POSTING AND BIDDING PROCEDURE. New employees may be hired through a temporary agency for the term of their probation. Whether hired through a temporary agency or otherwise, probationary employees who have successfully completed their probationary period will have their seniority start on the date they first begin working for the City of Bellevue. Qualified Non-bargaining Unit employees of the City shall be allowed to bid on Bargaining Unit positions prior to the Employer posting information for hiring new personnel.

Employees wishing to bid on the job will fill out a bid form and present it to the office of the Safety-Service Director. The job shall be awarded to the employee in the department with the most seniority and having the basic qualifications. Supervisory personnel can perform union work in the water and sewer plants and shall perform the work until the effected employee obtains the necessary certificate or license. If no employees bid in the department, the job will be posted in all departments of the bargaining unit for three (3) additional working days, and all employees shall have the right to bid on the job. The job will be awarded to the most senior employee bidding who has the basic qualifications to perform the job. Supervisory personnel can perform union work in the water and sewer plants and shall perform the work until the effected employee obtains the necessary certificate or license. When an employee successfully bids on a job, that employee shall have the right to return to his/her original position during the first fourteen (14) days on the new job. In the event an employee returns to his/her original position, the vacancy shall be filled utilizing the existing bid list for the original vacancy. Only when the original list has been exhausted shall the Employer re-post and bid the vacancy. After an employee has been notified of a successful bid, he/she shall assume the duties of the position no later than ten ( I 0) days after receiving notification. All newly promoted employees will be required to successfully complete a probationary period in accordance with Section 35.2.

When possible, if the Employer determines straight shift positions meet the needs of the unit, the Employer will post positions as straight shift positions. When there is a desire for 8-hour shifts and the Employer determines 8-hour shifts meet the needs of the unit, the Employer will post 8-hour shift positions. In addition, the posting will indicate if the position includes assignment to every weekend and, if applicable, geographic locations. As determined by management and when consistent with the needs of the unit, the Employer will post positions at full- time benefit eligible appointment fractions. In addition, the posting will include a list of all required qualifications essential for consideration for that position, as well as a list of desired qualifications in priority order.114
POSTING AND BIDDING PROCEDURE a. All trips will be posted biweekly by Friday noon for the second and third following week. From September-May, there will be two trip selection meetings each month. The trip selection meetings shall be coordinated by the District or its designee. If a driver is unable to attend due to a preassigned district trip, it is their responsibility to submit to the District or its designee a prioritized request list for posted trips, along with the schedule of total available hours for the second through third following weeks. This list will be used to select their trips in accordance with their seniority rights. If a driver is unable to attend due to any other reason, he/she will forego the opportunity to bid at the trip meeting. A driver may select one (1) trip, by seniority that is available from each list. Order of trip selection will be 1) weekends, 2) weekdays after school, and 3) weekdays during school. If there are trips still remaining at the end of the selection, the rotation continues. The next week selection begins where the seniority list ended and the rotation continues. Trips for which requests were received after preparation of the Friday postings will be posted on the emergency trip list. The District or its designee may assign any trips left over after all selections are made. These trips will be assigned by seniority. Only then may new trips be posted.
