The Employer agrees that the use of part-time personnel shall not cause a reduction in force (i.e., layoff or job abolishment) or regularly scheduled hours of bargaining unit members. This clause will not preclude the involvement of part-time officers in the provisions of Clause 15 Flexible Hours. Part-time employees Part-time employees will accrue their incremental entitlements on the basis of completed calendar years of service.
