Vacation Scheduling for All Employees. A. Vacation leave will be charged in the amount actually used by the employee.
B. When considering requests for vacation leave the Employer will take into account the desires of the employee but may require that leave be taken at a time appropriate to business and customer service needs.
C. An employee will not request or be authorized to take scheduled vacation leave if the employee will not have sufficient vacation leave to cover such absence at the time the leave will commence.

C. Except as provided for in Sections 11.5 and 11.6, the Employer will respond to employee vacation leave requests as soon as possible but, no later than ten (10) calendar days from the date of the request. If the Employer fails to respond within ten (10) calendar days, the employee may notify the local Human Resources Office.
D. Vacation leave for religious observances may be granted to the extent agency or program requirements permit.
E. Employees will not request or be authorized to take scheduled vacation leave if they would not have sufficient vacation leave credits to cover the absence at the time the leave would commence.
F. When two (2) or more employees submit a request on the same day for the same vacation days off, if the Employer approves leave, it will be based on seniority. The Employer will consider the required skills and abilities needed to meet business needs. Previously approved leave will not be cancelled in order to grant leave to a senior employee.

At the employee’s discretion, vacation leave may be used by the employee in all circumstances where another form of leave may be granted, excluding compensatory time in accordance with Article 7, Overtime, Subsection 7.4 C.

Employees on the schedule will have priority and be granted their vacation leave requests at the times specified, if possible, over those who have not submitted their vacation leave requests by April 30th of each year. The Employer may compile and post a vacation leave schedule by work unit.

If the leave is denied, a reason will be provided in writing. 1076 11.7 Family Care 1077 Employees may use vacation leave for care of family members as required by the Family 1078 Care Act, WAC 296-130. 1079 11.8 Military Family Leave 1080 Employees may use vacation leave for leave as required by the Military Family Leave Act, 1081 RCW 49.77 and in accordance with Article 19.13. 1082 11.9 Domestic Violence Leave 1083 Employees may use vacation leave for leave as required by the Domestic Violence Leave 1084 Act, RCW 49.76. 1085 1086 11.10 Health Emergency Labor Standards Act (HELSA) Leave 1087 Employees may use vacation leave when a high-risk employee, as defined in RCW 1088 49.17.062, seeks reasonable accommodation and the Employer determines that leave is the 1089 only available reasonable accommodation, until completion of the public health emergency 1090 or another accommodation is made available.

In the event that two (2) or more employees request the same vacation period, the supervisor may limit the number of people who may take vacation leave at one time due to business needs and work requirements.
