed above shall be provided to the Chief Negotiator at least twenty (20) days prior to the release time to be used. Such notice shall include the name(s) of the employee, work location, and dates and time of such activity. The Employer shall respond within ten (10) days of receiving the representative’s notice. Such time off will not be detrimental in any way to the employee’s record and will be specifically taken into account when applying performance standards relating to quantity and timeliness of work. Time may be used in one (1) hour increments. Time off with pay will not be unreasonably withheld.

B. Local Wide Officers – an employee elected as a local 1600 officer shall receive unpaid release time for the term of the office according to the following schedule:
Release Time for Union Activities. The Unit shall be allowed release time for all union-related activities of 0.5 FTE in accordance with Government Code section 3540 et seq. The Unit may determine how to allocate the release time and shall provide prior written notice to the district Office of Employee and Labor Relations regarding the use of the release time.

Such time off will not be detrimental in any way to the employee’s record and will be specifically taken into account when applying performance standards relating to quantity and timeliness of work. All leave pursuant to this subsection shall be reported on unit member time sheets by each member reflecting the time used with the payroll code appropriate for employee organization business. Time off pursuant to this subsection shall not exceed twelve hundred (1200) hours total per calendar year
B. In addition to the time in subsection A above, consistent with the operational needs of the Employer, bargaining unit members who serve on the bargaining team shall be entitled to be released from duty for a reasonable amount of time, as agreed by the Employer and XXXX, for time spent preparing for meet and confer. All leave pursuant to this subsection shall be reported on unit member time sheets by each member reflecting the time used with the payroll code appropriate for meet and confer leave (MAC).
Release Time for Union Activities. Any union-related meeting (on campus and/or off-campus), teleconferencing, e-conferencing or for any other reasonable activity associated with official Union business.
