Class Contact Time. In timetabling, head teachers will ensure that non-contact time for teachers is arranged in reasonable blocks of time to ensure meaningful activity can take place. As a guide, minimum units of time of 30 minutes should be adopted and should be timetabled on a regular basis, better facilitating use of time. • In primary schools, specialist teachers may be timetabled to take a class on their own to enable the pupil timetable to work to maximum efficiency and to facilitate weekly maximum class contact time of 22.5 hours for all teachers. • Where non-contact time falls on a day on which the teacher is absent from work but would normally otherwise be employed, SNCT advice is that there is no requirement to transfer non-contact time to another day. This applies equally for periods of absence and closure days due to public holidays or other events. In the case of staff absence and / or school closure, when calculating class contact / non- contact time, a normal five day week should be assumed, ie non-contact time is not pro rata and the usual allotted times should be adhered to during shortened school weeks. Any variance to this must be agreed at School Negotiating Committee level and can be referred to LNCT for advice. • Where there is collegiate agreement in an SNC to adopt a more flexible approach to working hours (SNCT Part 2, Appendix 2.17) over a period of two to four weeks, this must be agreed at LNCT. Such an arrangement must meet SNCT criteria and be arranged prior to each academic year. • Probationer teachers’ maximum class contact time is 18.5 hours per week during terms one to three of the academic year. This can be gradually increased to 22.5 hours over the course of term four, subject to agreement amongst the probationer, supporter and HT, and assuming the Standard for Full Registration has been met. Class Contact Time. 3.1 The maximum class contact time in all sectors has been 22.5 hours per week since August 2006. 3.2 For all probationer teachers on the National Induction Scheme, there is a maximum class contact time of 18.5 hours per week. South Ayrshire JNCT has agreed that this will be implemented flexibly in line with advice from the GTCS that recommends an initial maximum of 18 hours per week. 3.3 Since the 1 August 2014 the requirements of SNCT 14/43 Code of Practice on Working Hours, Working Week have been followed. Where there is a collegiate agreement in the School’s Negotiating Group on a planned, flexible approach to working hours within an individual establishment and the national criteria is met, a school can develop an alternative approach to working hours. Any such planned approach should be submitted to the Joint Secretaries of the Joint Negotiating Committee for Teachers in advance of implementation for confirmation that they meet the national criteria.

Where such a circumstance arises, the Headteacher should ensure that the time is made up to the teacher at the earliest opportunity. 3.5 Faculty heads, principal teachers, depute headteachers and headteachers have management time which reduces their class contact commitments. 3.6 For the purposes of this agreement additional individual pupil contact times will be regarded as Additional Supervised Pupil Activity.

In such atypical weeks, some teachers may have more non-class contact than they would otherwise be due and others less (eg. If their non-class contact falls on a holiday). This should be balanced out, where possible, by varying the days for non-class contact over the session or over a number of sessions. Where an individual teacher is not in school for part of the week, the normal pattern of non-class contact should apply. Class committed promoted staff (eg Primary Head Teacher) should receive a pro-rata reduction in class contact time as specified in Appendix 3. Remaining Contractual Time Annual Balance of Time All Sectors 190 Hours The use of the remaining contractual time of 5 hours per week will be agreed to facilitate other appropriate professional activities. The use of this time will be planned in the School Collegiate Activity Time calendar and is subject to agreement at school level. In larger schools, some of the activities and time may be devolved to a unit level (e.g. Faculty/department/stage level). If so, the use of this time should be planned and agreed by the staff working within the unit. Individual teachers will use their professional judgement in relation to the prioritisation of tasks within the agreed plan. For planning purposes only, it may be useful to consider the weekly time aggregated over the school session as 190 hours. These hours exclude the five in-service days which all teachers must attend in accordance with authority requirements and as agreed at school level. An agreed programme of activities should be arranged across the school session in a way which reflects school needs, takes into account the different pressures on schools at various times and which meets the National Agreement. It is nevertheless accepted that the nature of these posts very often requires additional pupil contact which is difficult to plan in any given week. 2.4 Where possible, individual pupil contact times involving promoted and unpromoted teachers should be timetabled in advance, with the prior agreement of the teacher’s line manager and with the promoted teacher responsible for cover arrangements. 2.5 For the purposes of this agreement additional individual pupil contact times will be regarded as Additional Supervised Pupil Activity. 2.6 Within nursery, primary and special schools arrangements may have to be made at establishment level to facilitate corresponding activities. 2.7 Schools should continue to review and revise their agreed establishment cover arrangements in order that cover is shared equitably with regard to the above and to teachers’ maximum class/pupil contact within the context of the 35 hour working week.

A school proposal for flexible timings must be agreed signed by the Head Teacher and a representative of the teaching staff and must be submitted to the LNCT Joint Secretaries to ensure that the national criteria are met. Any flexible approach must be planned prior to the beginning of the academic year and should be part of the school’s annual working time discussions. Any proposal must be submitted to the LNCT Joint Secretaries no later than Friday 21 June 2019. 2.4 Principal teachers, depute head teachers and head teachers have a management time allowance which reduces their class contact commitments.
