Request for Annual Leave. A bid for scheduled vacation will occur once a year prior to the new calendar year and shall be submitted on approved forms. Selection of scheduled vacation shall be based on departmental seniority insofar as department needs permit. Request for annual leave throughout the remainder of the calendar year will be submitted in Telestaff. Leave may be taken only after the approval by authorized personnel. Nothing in this article shall be construed to guarantee any vacation in excess of that time that can be scheduled by use of an employee’s accumulated vacation hours. Every employee who has completed one (1) year of service shall be afforded the opportunity to schedule two (2) weeks of annual leave in accordance with published vacation schedule if properly requested. Employees shall not be authorized the use of annual leave until after completing six months of the entrance probationary period.

The minimum request for annual leave shall be in increments of fifteen (15) minutes. Annual leave for short periods may be granted upon request of the Employee subject to workload and manpower requirements. Work leaders who are not supervisors can approve up to eight (8) hours annual leave when designated by the Employer (to include when this authority is included in a position description). If a work leader recommends against the leave request the Employee may take it to the supervisor for approval/disapproval. Submission of a leave request does not entitle the requester to annual leave. Absence Without Official Leave (AWOL) can be charged when an Employee is absent without confirming that a requested leave has been approved.

Department Heads will arrange vacation schedules and re-allocated duties on such a basis as to cause minimum interference with the normal functions and operations of the Department. In an emergency situation, or as described in Section 10.2D, the two (2) week advance notice can be waived by the Department Head on a case by case basis.
