Structural Provisions. 1.10.1. The Teacher Board Advisory Committee (TBAC) shall consist of three (3) trustees, one (1) of whom shall act as chair, the superintendent or designate and a teacher from each of the schools within The Xxxxxxxx School Division. All proposed changes initiated by the Employer in policy, regulations, and Administrative Practices concerning teachers' working conditions shall be referred to the TBAC for consideration and recommendation. All requests by the Association for changes in Employer policy and regulations shall be referred to the TBAC for consideration and recommendation to the Employer.
1.10.1.1. The TBAC shall meet upon the request of either party.
1.10.1.2. The Employer shall provide the TBAC members with draft copies of school calendars and Board Policies. The TBAC may request a meeting to discuss draft calendars and Board Policies.
1.10.2. The Employer and teachers have a mutual responsibility to provide and maintain a safe working environment. The Employer has a responsibility for ensuring a safe environment prevails in the workplace and to take appropriate measures to achieve this result. Teachers have a right to a safe working environment and the responsibility to assist the Employer in this regard.
1.10.2.1. The parties agree to develop and maintain an Organizational Health and Safety Committee. The Association will provide a representative on this committee. The Employer may invite other employee groups to provide representation on this committee. The mandate of the committee will be to collaborate on efforts to improve staff wellness and workplace safety.
1.10.2.2. The Employer shall ensure that teachers in Morinville Learning Centre (MLC), Xxxxxxxx Learning Centre (SLC) work in a safe work environment considerate of the safety issues unique at the school. To protect teachers, the staffing complement shall include a minimum of two (2) staff members at all times.
Structural Provisions. 1.8.1 Teacher Employer Advisory Committee (TBAC)
1.8.1.1 The Employer and the Association recognize the advantages and acknowledge the mutual benefits to be derived from effective communication between Canadian Rockies Public Schools representatives – trustees, teachers and administrators.
1.8.1.2 The parties hereby agree that there shall be constituted a TBAC in the Employer’s jurisdiction for the purpose of considering matters of concern related to school affairs including proposed educational policy changes, administrative procedures, changes in the conditions of professional service and communicating the views of the respective parties. This committee may also consider matters designed to improve the conditions for teaching and learning or other matters of interest or concern.
1.8.1.3 The Employer agrees that it will not normally make changes in present working conditions or administrative procedures which are not covered in this Collective Agreement without first having the matter considered by the committee.
1.8.1.4 Consistent with clause 1.8.1.1, the TBAC shall consist of up to three (3) authorized representatives of the Association and up to three (3) authorized representatives of the Employer, provided at least one of the Employer representatives is a trustee.
1.8.1.5 This committee shall meet within thirty (30) calendar days of a written request by either party. The parties may mutually agree to extend this timeline.
1.8.1.6 Notwithstanding the matters which may be brought before this committee, the parties intend to ensure teachers have an opportunity to provide input prior to the Employer establishing a school calendar. This committee will be consulted prior to the establishment of a school calendar to allow for teacher input. Though the parties intend that future calendars will maintain equivalent time, where circumstances result in the Employer contemplating variances to the school calendar, such variances will be discussed in advance.
Structural Provisions. 1.11.1 The Teacher Board Advisory Committee exists as the primary vehicle for communicating the views of teachers on matters of school affairs with the School Division. The existence of this committee does not prevent the parties creating or maintaining other committees for specific purposes.
Structural Provisions. 1.8.1 Communication Between the Parties—The parties hereto recognize that there are in existence appropriate channels for the purpose of communicating the views of teachers on matters of school affairs through the Superintendent of Schools to the School Board. In the event that there is a need to meet and discuss matters related to the contents of the Collective Agreement, a Liaison Committee will be formed. The purpose of this committee is intended to serve as a means of communication outside the context of collective bargaining. Subjects for discussion by the Liaison Committee may be submitted in writing by either the teacher representatives, the School Board, or the Superintendent. These items are to be directed to the attention of the Superintendent. Discussions are not to be collective bargaining oriented but should serve to act as a medium to acquire greater understanding of issues and for clarification purposes.
Structural Provisions. 1.10.1 Teacher Trustee Liaison Committee
1.10.1.1 The parties to the Agreement recognize that the Policy Statement referring to the Teacher Trustee Liaison Committee continues in effect upon the signing of this agreement and remains in effect during the term of this Agreement. The Committee shall meet at least once per year at least once before November 30 of the given school year.

1.10.1.1. The parties hereby recognize that basic to the proper management and administration of a school system is the Employer's right and responsibility to formulate and adopt policies and regulations.
1.10.1.2. The Employer and the teachers under its jurisdiction, recognize the advantages and acknowledge the mutual benefits to be derived from effective communication between the Employer members, teachers, and administration.
1.10.1.3. The parties thereby agree that there shall be established a TBAC for the purpose of communicating and considering matters of general local concern related to school affairs including proposed educational policy changes and changes in conditions of professional service.
1.10.1.4. The TBAC may make recommendations to the teachers and to the Employer only on items of policy not under negotiations. The committee shall not deal with collective agreement interpretations / grievance matters nor discuss the modification of the collective agreement. No agreement, decisions or action of the committee shall be construed by any party as an interpretation or modification of this collective agreement.
1.10.1.5. The TBAC shall consist of one (1) teacher from each school, designated Employer member(s), and the superintendent or designate.
1.10.1.6. This committee shall meet initially within the first two (2) months of the school year. Further meetings shall be upon the request of either party.
1.10.1.7. Meeting agenda items will be determined by the co-chairs of the TBAC.
1.10.1.8. The TBAC shall have the opportunity to provide input prior to the creation of the draft calendar and the initiation of the stakeholder feedback process.

Structural Provisions. 1.11.1 Teacher-Board Liaison Committee
1.11.1.1 Clearview will offer to meet at least twice per year with up to four Association representatives (one of which will be the Association local president) to discuss areas of mutual interest. A terms of reference for the committee will be established for the committee in consultation with the Association.
Structural Provisions. 1.11.1. Teacher Liaison Committee
1.11.1.1. The teachers recognize the right and responsibility of the Employer to formulate policy.
1.11.1.2. The Employer agrees to participate with members of the Association in a Teacher Liaison Committee. The following principles governing the committee are agreed.
a) The Committee shall consist of four (4) Association Local Executive members, four (4) Employer Central Office administrators.
b) The main direction of the discussion shall be to examine aspects of the quality of work life in The Grande Yellowhead Public School Division including communication among the parties.
c) Each group (Association, Central Office) will look after personal expenses. The Employer agrees to budget one thousand dollars ($1,000.00) to look after non-personal expenses.
d) Policy statements and guidelines introduced or proposed for review, which relate to teachers’ working conditions, will be forwarded to members of the committee for an opportunity to discuss at a committee meeting prior to the Employer voting on the policy.
Structural Provisions. 1.11.1. The Teacher Board Advisory Committee will continue as per School Division policy.
