LINES OF DEMARCATION. The Local Unit Chairperson may request the Human Resources Department to arrange a special meeting to hear the skilled trades committeeperson’s views concerning problems in connection with work assignments of employees in the skilled trades group and to discuss the matters. Such special conference will also be attended by the Facilities Manager and a representative from Human Resources. The National Skilled Trades Representative or designee may also attend. If the matter involves the appropriateness of the work assignment of the employees in skilled trades group and it is not resolved the matter shall be forwarded in writing to the Human Resources Department. Within a reasonable period of time thereafter, the Company will give the Union a complete statement facts of the case and the reasons for it’s position. Within thirty (30) days of such delivery the Union shall notify the Company that the case has been withdrawn or forwarded to the National Skilled Trades Department. If necessary the National Union shall, within thirty (30) days of receipt of the statements, may request a conference to discuss the matter with the Skilled Trades Committee by written notice to the Human Resources Department. The Skilled Trades Committee shall attempt to resolve the matter. If unable to resolve the case within thirty (30) days of the appeal, the case may be withdrawn without prejudice by the Union or may be appealed to an arbitrator for final and binding decision. Such arbitrator shall be a person who is technically competent to deal with such a problem and will be selected under Article 10 of this Collective Agreement. The preparation of Skilled Trades Job descriptions shall be the responsibility of the Skilled Trades Committee per Article 13 of the Skilled Trades language. The guidelines of discussion shall be the job descriptions applicable to Skilled Trades and the CAW book of Job Descriptions except where a mutually agreed to change has been made on a particular job description.

LINES OF DEMARCATION. During our discussions at the negotiations regarding Skilled Trades, the problems of Lines of Demarcation were agreed to as follows: The Company agrees that they will not use one Skilled Tradesman to perform the work of another Skilled Trade except as provided in Clauses and The Company and the Union further agree to the principle of each trade doing only that work which falls within that classification. Whenever a problem arises regarding the crossing of Skilled Trades, the Union Representative in the plant concerned will meet with a Representative of the Company in the same plant to try to solve the problem. If the problem is not resolved at this stage, a meeting will held within three (3) working days between the Skilled Trades Committee and the Company Committee to solve the problem. The Company will appoint two (2) representatives who are knowledgeable in Skilled Trades to meet with two (2) Skilled Trades Representatives of Local on a monthly basis to resolve any problems regarding Lines of Demarcation. The Plant Chairperson and Plant Manager may attend the Skilled Trades Committee meetings as ex officio. Below are listed some job descriptions in the Skilled Trades. Other job descriptions regarding miscellaneous work assignments or multi-trade deviations while working on a single component may be the subject matter of the monthly Lines of Demarcation committee meeting. Any increase or decrease of this language is subject to mutual agreement. Millwright dismantles, moves, installs, and aligns machines, plant equipment, conveyors, furnaces (heat treat), sand blasts, tack welds, removes and replaces electrical motors, excluding electrical hook ups. Pipefitter installs, repairs and maintains steam, water, air, oil and acid pressure systems, repairs pumps, valves, traps, sewage plumbing and pneumatic systems. Machine Repair repairs, adjusts, disassembles, replaces parts and reassembles machines, mechanical and hydraulic equipment and makes new parts. Tool and Die Maker builds, repairs, remodels, maintains and installs all types of tools, dies (excluding forging), jigs, fixture and gauges, and die tryouts. Electrician installs, assembles, maintains and replaces all kinds of electric and electronic equipment. LINES OF DEMARCATION. 152.1 The Chairperson of the Shop Committee may request the Labour Relations Department to arrange a special meeting to hear the skilled trades representative's views concerning problems in connection with work 152.2 If the matter involves the appropriateness of the work assignment of employees in Skilled Trades classifications and is resolved, the settlement will be reduced to writing within seven (7) calendar days from the date of the settlement unless otherwise agreed to by the parties. If the matter is not resolved, the Local Union may reduce the matter to writing in a statement setting forth all the facts and circumstances surrounding the case and the position taken by the Union. The statement will be presented to Management within ten (10) working days of the special conference.

If the matter is not resolved at this conference, the skilled trades Committeeperson shall reduce the matter to writing, setting forth all the facts and circumstances surrounding the case and the position taken by the Union. This statement will be presented to the Company. Within a reasonable period of time thereafter, the Company will give the Union a complete statement of the facts and the reason for its position. Within (30) days of such delivery, the Union shall notify the Company that the issue has been withdrawn, or that the Company and Union statements have been forwarded to the Canadian Director of the National Union or his specified representative. If in its judgement the matter warrants appeal, the National Union shall within (30) thirty days of receipt of the statements, request a meeting to discuss the matter with the skilled trades committee by written notice to the director of administration.

LINES OF DEMARCATION. A. On work requiring the services of skilled classifications it shall be standard practice to have each craft perform its own type of work. In some instances of varied work, it is economically unsound to pursue a strict division of work. The Union agrees such work will be performed promptly according to instructions of supervision and recourse will be made to the grievance procedure if it is in disagreement with the assignment of work. It is recognized and naturally understood that in small plants such as this it is necessary to cross the line of division of skills more often than in larger plants. B. Maintenance welding will be done by the millwright only if he or she has the ability to perform arc and/or gas welding, only on minor short duration jobs. If the maintenance person is not qualified and must summon help, it will be a welder. Xxxxxxxxxxx performing such work will in no way affect the daily scheduled hours in the welder's classification. Welders will be scheduled for overtime when welding has to be performed. C. Management will cooperate and be responsible for keeping maintenance welding jobs of short duration, minor, and not involved with welding where the safety of other employees is involved. D. Employees may perform adjustments and simple repairs including the adding of lubricant, if necessary, on their machinery. E. Forge shop employees will perform adjustments and simple repairs to existing equipment such as performing adjustments to loaders, extension bars, push and limit switches or repairs such as tightening air lines and re-tapping holes to clear out blockages. Functions such as these are to be performed in a safe manner and do not extend to repairs requiring new parts such as replacing a broken air line. F. Employees in the Steel Yard and Secondary will perform simple repairs such as tightening hoses, conveyor belts and bolts and moving conveyors.
