EVALUATION OF TEACHER PERFORMANCE. 1. The purpose of evaluation is to assess teacher performance.
2. An evaluation of a teacher may be conducted in any year in accordance with Article E.23, but in any event not less than once every five (5) years, unless the teacher and Superintendent otherwise agree. A teacher may request that an evaluation be conducted at any time upon written request to the Superintendent. The Superintendent shall, within twenty (20) working days of the receipt of the request, appoint an evaluator to write a report. All teachers new to the district appointed to continuing appointments shall be evaluated during their first year of employment.
3. The criteria to be used in the preparation of evaluation reports pursuant to Article E.23.4 shall be those developed by the Board and the Association and attached to this Agreement as Appendix ‘A’.
4. When evaluation is undertaken for the purposes of a report on a teacher, the following shall apply:
a. the teacher shall be notified at least one week in advance that an evaluation is to be conducted;
b. the evaluator shall discuss with the teacher the process and criteria by which the evaluation shall take place, which shall include:
i. a pre-observation conference;
ii. a series of observations; and
iii. a post-observation conference;
c. at the pre-observation conference, the teacher shall be given a copy of the criteria established in accordance with this Agreement, or in the interim the supervisory plan for the school dealing with evaluation criteria; and
d. it is recognized that, as required, the teacher shall be provided with a written plan of assistance to improve the teacher’s performance. The evaluator shall confer with the teacher to determine the time and resources that may be required to undertake such a program of assistance.
5. An evaluation leading to a report shall be based on a minimum of three (3) classroom visits as well as on the teacher’s general performance in the school, consistent with the general criteria referred to in Article E.23.4.c. Such visits shall encompass a minimum of one hundred twenty (120) minutes of classroom observation. For the purposes of Article E.23, “general performance” shall mean the teacher’s performance as contemplated in the criteria referred to in Article E.23.4.c.

EVALUATION OF TEACHER PERFORMANCE. 1. The Local and Board believe that students are best served when a high quality of classroom instruction and teaching performance is provided and maintained, and when positive encouragement of and adequate assistance and support for teaching performance is provided. To this end it is agreed that there shall be a system of formal information collection, assistance, and evaluation as provided in this Article.
a. Nothing in this Article restricts the powers and duties of Principals, Vice Principals or the Superintendent of Schools to visit teachers’ classrooms or teaching areas for purposes of supervision and improving instruction.

A formal evaluation of a teacher may be conducted at any time by the Superintendent or a Principal or Vice Principal in accordance with this Collective Agreement or when requested by the teacher, but it is expected that a teacher new to the District will be evaluated in their first year of employment and other teachers normally once every four

L15.01 The Board recognizes that Teacher Performance Appraisal shall be conducted in accordance with the Education Act and relevant legislation and in accordance with the Board’s Policies and Procedures. The Board shall consult with ETFO prior to making changes to the Board’s Policies and Procedures with respect to Teacher Performance Appraisal.
L15.02 Only supervisory officers and elementary principals and vice-principals shall evaluate a teacher’s competence. No member of the Union shall be required or be requested to evaluate a teacher’s competence.
EVALUATION OF TEACHER PERFORMANCE. 1. The parties agree that the primary objective of the program to evaluate teacher performance is to improve the quality of instruction. Further, the parties recognize the importance and value of the procedure for assigning and evaluating the progress and success of both non-tenured and tenured teachers.
2. Evaluation of teacher performance shall be done by the principal or assistant principal or the supervisor of the appropriate area and must be based on his/her own observations. Other personnel may be used to evaluate teacher performance when agreed to by the teacher.
3. All teachers during their first eight weeks of each school year shall be oriented to the evaluation procedures and criteria upon which they will be formally evaluated and who may observe and evaluate their teaching performance. If the teacher is contracted after the first eight weeks of the school year, an orientation to the evaluation process will take place prior to the first observation. (2009)
4. Prior to the first observation of the school term a pre-conference shall be held between the evaluator and the teacher to apprise the evaluator of the teacher's objectives, methods, and materials planned for the teaching-learning situation to be evaluated. Subsequent pre-observation conferences may be held at the discretion of the evaluator.
5. Each formal written evaluation of a teacher's performance shall be preceded by an observation of at least one hour or the duration of a particular teaching period, but not for more than two hours duration. Variations in these times shall be mutually agreed upon by the teacher and evaluator.
6. Other than the post-observation conference, which shall be conducted in conjunction with the discussion of the formal written evaluation, other observations of the teacher may be followed by a personal conference between the teacher and the evaluator for the purpose of discussing the observation.
7. The evaluator shall not unduly interfere with the normal teaching-learning process while observing.
8. A copy of the formal written evaluation of the teacher's performance shall be given to the teacher and a conference held between the teacher and the evaluator within ten school days of the final classroom observation on which it is based. EVALUATION OF TEACHER PERFORMANCE. In order to insure a high quality of performance on the part of the professional employees of the school district, a continuous program of evaluation shall be established and its purpose is: • To improve the performance of individual staff members and to improve the instructional program of the school district, • To assist in the implementation of district and state educational goals, • To assist the professional employee in developing specific goals for implementing their contractual assignments, • To build community confidence in the quality of Leavenworth Public Schools • To provide a basis for administrative recommendation and Board decisions in determining a professional employee’s competency with regard to renewal or non- renewal of contract. 1. The purpose of supervision and evaluation is to provide a positive approach to promote and reinforce good teaching; to reaffirm, identify and develop good teaching; to improve and/or acknowledge the observed teaching performance and the work of the teacher; and to do so in a consistent manner.
2. The criteria to be used in assessing individual teaching performance shall be consistent with the general criteria developed by the District in accordance with Board policy. There shall be a committee with equal Board and teacher representation to make recommendations to the Board regarding the formulation or modification of policy covering the criteria to be used in the evaluation of teachers.
EVALUATION OF TEACHER PERFORMANCE. X. Xxxxxxx of the Evaluation The purpose of the teacher evaluation program in the District shall be to give an opportunity for teachers and administrators to objectively evaluate the teacher’s contributions to the local education program. To facilitate this purpose, the teacher evaluation program will include announced or unannounced observations of at least thirty minutes and walk-throughs of at least ten minutes and no more than thirty minutes in length. Announced observations will include a pre-observation conference and may include a post-conference. To fulfill their supervisory and administrative responsibilities, the principals or designated supervisor and Superintendent shall have free access to all classroom and instructional areas. Evaluations will be performed only by licensed and OTES-credentialed administrators.
