Union Sponsored Training. A leave of absence without pay shall be granted at the request of an employee and the Union for the purpose of the employee's attending a training course sponsored by the Union. The maximum duration of such leave shall not exceed two (2) consecutive payroll periods in a calendar year.
Union Sponsored Training. Management is encouraged to approve training to enhance job skills for employees. If such training is Union sponsored, the Union will submit a timely request that contains: an agenda/written description of the training or seminar, the dates, and the location of the training. The Union will submit all requests, for informational purposes, to the Human Resources Office at least one (1) month in advance of the scheduled training or conference. Approval of training requests will be based on workload needs, budgetary considerations, and the determination that the Union sponsored training is of mutual benefit to both Management and the Union. Agency funds may or may not be used to pay training or travel expenses associated with any such training.
Union Sponsored Training. A. The Agency recognizes that union sponsored training is an appropriate representational activity for which official time may be used. When requesting official time for union sponsored training or conferences, the Union will provide the appropriate management official with documentation at the time of the request, denoting the date, location, subject matter, and provider or sponsor of the training or conference. The request will also include a statement detailing how the course content is appropriate for official time in accordance with 5 U.S.C. Chapter 71 and the provisions of this article. Requests for official time under this provision shall be subject to advance approval by Management. Management will timely respond to the request after receiving the information from the Union.
B. The Agency’s sole expense for all union sponsored training will be official time.
Union Sponsored Training. The Union may request that stewards attend Union-sponsored training providing that the absence of the xxxxxxx does not represent a hardship to their work unit. Union training requests shall be submitted in writing to the xxxxxxx’x immediate supervisor, specifying the amount of time requested, not less than two weeks in advance of the training. The request shall be approved, or denied, in writing, and a copy forwarded to Organizational Development. The Union may request up to five days per year for each officer or xxxxxxx to attend training and conferences which relate to representation. Wages for this time off shall be directly paid by the Union unless the employee elects to use accumulated paid time off. Any accumulated time off used by an employee under this July 1, 2022–June 30, 2024 the Exploratorium—Local 1021 Agreement provision shall be counted toward the five days per year maximum.
Union Sponsored Training. Section 1. Recognized Officers and Stewards of the Union will be authorized excused absence from duty for attendance at Union sponsored training on subjects within the scope of the Statute. Such time will not exceed eight hours each per calendar year for up to five Stewards and 24 hours per calendar year each for two union representatives.
Section 2. Requests for Official Time should be submitted through the appropriate supervisory chain to the Division Director at least 10 calendar days in advance of any request for Official Time. The request must include the name(s) of the Officer(s)/Xxxxxxx(s), date, time, and place of training or orientation session and the subject matters to be covered. Response to the Official Time request will be provided to the Union by the Division Director or designee within five calendar days of receipt of the request. Requests to attend Union-sponsored training will be considered on a training event basis. Approval is subject to work exigencies.
Section 3. The Union will be permitted to use available Employer-owned equipment and training aids when conducting Union sponsored training sessions, provided the training will be held on the Employer's premises and the Union schedules the use of such training equipment and aids reasonably in advance. The use of training and/or conference rooms for training will be scheduled in advance following local procedures, with notification to the Division Director or designee.
Union Sponsored Training. Official time may be used for Union-sponsored labor relations training which is of mutual benefit to the Parties and approved in advance by the Agency. The Agency will grant the following amounts of time each year of the contract: Representative authorized 100% official time No Limit All other Representatives 40 hours The Union will make every effort to submit two weeks in advance to the appropriate Human Resources representative, a copy of the agenda, if available, or a written description which gives the subject matter, the duration, purpose, and nature of the training.
Union Sponsored Training a. The Employer agrees to grant official time to a specified number of Union officers and stewards if otherwise in a duty status to attend Union-sponsored training determined to be of mutual benefit to the Employer and the Union. A bank of 300 hours per contract year may be used. However, no single Union representative may use more than 60 hours per contract year. The Union will provide a list of attendees after the training is completed.
b. The Union shall submit requests for official time to the activity NAF Labor Relations Officer normally at least 20 calendar days prior to proposed release for said training. Such requests must include information concerning the content and schedule of such training. Such requests must also include name and duty stations of employees whose attendance is desired.
c. Official time will be approved when the training is appropriate and the employee(s) may be released from assigned duties. When disapproval occurs the reasons for such disapproval will be furnished to the union at the time of disapproval.
d. It is understood that there is no entitlement to Employer reimbursement for travel and per diem expenses in connection with Union sponsored training.
Union Sponsored Training a. The Employer agrees to grant administrative leave to employees who are Union officials and stewards for the purpose of attending union-sponsored and other training sessions, provided the training is related to the employees in their capacity as Union representatives, is of mutual benefit to both Parties, and the Employee's absence shall not conflict with the Employee's mission. Administrative leave for this purpose will not exceed 200 hours annually.
b. A written request for administrative leave will be submitted at least twenty-one (21) days in advance by the Union President to the Labor Relations Office with a copy to the employee's immediate supervisor. The request will contain information about the purpose, date and location, nature of the training and the names of employees for which training is requested. A copy of the training brochure, if available, will also be attached to the written request. Travel, per diem and overtime will not be paid for such training. Notification as to whether the training was approved and/or disapproved will be given to the Union in writing at least ten (10) days prior to the training.
c. Records generated by approved requests for administrative leave will be used to determine training hours utilized.
Union Sponsored Training a. The Parties agree that a bank of hours of official time will be made available to each local Unit each year to enable Union officials to attend Union-sponsored training. The Parties agree that all training will include emphasis on such things as developing statuatory and technical knowledge, mediation skills, interest- based negotiation skills, conflict resolution techniques, contract language intent, partnership development, and xxxxxxx training, as well as like-type sessions that are mutually beneficial to the Parties in promoting effective Labor-Management relations. Agendas for such training will accompany the request for official time provided by this article. Training on internal Union administrative items is not appropriate for official time. A minimum bank of hours will be allocated in the following manner:
(1) Local units with 100 or less Bargaining Unit employees: 120 hours.
(2) Local units with more than 100, but less than 200 Bargaining Unit employees: 160 hours.
(3) Local units with 200, but less than 300 Bargaining Unit employees: 200 hours.
(4) For local units with more than 300 Bargaining Unit employees, an addi- tional 40 hours is allowed for each additional 100 Bargaining Unit employees, or portion thereof.
b. The count date will be made at the beginning of the first full pay period in July of each year. The bank of hours established by this count is available for use dur- ing the fiscal year following the count date. This bank of time is exclusive of any official time for training that is provided by some other provision of this Agree- ment. The Union agrees that training should be distributed among Union officials in an efficient manner and that each official will not normally receive more than 40 hours of training per year. Requests for official time must be submitted in writing at least 1 week in advance of training to the local line manager or branch chief (for Washington Office officials). The number of hours in a local unit’s bank may be increased by mutual agreement of both Parties.
c. A bank of 90 hours per calendar year for contract administration training time will be provided for each officer of the Forest Service Council (FSC). The num- ber of hours may be increased on an individual basis by mutual agreement at the intermediate or national level.
d. Travel expenses and per diem are authorized pursuant to use of this time. Travel will be requested and approved prior to travel. The use of vehicles is authorized in accordance...
Union Sponsored Training. The Employer will approve official time, but no travel or per diem, for employee attendance at Union sponsored training which is of mutual benefit to the Parties (i.e. designed to advise representatives on matters within the scope of labor-management relations). All requests for official time will be considered in accordance with Section 20.04. Depending on the extent the training is of mutual benefit, the request will be addressed as follows: Official time for identified representatives will be requested by the Chairman via the RSO no less than 1 month in advance. The request will be accompanied by documentation (e.g. Agenda/seminars) sufficient to establish that the requested hours are for mutual benefit. Any questions regarding said documentation shall be resolved expeditiously. The maximum amount of hours to be granted are:
a. Every year, two (2) stewards per installation shall receive no more than eight (8) hours each.
b. Every other year, up to forty (40) hours will be granted to no more than six (6) Union representatives to attend the FOP conference.
