Official Leave. 1. Upon request, a regular, limited-term, or probationary employee may be granted an Official Leave of Absence Without Pay. Such Leave, if granted, shall not exceed one (1) year except as provided in subsections 2. and 3., below. Such Leave may be authorized only after an employee's completion of an Agency/Departmental Leave and after all compensatory time, vacation accruals, and not more than 192 hours of annual leave have been applied toward payment of the absence. Use of annual leave beyond 192 hours shall be at the discretion of the employee, subject to the annual leave provisions.
2. An Official Leave of Absence may be extended for up to an additional year at the discretion of the Agency/Department except that requests for Official Leave which qualify as Family Leave pursuant to applicable law shall be granted to the extent required by such law. If the Agency/Department denies the extension of such Leave, the provisions of subsection 5. below, shall not apply.
3. An employee who is eligible for and requests a valid need for Family Leave pursuant to Article III, Section 11 below and applicable law, shall be granted Official Leave to the extent required by such law. Such Leave shall be authorized only after use of leave balances as specified below:
a. When Official leave involves the employee’s own serious health condition – after all accumulated compensatory time, vacation accruals, sick leave or annual leave have been used;
b. When Official Leave is used for all other reasons – after all accumulated compensatory time and, vacation accruals or not more than 192 hours of annual leave have been applied toward the absence. The use of annual leave beyond 192 hours shall be at the discretion of the employee, subject to the Annual Leave provisions.
4. An employee shall give notice two (2) weeks prior to the date he or she wants to return to work except that an employee returning from Family Leave shall give the lesser of two (2) weeks’ notice or the maximum allowable under applicable law. If an employee does not give the two (2) weeks’ notice prior to the date he or she wants to return to work, the Agency/Department shall not be required to return the employee to work until the employee gives such notice; however, the Agency/Department may waive the notice or reduce the notice period at its discretion.

Official Leave a. A regular, limited-term or probationary employee may request an Official Leave of Absence Without Pay. Such Leave, if granted, shall not exceed one (1) year. Employees will be required to use available Annual Leave, Vacation, Compensatory Leave, and PIP time in that order until all accrued leave time is exhausted.
b. An Official Leave of Absence may be extended for up to an additional year at the discretion of the department. Failure to request an extension before the end of the Official Leave may result in denial of that extension.

An employee who has requested and identified a valid need for Family Leave pursuant to Article V, Section 15, and applicable law, shall be granted Official Leave to the extent required by such law. The Department may require that all or a portion of compensatory time and vacation be applied toward the absence. Where appropriate under the provisions of Article V, Section 1.B., above, the employee may be required to apply all sick leave accruals toward the absence before an Official Leave will be authorized. In addition, the employee may be required to apply all annual leave accruals toward the absence, except that the use of annual leave accruals below 100 hours shall be at the discretion of the employee.

Official Leave. An official leave of absence may be authorized for any regular employee for a period of time not to exceed 1 year. An official leave of absence may be authorized only after all accumulated vacation leave, floating holidays and CTO have been utilized by the employee. If such official leave of absence is requested because of illness or injury of an employee, the employee shall also utilize all accrued sick leave before taking such leave of absence. Except employees on workers’ compensation, job protected or disability leave may make an irrevocable choice not to use their vacation to supplement their disability benefits. However, should they do so, they may not use their vacation until they have returned to work full time for 1 month, nor may they be eligible for donation of catastrophic leave.
A. A request for an official leave of absence shall be made upon forms prescribed by the Human Resources Director and shall state specifically the reasons for the request, the date when it is desired to begin the leave of absence, and the probable date of return. The request shall normally be initiated by the employee, but may be initiated by the Department Head or his/her designee. In the event that an employee is physically incapacitated and, as a consequence, unable to request a leave of absence, his/her spouse or immediate next of kin may request such leave. The Department Head or his/her designee shall indicate on the request form his/her recommendation as to whether the request should be granted, modified, or denied and shall promptly transmit the request to the Human Resources Director. If the Human Resources Director concurs in the request, s/he shall deliver a copy to the Auditor. If the Human Resources Director does not concur in the request, the request for an official leave of absence will be forwarded for review to the Board. The Board shall determine whether the request shall be approved or denied. If the Human Resources Director concurs with the Department Head or his/her designee that the request be denied, it is denied. However, the employee may appeal the denial to the Board of Supervisors within ten (10) calendar days of the notice of the decision.
B. An official leave of absence may be extended for an additional year provided that the request for the extension is processed in the same manner as the original request and is made at least ten (10) days prior to the end of the originally authorized leave.

Absences must be related to the employee’s duties and be applied for in advance in the same manner as professional and organizational leave. Leave with pay shall be granted for actual work time missed for an appearance on the City's behalf, connected with their official duties before a court, legislative committee, judicial or quasi-judicial body as a witness if required by the City. Employees shall return to the City any compensation, excluding mileage, received as a result of such duty.

Upon written application to the Superintendent at least sixty (60) days prior to the expected date for such leave, a teacher shall be granted a leave of absence up to two (2) years to assume a State or National office in the Michigan Educational Association or the National Educational Association. No salary or fringe benefits, including, but not limited to, sick leave, hospitalization, disability insurance, etc., shall be paid or accrued during the leave period. Upon return to work, the teacher shall be assigned to any position for which he is certified and/or qualified. The teacher granted such leave shall notify the Board of his intent to return to work in the Corunna Schools no later than March 15th preceding the school year of return.
