Unscheduled Annual Leave. The unscheduled annual leave entitlement may be taken, in full or in part, at anytime upon notice of seven (7) days, with approval which will not be withheld unless the absence interferes with the Institute's students training program, or requires the hiring of a replacement instructor. If any Unscheduled Annual Leave is not taken in the year of entitlement, such unused days, up to a maximum of five (5), may be added to the scheduled annual leave for the subsequent calendar year.

Unscheduled Annual Leave a. An employee who is unable to report to duty due to emergency or unforeseen circumstances is responsible for notifying his or her Supervisor or designee as soon as possible. 1. Shift workers, including firefighters, must make every reasonable effort to notify their Supervisor or his or her designee as far in advance of the start of their scheduled shift as soon as possible, but at least one (1) hour prior to the start of the shift. Such notification will include the employee's name, reason for absence, estimated duration of the absence, and the type of leave the employee is requesting. Any absence beyond the estimated duration will also be reported in the same manner. 2. Other employees will notify their Supervisor or his or her designee as soon as possible, but no later than one (1) hour after the beginning of his or her scheduled starting time at work. Such notification will include the employee's name, reason for absence, estimated duration of absence, and the type of leave the employee is requesting. Any absence beyond the estimated duration will also be reported in the same manner. b. The Supervisor or his or her designee may approve or disapprove a request for annual leave or leave without pay at the time of initial notification. Alternatively, the supervisor or his or her designee may acknowledge the notice, and defer the approval or disapproval of the requested leave until the employee returns to work. Upon return to work, unscheduled leave requests will be confirmed by completing an OPM-71 or other approved method acceptable to the supervisor. c. Annual leave for unscheduled reasons will be approved if available if the employee established that the basis for the request is valid and that the employee could not reasonably be expected to report for duty.

Unscheduled Annual Leave. EMPLOYEES shall be granted four (4) unscheduled annual leave opportunities regardless of predicted staffing levels per fiscal year. If said leave is taken in less than a full shift allotment, it shall be counted as a whole opportunity. Opportunities shall be granted on a first come, first serve and seniority basis. No more than five (5) EMPLOYEES shall utilize these opportunities during the same single shift.
Unscheduled Annual Leave. The employee will contact the supervisor before or as soon as possible after the start of the shift. The employer agrees to grant the request for unscheduled annual leave if possible based on mission requirements. In situations where the employee finds it impossible to contact the supervisor immediately following the start of the shift, a one hour notification grace period is in effect. Notification that does not meet the one hour criteria will be dealt with on a case by case basis. The supervisor may require documentation to substantiate an emergency.

Annual leave for personal emergencies, ordinarily infrequent in number, will be granted unless there is an operational exigency as determined by the Employer, which requires the Employee’s presence. When circumstances arise necessitating an absence not previously approved, the Employee may not presume automatic approval of annual leave. The Employee must contact their immediate supervisor or designee to request approval of the use of annual leave no later than one hour after the Employee’s designated start time. Requests for the use of unscheduled annual leave shall be considered based on individual justification and as circumstances warrant. When an Employee calls in for unscheduled annual leave and is unable to speak with their immediate supervisor or designee, the Employee must contact the monitor station (in telephone units)/next higher-level supervisor or designee, no later than one hour after the Employee’s designated start time. Should the Employee be unable to reach these individuals, the Employee can leave a message on the immediate supervisor’s or designee’s voicemail. This voice mail message must provide a telephone number where the Employee can be reached for the next two (2) hours, information as to the reason for the absence, and the expected length of their absence. In the event the Employee is not at a telephone number where they can be reached, the Employee will leave a message indicating the time s/he will call the supervisor or designee back. If the absence exceeds the amount of leave originally approved, the Employee must request additional leave from the supervisor/designee using the same procedures as above. 3. If the Employee does not personally speak with the immediate supervisor when placing the request for unscheduled leave, the supervisor may contact the Employee by telephone if there is a question about the approval of leave, about a work assignment, or if the employee has not provided sufficient information about the absence, as stipulated above. 4. Employees requesting unscheduled annual leave (leave requested with less than a 24 hour notice) will supply the reason for the request (e.g., flat tire, broken water heater). • For unscheduled leave requests, normally the employee will contact his/her supervisor or the supervisor’s designated representative prior to the beginning of the start of his/her shift (preferably 30 minutes or earlier) and request annual leave. Employees will be provided the contact information for the supervisor or the supervisor’s designated representative. In rare circumstances when the employee is unable to contact their supervisor in advance of the start of the shift (e.g., car accident), the employee shall contact the supervisor or designee as soon as practicable, but not later than one hour after the start of the shift. In the event the supervisor or designee is not immediately available to answer the call, the employee will leave a contact number where he/she can be reached. The leave is not approved until the supervisor or designee notifies the employee. Ordinarily, the employee will receive a call-back from his/her supervisor or designee within 30 minutes after receipt of the message. Leave forms for approved unscheduled annual leave will be submitted the next business day upon return. • In addition to these procedures for requesting unscheduled annual leave, supervisors may provide additional call-off instructions, e.g., text/email options, contact information for supervisor’s designated representative, etc.

Unscheduled Annual Leave. The Employer will allow some unscheduled annual leave based upon operational needs as determined by management. Such requests, when allowed, shall be granted on a first come, first serve basis. Only in a case where two (2) or more requests are received from employees in the same job classification at the exact date and time will seniority be a factor. Management reserves the right to cancel leave at any time based upon the operational needs of the Employer as determined by management. Employees will be given reasonable notice of such cancellation.

Applications submitted by career and city carrier assistant letter carriers for annual leave after the posting of the yearly leave schedule must be submitted directly to the supervisor. All requests for annual leave (Form 3971) for any leave period which is open, submitted prior to the posting of the weekly work schedule must be granted on a first-come, first-serve basis until the leave complement is full, if no letter carrier is on Family Medical Leave Act. B. The Supervisor must initial the duplicate Form 3971 and return to the applicant within seventy-two (72) hours. C. If Form 3971 is not returned within the seventy-two (72) hour period, the leave request will stand approved. D. When Management grants leave on a daily or hourly basis due to excess number of letter carriers, the leave will be granted on a rotating seniority basis. The record of rotation will be the responsibility of the Shop Xxxxxxx or a designee.
