POSTING AND BIDDING PROCEDURE. New employees may be hired through a temporary agency for the term of their probation. Whether hired through a temporary agency or otherwise, probationary employees who have successfully completed their probationary period will have their seniority start on the date they first begin working for the City of Bellevue. Qualified Non-bargaining Unit employees of the City shall be allowed to bid on Bargaining Unit positions prior to the Employer posting information for hiring new personnel. SECTION 1. When the Employer decides to fill a permanent position vacancy or newly created job in the Bargaining Unit, the open position shall be posted in the Bargaining Unit City wide for five (5) working days. Employees wishing to bid on the job will fill out a bid form and present it to the Office of the Safety Service Director. The job shall be awarded to the most senior qualified employee having the basic qualifications in the department where the vacancy exists. If no employee bids in the department where the vacancy exists, the job will be awarded to the most senior qualified employee bidding from the Bargaining Unit Citywide, having the basic qualifications. The Employer shall have Thirty (30) days in which to decide whether to fill a new position or to fill a vacant position or to notify the Union of intentions to leave the position vacant. If the Employer has not notified the Union within thirty (30) days as provided herein, the position shall be posted for bid as provided herein.

POSTING AND BIDDING PROCEDURE. 1. A vacancy shall be defined as any previously filled position or newly created position the district intends to fill. 2. If a vacancy in a previously filled position is going to be filled, it shall be posted within fifteen (15) working days of the position being vacated. Vacancies will be posted for a period of seven (7) working days. In the event that the position is not posted in the above timelines, the Association president will be notified in writing as soon as possible, but in no case longer than fifteen (15) days of the rationale of the delay.

The vacancy or newly created position shall be filled within a reasonable time after the termination of the posting period by a qualified employee as defined herein. If the position is not filled by bidding, the Employer shall have the right to employ a new hire. E. The successful bidder shall be granted a four (4) week trial period. If the employee's performance is deemed unsatisfactory, the Employer may return the employee to his prior position. An employee who is unsatisfied in the new position during this same four (4) week period may, at his option, return to his former position.
POSTING AND BIDDING PROCEDURE a. All trips will be posted biweekly by Friday noon for the second and third following week. From September-May, there will be two trip selection meetings each month. The trip selection meetings shall be coordinated by the District or its designee. If a driver is unable to attend due to a preassigned district trip, it is their responsibility to submit to the District or its designee a prioritized request list for posted trips, along with the schedule of total available hours for the second through third following weeks. This list will be used to select their trips in accordance with their seniority rights. If a driver is unable to attend due to any other reason, he/she will forego the opportunity to bid at the trip meeting. A driver may select one (1) trip, by seniority that is available from each list. Order of trip selection will be 1) weekends, 2) weekdays after school, and 3) weekdays during school. If there are trips still remaining at the end of the selection, the rotation continues. The next week selection begins where the seniority list ended and the rotation continues. Trips for which requests were received after preparation of the Friday postings will be posted on the emergency trip list. The District or its designee may assign any trips left over after all selections are made. These trips will be assigned by seniority. Only then may new trips be posted. b. One way trips will be allowed under the following conditions: i. No longer than thirty (30) miles round trip from pickup location. ii. A bus may be required to return from an overnight trip. Weekday sports trips starting before core routes are finished will be “Drop Only” by substitute drivers, unless they fall within our exceptions, which will be Football, Band, and Track (which will include cross-country). These exception trips will require round trip transportation to be provided by NVTA though they may require a sub to drop them prior to core route completion. Whether an exception trip will be sub-dropped or a driver will be pulled from their core route will be at the discretion of the Director of Transportation. Trips leaving at 4:00pm or later will wait for the regular driver and will not be “drop only.” iii. Weekend and non-school day athletic trips, if posted as one-way. (Trips cannot be changed to one-way trips after being posted as a round trip.) c. A vacancy is only open for bidding during the summer bid meeting. 2. A vacancy shall be posted and a bid meeting held two weeks prior to the start of the school year. Bus drivers shall be permitted to select from the vacancy list on a seniority basis. 3. If a vacancy is going to be filled during the school year, the transportation supervisor may appoint a substitute driver for the remainder of the school year. 4. The District declares its support of a policy of promotion from within its own staff, including promotion to supervisory and executive levels, providing the employee has the necessary qualifications. Seniority in the classification shall be the determining factor if two or more employees are equally qualified. The district reserves the right to hire the best-qualified person, be that a current employee or a new hire. 5. If a mid-day route is available and compatible with a route, it will be available to the most senior drive.
