Duties of the School Resource Officer. 1. The purpose of the SRO is to provide for and maintain a safe, healthy, and productive learning environment, emphasizing the use of restorative approaches to address negative behavior, while acting as a positive role model for students by working in a cooperative, proactive, problem-solving manner between the Ogallala Police Department and the School District. 2. The SRO will work to build relationships, enhance community-policing activities, identify safety concerns within the schools, develop problem solving strategies with school administrators and staff, and collaboratively develop a comprehensive school safety plan with school administrators and staff. 3. The SRO will attend and participate in applicable school meetings and to communicate and coordinate with the school principals, superintendent, and other appropriate school personnel concerning the needs of the school and its students. 4. In coordination with school administrators, the SRO may provide presentations to the school in safety, crime prevention, bullying, sexting, digital citizenship, etc., and may also provide additional services to the school if requested. 5. The Ogallala Police Department and the SRO will work closely with School District officials to improve the social and behavioral skills of students in order to maximize their ability to achieve academically and become successful, contributing citizens. Issues to be addressed may include substance abuse, violence reduction, social skills, problem-solving skills, and other areas of School District and community concern. 6. The Ogallala Police Department and School District understand that the SRO may use measures to secure school property as followed through established protocols of the Ogallala Police Department and the School District in the event of an emergency situation that requires the activation of emergency response procedures (i.e., critical incident protocols such as “lock down” and “lock out”). 7. The SRO will be a visible, active law enforcement figure dealing with the school’s law enforcement matters at school and at school activities and events. 8. The SRO will initiate positive interaction with students in the classroom and general areas of the school campus to promote the profession of police officers and be a positive role model, while increasing the visibility and accessibility of police to the school community. 9. Duties of the School Resource Officer. 1. The SRO may assist the principal and Director of Operations in developing plans and strategies to prevent and/or minimize dangerous situations that may occur on the school campus. The principal and Director of Operations shall have ultimate responsibility for preparation and implementation of emergency operations policy. The SRO may advise school officials in declaring an emergency or lockdown situation. The principal and Director of Operations shall have ultimate responsibility for declaring an emergency or lockdown situation pursuant to Board policy. 2. The SRO may present programs on various topics to students and faculty. Subjects may include but are not limited to a basic understanding of the law, role of law enforcement, drug awareness, anger management, the mission of law enforcement, gang education, and familiarization of weapons in a school environment. 3. The SROs are encouraged to interact with students on an individual basis and in small groups to xxxxxx a positive relationship between students and law enforcement. 4. The SROs shall make themselves available for conferences involving teachers, parents and faculty upon request by school officials. 5. Upon the request of the school principal or Director of Operations, the SRO shall take all necessary and appropriate law enforcement action against intruders, unwanted guests, or unruly persons who may appear at the school or related school functions. 6. Upon request of the school principal or the Director of Operations, the SROs shall conduct investigations of crimes, which occur at their assigned schools and use other resources if needed for follow up investigations. When requested by the Director of Operations, SROs may conduct investigations at other sites with the approval of the Department. 7. After the principal has conducted a search, locates contraband and requests assistance, the SROs shall follow the Board’s Policy for the confiscation of any items or substances that while not illegal are not allowed on school property. The SRO will follow the Department’s Policy for the seizure of any illegal items, drugs or substances from students on school property. 8. The SROs shall follow the guidelines of the state law, Board policy and Department policies and procedures in regard to investigations, interviews, and searches relating to juveniles. 9. Duties of the School Resource Officer. 1. The SROs shall work during the hours school is in session and coordinate his/her schedule with the school principal(s) or his/her designee. When schools are closed due to in-service training, the SRO, if invited by the school principal, may attend the in-service training or use those hours for SRO administrative duties. During extended non-school periods, the SRO will be assigned as needed by the SRO Supervisor, except as provided in Article II. The SRO shall schedule time- off for vacations and floating holidays during periods when school is not in session. 2. The SRO shall wear Sheriff's Office-approved uniforms and drive a marked patrol unit. In the event the SRO is authorized to wear civilian clothes for a specific event, the SRO shall comply with a dress code that is determined and approved by the principal and SRO Supervisor. 3. Subject to the SRO's discretionary law enforcement authority, the SRO shall take appropriate law enforcement action as requested by school administrators. The SRO may also take appropriate law enforcement action as required by law and Sheriff's Office policy and must then notify the school administrator as soon as practicable of any violations or actions which impact on school discipline, order or safety and such other violations and actions as the District reasonably requests be reported. This may include interviewing suspects and victims of criminal violations, issuing summonses, and addressing traffic concerns. Should it become necessary to conduct formal law enforcement interviews with the students, the SRO shall adhere to District policy, regulations and guidelines, Sheriff's Office policy and legal requirements with regard to such interviews. 4. The SRO shall assist other SROs or law enforcement agencies in conducting investigations when requested or when required. 5. The SRO shall develop teaching expertise and assist faculty in instructing specialized classes on such topics as the role of policing in the community, search and seizure, traffic laws, crime prevention, victims' rights, community involvement, and youth programs. In addition, the SRO shall encourage and participate in discussion during classes to establish rapport with students. The SRO shall coordinate the SRO’s activities directly with the principal and the SRO supervisor. 3. Except as excused by other terms of this Agreement, the SRO shall be present at the assigned School during times of high activity, such as lunch and the beginning and end of the school day.

The SRO shall notify the principal or their designee before removing a student from school. 9. The SRO can take law enforcement action against intruders and unwanted guests who appear on school property. 10. The SRO shall conduct investigations of crimes, which occur at their assigned schools, and use other resources, if needed, for follow-up investigations. 11. The SRO will turn in a monthly summation report to the SRO supervisor at the end of every month. 12. The SRO shall not be used as a school disciplinarian. If the principal believes an incident is a violation of the law, they may contact the SRO to see if law enforcement action is needed. 13. The SRO shall follow the Shakopee Police Department’s Standard Operating Procedures and General Orders when confiscating drugs from students on school property. 14. The SRO shall follow the guidelines of the Minnesota State Statutes, Case Law, School Board Policy and the Shakopee Police Department’s Standard Operating Procedures and General Orders in regards to investigations, interviews and searches relating to juveniles.

In all other cases, disciplining students is a school district responsibility, and the SRO will intervene and take students who violate the code of conduct to the principal / designee where school discipline can be administered.

The SRO is prohibited from becoming involved in formal school discipline situations that are the responsibility of school administrators. The parties recognize that a trained SRO knows when to informally interact with students to reinforce school rules and when to enforce the law. h) Teachers and school administrators may ask the SRO to intervene if a student’s presence poses an immediate and continuing danger to others or an immediate and continuing threat of material and substantial disruption of the educational process or in other emergency circumstances. The SRO does not need to be asked before intervening in emergencies.
